She welcomed Citizen Member Caz Margenau to the Committee. Bill No. 08-26 -Ql 2026 Nonbargaining Salary Ordinance Amendment Kyle Willis, City Controller, with offices on the second (2nd) floor of City Hall, South Bend, IN 46601, stated that Bill No. 08-26 was withdrawn by the petitioner and will be refiled at a later date. Committee Chair Niezgodski repeated that Bill No. 08-26 was pulled. She stated that the bill will come before the Committee at a future meeting. Bill No. 09-26 -Ql 2026 Budget Transfers Kyle Willis highlighted the major budget transfers included in the bill. Committee Chair Niezgodski stated that Committee Members have been given a spreadsheet listing the transfers and the rationale for each transfer. Seeing no questions from the Committee, Committee Chair Niezgodski held the public hearing, and nobody spoke. Committee Member Rachel Tomas Morgan moved to send Bill No. 09-26 to the Committee of the Whole with a favorable recommendation, which was seconded by Committee Member Gooden-Rodgers and carried by a vote of five (5) ayes. White -Aye Committee Member Ophelia Gooden-Rodgers -Aye Committee Member Rachel Tomas-Morgan -Aye Citizen Member Caz Margenau -Aye Bill No. 10-26 -Ql 2026 Additional Appropriations (Substitute) Committee Chair Niezgodski entertained a motion to accept Substitute Bill No. 10-26. Committee Vice Chair Karen L. White moved to accept _the substitute bill, which was seconded by Committee Member Tomas Morgan and carried via a vote by voice. Kyle Willis presented the bill. He highlighted key appropriations, including funds for additional road salt and improvements to Kennedy Park. Committee Vice Chair White asked for more information about the appropriation of twenty-one- thousand dollars ($21 ,000) for the three-one-one (311) call center. Kyle Willis said three-one-one (311) is appropriating three-thousand dollars ($3 ,000) for mailing expenses and eighteen-thousand dollars ($18,000) for the Commuter's Trust Program. He said these appropriations are supported by outside revenues. Councilmember Troy Warner asked about the appropriations for the Century Center. Kyle Willis said the Century Center's operations have been transferred over to Visit South Bend. He said the City covered some of this year's operational expenses up front, and these expenses will be reimbursed. Councilmember Warner asked which other appropriations will be reimbursed from outside sources. Committee Member Tomas Morgan asked for more information about the contract with Downtown South Bend. Kyle Willis said this is to support the Visitor Experience division within Venues, Parks, and Arts. He said he can follow up with more details about the services Downtown South Bend will be providing. Committee Chair Niezgodski asked ifhe could provide this information by the 7:00 P.M. meeting. Kyle Willis confirmed he would. Committee Chair Niezgodski held the public hearing, and nobody spoke.
