HomeMy WebLinkAbout09-20-82 Council Special Meeting MinutesSPECIAL MEETING SEPTEMBER 20, 1982 Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of the County -City Building on Monday, September 20, 1982, at 7:30 a.m. The meeting was called to order and the Pledge to the Flag was given. ROLL CALL Present: Council Members Serge, Szymkowiak Beck, Taylor, Zielinski, Crone, Harris, Voorde and McGann Absent: None CALL FOR A SPECIAL MEETING OF THE SOUTH BEND COMMON COUNCIL SEPTEMBER 17,1982 TO: JOSEPH T. SERGE, WALTER M. SZYMKOWIAK, BEVERLIE BECK, LEWIS MCGANN, ROBERT G. TAYLOR, BEVERLY D. CRONE, JOHN VOORDE, RAYMOND C. ZIELINSKI AND JOHN J. HARRIS, JR. This is to notify you that I herewith call a special meeting of the South Bend Common Council to be held in the Council Chambers, 4th Floor, County -City Building, at 7:30 a.m., on Monday, September 20, 1982. The purpose of the meeting is as follows: A. Second Reading and public hearing on Bill No. 106 -82 entitled "An Ordinance to Recind Ordinance Number 7098 -82 and to Appropriate $500,000 From The- -1982 Community Block Grant Fund to Supplement the Economic Development Capital Fund to.be.. Administered by the City of South Bend, Indiana, Through Its Division of Community Development." B. Action by Council on Bill No. 106 -82 C. Adjournment /s/ Roger 0. Parent Roger 0. Gammon Irene Gammon, City Clerk On September 17, 1982, I received the attached Call for a Special Meeting of the South Bend Common Council to be held at7:30 a.m., Monday, September 20, 1982. I served this Call by reading it-to each Member o.f -the Common Council on Septembet-'17;­ 1982. /s/ Raymond C. Zielinski Beverlie J. Beck /s/ Joseph T. Serge /s/ Lewis A. McGann /s/ Walter M. Harris, Jr. /s/ John Voorde or by leaving a Certified copy thereof at the last and usual place f residence of such members as I was unable to find, as follows: /s/ Steve L. Fishburn #519 Member of the South Bend Police Department Council Member Beck made a motion to resolve into the Committee of the Whole, seconded by Council Member Serge. The motion carried. COMMITTEE OF THE WHOLE Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on Monday, September 20, 1982, at 7:34 a.m., with nine members present. Chairman Voorde presiding. BILL NO. 106 -82 A BILL to Recind Ordinance Number 7098 -82 and to Appropriate $500,000 From The 1982 Community Block Grant Fund to Supplement the Economic Development Capital Fund to be Administered by the City of South Bend, Indiana, Through Its Division of Community Development." Now is the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Mayor Parent made the presentation for the bill. He indicated he preferred the original bill filed with the Clerk. He indicated the attorneys for the South Bend Local Development Corporation have accepted this bile. He indicated he would not want an ordinance restricted to the Robertson's ,_ S, 3 SEPTEMBER 20, 1982 name. Council Member Crone made a motion to amend this bill by substitution, seconded by Council Member McGann. Council Member Taylor indicated that if the Council accepted this amendment we will.be scaring out potential investors in the downtown area '.-Council Member Crone,asked the Mayor if he would accept her amendment. Mayor Parent indicated he would sign any bill, but preferred it not be. amended. "John Olmstead, a Robertson's employee, asked that the designation of Robertson's be added for at.least a period of 'thirty days, until they could get their financing. The motion failed on a roll call vote of four ayes and five nays (Council Members Serge, Beck, Taylor, Zielinski and Harris.) Larry Moeller, a Robertson's employee, indicated they could only get the financing if the word "Robertson's" was included in the bill. Harold Huett, president of USCW, Local 37, indicated they would like to see something in the bill that the present Robertson's employees would be retained, however, they recommend that the Council pass this bill, because the alternative would be closing the store. Janet Allen, 125 W. Marion, indicated she would like to see the name Robertson's be specified. Phil Crone, 301 Donmoyer, spoke against this bill. Jane Swan, 1706 S. Walnut, indicated that if this bill is passed $500,000 will be given to the Local Development Corporation, but it could be used for any proposed project downtown. She indicated it should specify Robertson's. Mayor Parent indicated that the more we specify, the more difficult it gets for the corporation to operate. Council Member Beck made a motion to recommend this bill to the Council favorable, seconded by Council Member Taylor. The motion passed on a roll call vote of five ayes and four nays (Council Members Szymkowiak, Crone, Voorde and McGann.) There being no further business to come before the Committee of the Whole, Council Member Taylor made a motion to rise and report to the Council, seconded by Council Member Beck. The motion carried. REGULAR MEETING RECONVENED Be it remembered that the Common Council of the City of South Bend reconvened in the Council Chambers on the fourth fllor of the County -City Building at 8:25 a.m. Council President McGann presiding andnine members present. BILLS, SECOND READING ORDINANCE NO. 7101 -82 An Ordinance to Recind Ordinance Number 7098 -82 and to Appropriate $500,000 From The 1982 Community Block Grant Fund to Supplement the Economic Development'Capital'Fund to be Administered by the City of South Bend, Indiana, Through Its Division of Community Development." This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded by Council Member Beck. The bill passed by a roll call vote of five ayes and four nays (Council Members Szymkowiak, Crone, Voorde and McGann.) There being no further business to come before the Council, Council Member Taylor made a motion to adjourn, seconded by Council Member Beck.
