Certain Boundaries for South Bend Utility

Committee Chair Sherry Bolden-Simpson called to order the Utilities Committee meeting at 6:02
P.M.
Bill No. 12-26 -Ordinance Establishing Certain Boundaries for South Bend Utility Service
Eric Horvath, Director of Public Works, with offices on the fifth (5th) floor of City Hall, South
Bend, IN 46601 , presented the bill. He explained that it supersedes and replaces an ordinance
from 2014. It updates the utility boundary map in response to a request from the Indiana Utility
Regulatory Commission (IURC). He noted that the bill does not mandate that the City provide
services outside of City boundaries.
Committee Member Dr. Oliver Davis asked about the key differences since the previous update
in 2014.

Eric Horvath said there was a need to clarify boundaries and establish them with the lURC.
Committee Chair Bolden-Simpson asked if there will be a new map.
Eric Horvath said the new map has been provided to the Committee, but it is difficult to see the
difference in boundary lines.
Committee Chair Bolden-Simpson held the public hearing, and nobody spoke.
Committee Member Dr. Davis moved to send Bill No . 12-26 to the Committee of the Whole with
a favorable recommendation, which was seconded by Committee Vice Chair Rachel Tomas
Morgan and carried by a vote of seven (7) ayes.
