Dr. Martin Luther King Jr. Blvd. I South Bend , Indiana 46601 Ip. 574.235.92211 f. 574.235.9173 1 www.southbendin.gov CITY OF SOUTH BEND I OFFICE OF THE CITY CLERK Bill No. 25-44 -Resolution Calling for Relief from the Devastating Impact of Senate Enrolled Act 1 on the City of South Bend and Other Local Governmental Entities Within the State of Indiana Committee Chair Niezgodski entertained a motion to table Bill No. 25-44 indefinitely per the request of the bill's authors. Committee Member Rachel Tomas Morgan moved to table Bill No. 25-44 indefinitely, which was seconded by Committee Member Ophelia Gooden-Rodgers and carried by a vote of four (4) ayes. Committee Chair Sheila Niezgodski -Aye Committee Vice Chair Karen L. White -Aye Committee Member Ophelia Gooden-Rodgers -Aye Committee Member Rachel Tomas-Morgan -Aye Bill No. 26-01 -Resolution Adopting an Investment Policy for the City of South Bend for Calendar Year 2026 Kyle Willis, City Controller, with offices on the second (2nd) floor of City Hall, South Bend, IN 46601 , presented the bill. He said the bill is a continuation of the policy approved last year. Seeing no questions from the Committee, Committee Chair Niezgodski held the public hearing, and nobody spoke. Committee Vice Chair Karen L. White moved to send Bill No. 26-01 to the Full Council with a favorable recommendation, which was seconded by Committee Member Gooden-Rodgers and carried by a vote of four ( 4) ayes. Committee Chair Sheila Niezgodski -Aye Committee Vice Chair Karen L. White -Aye Committee Member Ophelia Gooden-Rodgers -Aye Committee Member Rachel Tomas-Morgan -Aye Bill No. 26-02 -Resolution Authorizing the City Controller as Signatory for the State Revolving Loan Program Kyle Willis presented the bill. He said this is an administrative action that is needed to make him an authorized signer on disbursement requests for the City of South Bend. He said this is a necessary action that has been held up for two (2) years. Committee Member Gooden-Rodgers asked why it has taken so long. Kyle Willis said there was a misunderstanding regarding who needed to be an authorized signer. He said the authorized signer on file is Eric Horvath. Committee Member Tomas Morgan asked if Kyle Willis will be the City's signatory going forward. Kyle Willis confirmed that is correct. Committee Member Tomas Morgan asked if this was an oversight during the transition from the previous City Controller. Councilmember Bolden-Simpson asked if Council would have to do this again in the future. Kyle Willis confirmed this is a one (1)-time action. Committee Chair Niezgodski held the public hearing, and nobody spoke. Committee Member Gooden-Rodgers moved to send Bill No. 26-02 to the Full Council with a favorable recommendation, which was seconded by Committee Vice Chair White and carried by a vote of four ( 4) ayes.
