Purpose/Description The Department of Public Works and Division of Engineering have reviewed
plans for the subject St. Joseph County project. Work includes extension of a
sanitary sewer under the Rogers-Clark Ditch to support growth and industrial
sewer connections at the Indiana Enterprise Center in New Carlisle, Indiana.

SUBJECT: Title Sheet for St. Joseph County Sanitary Sewer Extension
Frontage Road over Rogers-Clark Ditch and Gordon Road over
Niespodziany Ditch

The Department of Public Works and Division of Engineering requests the Board of Public Works
approval and execution of a Title Sheet for a St. Joseph County sanitary sewer extension project.
The Frontage Road over Rogers-Clark Ditch & Gordon Road over Niespodziany Ditch projects
include a sanitary sewer extension that will traverse underneath the Rogers Clark Ditch.
This sanitary sewer extension work is part of St. Joseph County’s Indiana Enterprise Center
construction work south of State Road 2 at the Frontage Road adjacent to the Amazon Web
Services site. The portion of sanitary sewer construction within this phase of the work will provide
future access to sanitary sewer for industries along the south side of State Road 2, Bendix Woods,
and potentially future customers north of State Road 2.
The infrastructure works will be paid for by St. Joseph County. The gravity sanitary sewer
constructed in this project will eventually be dedicated to the City of South Bend for operation and
maintenance in conjunction with the existing Memorandum of Understanding that was executed
between the City of South Bend Board of Public Works and St. Joseph County Board of
Commissioners at the beginning of the Indiana Enterprise Center infrastructure build-out.
Board of Public Works “wet signatures” are requested on the Title Sheet (enclosure).
The Title Sheet will be returned to St. Joseph County’s engineering consultant Lawson-Fisher
Associates and assembled in the Bid Documents that are slated for letting in July 2026.
