the Completion of the Final Report of the
South Bend Reparatory Justice Commission
and [nviting the Commission to Make a
Formal Presentation to the Common
Council in an Upcoming Meeting

Committee Chair Karen L. White called to order the Residential Neighborhoods Committee
meeting at 5:20 P.M. She asked Council Attorney Bob Palmer to share opening comments.
Attorney Palmer stated that the resolution before the committee today strictly pertains to
scheduling a presentation of the Reparatory Justice Commission 's final report. He said the bill
does not pertain to the contents of the report, and asked members of the public to limit their
comments within the scope of this resolution.

Bill No. 26-15 -Resolution Acknowledging the Completion of the Final Report of the South
Bend Reparatory Justice Commission and Inviting the Commission to Make a Formal
Presentation to the Common Council in an Upcoming Meeting
Council President Canneth Lee, Petitioner, 1929 North Huey Street, South Bend , IN 46628,
presented the bill. He said the Reparatory Justice Commission was fanned by a resolution passed
by the Council in 2023. He said the current bill acknowledges the completion of their final report,
and the Commission will present their findings to Council under the Special Business portion of
the June 8, 2026 Common Council meeting.
Committee Chair White held the public hearing, and nobody spoke.
Committee Member Sharon McBride expressed excitement for the upcoming presentation.
Committee Member Sherry Bolden-Simpson expressed gratitude for the Commission's hard
work, adding that she gave input at some of the Commission's community engagement meetings.
Committee Member Ophelia Gooden-Rodgers asked about the procedure for moving the bill
forward.
Committee Chair White stated that a motion must be made to accept the resolution.
Committee Chair White held the public hearing, and nobody spoke.
Committee Vice Chair Sheila Niezgodski moved to send Bill No. 26-15 to the Full Council with
a favorable recommendation, which was seconded by Committee Member McBride and carried
by a vote of five (5) ayes.
