Please refer to the attached Survey limits. 7.1 Geotechnical Investigation: Perform a geotechnical investigation see attachment for details. 8.1 Design Roadway and Civil: Complete 3 value engineering exercises, meet with the developer, attend virtual design workshop, update plans to reflect these changes. 10.1 Traffic Design: There is no additional Traffic Design scope needed for the 30% update. 17.5 Detention Hydraulic Design: Coordinate with the designers and perform 1 Hydraulic Model update when infiltration test data is available. b. For the Additional Services or the modifications to services set forth above, Owner shall pay Engineer the following additional or modified compensation: $98,300.00 c. Presented in thisproposal is an outline of our understanding of the proposed project, our proposed work plan, andproposed cost and schedule. Project Description The project involves the development of a approximately 16-acre parcel located north of 2903North Foundation Drive in South Bend, Indiana. The proposed project will consist of installation ofroadways, utilities and stormwater basins to support the future development of mixed commercialand industrial buildings. Soil boring and sampling frequency will follow the “City of South BendConstruction Standards and Specifications”dated June 26, 2018. Additionally, the planneddevelopment is located in an undeveloped parcel of land that his moderately wooded. Isolatedclearing may be required for access to boring locations. A summary of our scope of work is provided below. Additional details about the scope of workand limitations are presented in the attached appendix. Drilling Services A summary of our proposed drilling scope is provided in the table below: Number ofBorings Depth (feet) Location GroundwaterMonitoring Backfill Material 12 15 Pavement & Utilities During Drilling andImmediately After Auger Cuttings 2 5 Basin Area During Drilling andImmediately After Auger Cuttings Totals 14 190 • Split-spoon samples and Standard Penetration Tests values (commonly referred to as theblow-count or N-value) will be obtained in advance of the augers at 2.5 feet intervals to adepth of 10 feet, and 5 feet intervals thereafter per ASTM Method D-1586. • Shelby tube samples may be obtained in cohesive soil strata-of-interest. • The field drilling work should take one (1) to two (2) days to complete. • Any vegetation clearing (e.g., brush, wooded areas, etc.) or arranging access required forour drill-rig(s) to perform the borings (e.g., removing fences, moving equipment/materials)will be performed by others and coordinated by the Client prior to our field explorationteam arriving on site. Where the targeted infiltration horizon is shallower thanthe initial boring depth, supplemental offset borings will be advanced using blank drillingmethods to reach the required test elevation. In the event that borehole sidewalls becomeunstable or cave during drilling, a temporary casing or pipe will be installed to maintainborehole integrity and allow testing to proceed. •Infiltration testing will be performed within the open borehole or temporary casing toevaluate the in-situ infiltration characteristics of the subsurface soils at each test location.Percolation testing will include a pre-soak phase, during which water will be introducedinto the borehole for approximately two (2) hours to simulate saturated soil conditions.Upon completion of the pre-soak period, water addition will be halted, and the rate ofinfiltration will be measured by recording the drop in water level over time. The boreholewill then be refilled, and additional water-level decline measurements will be collectedto confirm test consistency and soil behavior.If authorized, this scope of work can becompleted as Optional Task No. 2, for which a separate cost estimate has been provided. •We assume that the percolation test locations will be accessible via truck with water tankor water spigot. •Infiltration testing cannot be completed during freezing temperatures or if the ground atthe infiltration test depth is frozen. •We anticipate being able to complete percolation tests at two (2)tests per day for a totalof approximately one (1)day of percolation testing. Laboratory Services After the fieldwork is completed, we will return the samples to Patriot's laboratory to perform theappropriate laboratory testing. The “clearing of utilities” outside of the public domainshall be the responsibility of the property owner or manager and coordinated with Patriot.No private utility locate will be performed by Patriot.However, if the Client would like usto hire a private utility locator to clear the underground lines at the boring locations, a costestimate for Patriot to hire a private utility locator is provided (Optional Task No. 3). •Patriot will visit the project site prior to drilling to observe and note ground cover, existingstructures, pavement, site access and topographic conditions. During this visit, we willlocate and mark boring locations. •Based on the results of the fieldwork and laboratory testing, we will prepare aGeotechnical Engineering Report. The report will present all field, soil boring logs andlaboratory test data. The report will also include recommendations to aid in the design ofthe proposed structure, as well as providing a discussion regarding potential constructiondifficulties due to soil and groundwater conditions. •We would expect to issue our engineering report within approximately two (2) weeksof completing the fieldwork. However, verbal results can be provided shortly after thefieldwork is completed. Utilities Patriot will be responsible for “clearing utilities” within the public domain prior to the start ofany subsurface exploration. The “clearing of utilities” outside of the public domain shall bethe responsibility of the property owner or manager and coordinated with Patriot. We stronglyrecommend that the Client hire a private utility locator to clear the boring locations of anyunderground lines. Alternatively,Patriot can employ the use of a private utility locator to “clear”the boring locations prior to drilling for an additional cost. In the event that private utility clearanceis not performed or declined or omitted, the Client expressly assumes all responsibility andliability for any underground utility lines that not identified, located, or marked by the 811 utilitynotification system. Backfill Materials If the boreholes will be backfilled with auger cuttings upon completion of the borings, it shouldbe noted that it is standard practice in drilling test borings to backfill with the auger cuttings.However, sometimes the backfill will settle after the borings have been completed, requiring areturn trip to backfill again. If this takes place, an additional fee will be charged for the returntrip. As an alternative, for an additional fee, the holes can be backfilled with bentonite or grout toreduce the potential settlement. Scope of Work Limitations In preparation of this proposal, we have assumed that the site is accessible to a track-mounteddrilling rig. Our drill rig and the field operations may damage landscaping areas. We assume anydamage to landscaping areas by our drilling operations will be repaired by the Client. If “clearing”or “grading” of the site is required (i.e. trees, brush, crops etc.), an additional charge will beassessed. Also, we assume that the Client will make arrangements regarding our field work suchas access to the drilling locations, etc. We assume that our field work will be performed duringnormal work hours (not weekend or night hours). If the borings reveal inconsistent and/or marginal soil conditions requiring additional borings,deeper borings, additional samples, or additional laboratory testing, the Client’s Project Managerwill be consulted immediately with regard to the possibility of modifying the proposed subsurfaceexploration program. Such a modification may be considered a change in scope of the ProposedWork Plan, thereby requiring a possible adjustment to the budget of this GeotechnicalEngineering Exploration. The subsurface exploration outlined in this proposal assumes that there are no hazardousmaterials in the soil or in the groundwater underlying the site. This exploration is not designedto detect or identify such materials. If it becomes apparent during the field exploration thathazardous materials are present, field operations will temporarily cease. The field explorationcould be resumed only after the appropriate health and safety issues are addressed and thescope of our exploration modified to address this change in condition.
