HomeMy WebLinkAbout08-29-83 Council Meeting MinutesREGULAR MEETING AUGUST 29, 1983 ,5-Is- Be it remembered that the Common Council of the City of South Bend met in the Council portion in the Committee of the Whole, in the Council Chambers of the County -City Building on Monday, August 29, 1983 at 4:00 p.m. The meeting was called to order and the Pledge to the Flag was given. ROLL CALL Present: Council Members Serge, Szymkowiak McGann, Taylor, Zielinski, Crone, Harris, Voorde and Beck BILL NO. 88-x83 BILL NO. 89 -83 Absent: None A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1984, AND ENDING DECEMBER 31, 1984, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSES FOR THE FISCAL YEAR ENDING DECEMBER 31, 1984. BILL NO. 90 -83 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1984 AND ENDING DECEMBER 31, 1984. INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. Council Member Harris indicated that at the request of the City administration Bill No. 88 -83 should be amended as on file with the City Clerk. He made a motion to accept the amendment, seconded by Council Member Serge. Council Member Harris asked Joseph Kernan, City Controller, if he was in agreement with the amendment. Mr. Kernan indicated the amendment to the budget on pages 22 and 23 was completely up to the discretion of the Council. He indicated it does not increase the line item within the Police Department budget, therefore, the Council has the ability to do that. Council Member Harris read the amendment: Account 110, 9 Crossing Guard I @ 4,286; account 110, 28 Crossing Guard II at 4,565; account 110, 5 Crossing Guard III at $5,389; account 110, 1 Crossing Guard 3/4 at $3,215. The motion carried. Council Member Beck made a motion to recommend Bill No. 88 -83 to the Council favorable, as amended, seconded by Council Member Harris. The motion carried. Council Member Beck made a motion to recommend Bill No. 89 -83 to the Council favorable, seconded by Council Member Harris. The motion carried. Council Member Beck made a motion to recommend Bill No. 90 -83, to the Council favorable, as amended, seconded by Council Member Serge. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Serge made a motion to rise and report to the Council, seconded by Council Member Crone. The motion carried. BILL, SECOND READING ORDINANCE NO. 7239 -83 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1984, AND ENDING DECEMBER 31, 1984, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. This bill had second reading. Council Member Serge made a motion to amend the bill, as amended in the Committee of the Whole, seconded by Council Member Zielinski. The motion carried. Council Member Serge made a motion to pass the bill, as amended, seconded by Council Member Harris. The bill passed by a roll call vote of seven ayes and two nays (Council Members Crone and Voorde.) ORDINANCE NO. 7240 -83 AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSES FOR THE FISCAL YEAR ENDING DECEMBER 31, 1984. This bill had second reading. Council Member Serge made a motion to pass this bill, seconded by Council Member Zielinski. The bill passed by a roll call vote of nine ayes. Council Member Serge made a motion to pass the bill, as amended, seconded by Council Member Zielinski. The bill passed by a roll call vote of seven ayes and two nayes (Council Member Crone and Voorde.) There being no further business to come before the Council, unfinished or new, Council Member Zielinski made a motion to adjourn, seconded by Council Member Crone.
