CALL FOR A SPECIAL MEETING OF THE SOUTH BEND COMMON COUNCIL
SEPTEMBER 15, 1982

This is to notify you that I herewith call special meeting of the South Bend
Common Council to be held in Council Chambers, 4th Floor, County -City Building, at
4:30 p.m. on Friday, September 17, 1982. The purpose of this meeting s as follows:
A. Filing of Bill #106 -82 entitled "An Ordinance to Recind
� Ordinance Number
7098 -82 and to Appropriate $500,000 From The 1982 Community Block Grant Fund to
Supplement the Economic Development Capital Fund to be Administered by the City
of South Bend, Indiana, Through Its Division of Community Development."

South Bend Common Council to be held at 4:30 p.m., Friday, September 17, 1982. I
served this Call by reading it to each Member of the Common Council on.September 15,.

Be it remembered that the Common Council of the City of South Bend met a Special
Meeting in the Council Chambers of the County -City Building on Friday, at 4:30 p.m.
The meeting was called to order at 4:53 p.m., and the Pledge to the Flag was given.
ROLL CALL Present: Council Members Serge, Szymkowiak Beck, Taylor,
Zielinski, Crone, Harris, Voorde and McGann
Absent: None
Mayor Roger Parent indicated he had filed a bill that was slightly different from
the bill that accompanied the call, due to an error.
BILL NO. 106 -82
A BILL TO RESCIND ORDINANCE NUMBER 7098 -82 AND TO
APPROPRIATE $500,000 FROM THE 1982 COMMUNITY BLOCK GRANT
FUND TO SUPPLEMENT THE ECONOMIC DEVELOPMENT CAPITAL FUND TO
BE ADMINISTERED BY THE CITYOF SOUTH BEND, INDIANA, THROUGH
ITS DIVISION OF COMMUNITY DEVELOPMENT.
This bill had first reading.
Council Member Crone made a motion to substitute a new bill, seconded by Council
Member Voorde. Mayor Parent indicated the purpose of the meeting was to deal with
only what was on the call. He spoke against accepting the substitute bill. Council
Member Crone indicated she introduced the substitute bill at this time because she
was concerned about Robertson's and the Mayor's bill does not make reference to
Robertson's. The motion failed on a roll call vote of four ayes and five nays (Council
Members Serge, Beck, Taylor, Zielinski and Harris. Council Member Taylor made a
motion to suspend the rules and have second reading and public hearing on this bill,
seconded by Council Member Beck. The motion failed on a roll call vote of six ayes
and three nays (Council Members Crone, Voorde and McGann.)
Mayor Parent indicated he was calling a Special Meeting for Monday, September 20, at
7:30 a.m.

There being no further business, to come before-the Council, Council Me.mber.Crone.
made a motion to adjourn, seconded by Council Member Beck. The motion carried and
the meeting was adjourned at 5:05 p.m.
