a. CERTIFICATE OF APPROPRIATENESS

The staff report was presented by:
Ross Van Overberghe, Historic Preservation Administrator
Staff Recommendation: The relocation of the rear door is a minimal change.
The proposed modifications to the rear and the reconstruction of the porch
will not significantly impact the historic integrity of the house or property.
Based on the information provided prior to this public hearing, Staff make a
FAVORABLE RECOMMENDATION.
The applicant was represented by:
Lara and Kurtt Matthys, 836 Forest Ave, appeared in person to speak
The public was represented by:
There was no one from the public to speak in regards to this application.
After due consideration the following action was taken:
Upon a motion by Andrew Fowler, seconded by Michael Skaggs, and
carried by vote of 5-0, the Historic Preservation Commission APPROVES
Certificate of Appropriateness Application #2026-0501B.

The staff report was presented by:
Ross Van Overberghe, Historic Preservation Administrator
Staff Recommendation: The new kitchen exhaust hood will be easily seen
from the main street and the front of the building. The new vents should
match the color of the existing brick wall and hidden with natural
screening to reduce it’s impact on the view from the street. Staff advises that
the brick wall should not be painted. Based on all the information available
prior to this public hearing, Staff make a FAVORABLE
RECOMMENDATION.

There was no one from the public to speak in regards to this application.
After due consideration the following action was taken:
Upon a motion by Ryan Palczynski, seconded by Karem Joseph, and
unanimously carried by vote of 5-0, the Historic Preservation Commission
APPROVES Certificate of Appropriateness Application #2026-0502.
Commissioners are required to state their reasons for denial. Roll was

Staff Recommendation: The changes proposed will fit the style and design of
the structure and will not impact the integrity of the house. Based on the
information provided prior to this public hearing, Staff makes a FAVORABLE
RECOMMENDATION.
The applicant was represented by:
Karen, Peacock Construction, 1147 Mishawaka Ave, appeared virtually to

After due consideration the following action was taken:
Upon a motion by Michael Skaggs, seconded by Andrew Fowler, and
unanimously carried by vote of 5-0, the Historic Preservation Commission
APPROVES Certificate of Appropriateness Application #2026-0504.

Upon a motion by Michael Skaggs, seconded by Andrew Fowler, and carried
by vote, the minutes from the April 20,2026 Historic Preservation Commission
are approved.

VII. ANNOUNCEMENTS AND MISCELLANEOUS MATTERS
a. Potential National Register Nominations-
Ross is hoping to work with Kurt Garner to come up with National Register Nominations.
Possibilities are Studebaker Place, Coquillard Woods, E Jefferson Blvd, Northshore
Triangle and Crumstown School
