Be it remembered that the Common Council of the City of South Bend met in the Council
Chambers of the County -City Building on Monday, August 18, 1980, at 7:00 p.m. The
meeting was called to order and the Pledge to the Flag was given.
ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Beck, Kopczynski, Crone,
Dombrowski, Voorde and McGann
ABSENT: Council Member Taylor
REPORT FROM THE SUB - COMMITTEE ON MINUTES
To the Common Council of the City of South Bend:
Your sub- committee on the inspection and supervision of the minutes would respectfully
report that it has inspected the minutes of the August 11, 1980 meeting of the Council
and found them correct.
The sub - committee, therefore, recommends that the same be approved.

Council Member Serge made a motion that the minutes of the August 11, 1980, meeting of
the Council be accepted and placed on file, seconded by Council Member Dombrowski. The
motion carried.
Council Member Dombrowski made a motion to resolve into the Committee of the Whole, seconder
by Council Member Kopczynski. The motion carried.
COMMITTEE OF THE WHOLE
Be it remembered that the Common Council of the City of South Bend met in the Committee
of the Whole on Monday, August 18, 1980, at 7:02 p.m., with eight members present. Chair-
man Szymkowiak presiding.
BILL NO. 91 -80 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE
EXPENSE OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT
OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BE-
GINNING JANUARY 1, 1981, AND ENDING DECEMBER 31, 1981, INCLUDING
ALL OUTSTANDING CLAIMS AND OBLIGATIONS AND FIXING A TIME WHEN
THE SAME SHALL TAKE EFFECT.
This being the time heretofore set for public hearing on the above bill, proponents and
opponents were given an opportunity to be heard. Mr. Joseph - Kernan, City Controller,
made the presentation for the bill. He indicated that for the first time the City has
made an attempt to come up with a unified budget. He indicated that next year Revenue
Sharing will be used to fund all salary increases. He indicated that it was necessary
for the City to file an excess levy appeal with the State, and float a general obligation
bond. He indicated that the failure of the appeal, or the general obligation bond, will
result in a cut back in services. Council Member Crone made a motion to strike from Bill
No. 91 -80 the following budgets: Parking Garage, Solid Waste, Waste Water General, Waste
Water Depreciation Fund, Waste Water Sinking, Sewer General, Sewer Depreciation, Sewer
Sinking, and that these budgets be incorporated in a special bill to be filed for first
reading on September 15, seconded by Council Member Voorde. The motion carried. Council
Member Crone made a motion to have public hearing on Bill No. 92 -80, seconded by Council
Member Kopczynski. The motion carried.
BILL NO. 92 -80 A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE
PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSE FOR
THE FISCAL YEAR ENDING DECEMBER 31, 1981.
This being the time heretofore set for public hearing on the above bill, proponents and
opponnents were given an opportunity to be heard. Council Member Crone made a motion to
amend the budget as follows:

seconded by Council Kopczynski. The amendments passed by a roll call vote of eight ayes.
Maurice Cohen, 725 E. Eckman, questioned an item in the Water Works budget, and it was
explained to him that these bills have nothing to do with the utilities. Council Member
Kopczynski made a motion to continue both these bills to the Council portion of the
August 25, meeting of the Council, seconded by Council Member Dombrowski. The motion
carried.
There being no further business to come before the Committee of the Whole, Council Member
Dombrowski made a motion to rise and report to the Council, seconded by Council Member
Kopczynski. The motion carried.

Be it remembered that the regular meeting of the Common Council.of the City of South Bend
reconvened in the Council Chambers on the fourth floor of the County -City Building at
7:25 p.m. Council President McGann presiding and eight members present.
Council Member Dombrowski made a motion to continue Bill Nos. 91 and 92 to the Council
portion of the August 25, meeting of the Common Council, seconded by Council Member Crone.
the motion carried.
There being no further business to come before the Council, unfinished or new, Council
Member Kopczynski made a motion to adjourn, seconded by Council Member Dombrowski. The
motion carried and the meeting was adjourned at 7:28 p.m.
