Riverfront West Urban Neighborhood Infrastructure Improvements
DATE: June 23, 2026
On September 18, 2025, the Board of Public Works entered into an agreement with C&E
Excavating, Inc. to perform necessary infrastructure improvements to the Riverfront West Urban
Neighborhood area.
On April 14, 2026, and April 28, 2026, the Board of Public Works approved Change Orders 1 and
2, respectively.
The City is now requesting that the Board of Public Works approve the following requested
changes to the contract:
1. $8,500 in quantity adjustments for additional tree removals.
2. $109,585 in unforeseen conditions including installation of conduit for NIPSCO, AT&T
Duct Bank Removal, AT&T Handhole Removal, and Disconnecting Existing Parking Lot
Lighting.
3. $135,900 related to contract omissions for fiber and gas conduit removal.
4. $172,684 related to owner requested changes for changes in the specifications for the
conduit and handholes being installed for Choice Light.
The total percent change is 15.87%, of which 10.56% is attributable to unforeseen conditions.
