Doctor M.L.K. Jr Blvd, South Bend, IN ~CB,~~t~i~:~~~~nd, IN I. CALL TO ORDER The meeting was called to order by Cheryl Ashe, Acting Chair, following confirmation of a quorum. II. ROLL CALL Members Present (Voting): • Cheryl Ashe • Sharon Ban icki • Luella Webster • Roxann Hughes • De Bryant Members Present (Non-Voting): • George Jones Staff /Officials Present: • Pastor Charles L. King 111, Director-Community Police Review Office • Attorney Robert Masters -CPRB Legal Counsel • Corporation Counsel Sandra Kennedy-City of South Bend • Veronica Pitt-Payne -Office of the City Clerk Ill. APPROVAL OF MINUTES (January 15, 2026) Member Banicki noted that her last name was misspelled. Motion by Member Webster to approve the minutes with corrections. Second: Member Hughes Result: Motion passed by voice vote. IV. APPROVAL OF THE AGENDA (March 19, 2026) Motion by Member Bryant to approve the agenda. Second: Member Hughes Result: Motion passed by voice vote. V. ELECTION OF OFFICERS Attorney Masters advised that the present members could either proceed with nominations or table the election until a future meeting. Motion by Member Banicki to table the election. Second: Member Hughes Roll Call Vote: YES, Table NO, Do not table Ashe Banicki Webster Hughes Bryant Result: Motion Passed (5-0). VI. CASE DISPOSITION Case No. CPRB2025-019 Pastor King read the case summary and stated that the officer was Exonerated by South Bend Police Department (SBPD) Internal Affa irs. Board Members discussed what they saw on the body-worn camera footage. Points of discussion included deescalation training and the issuance of verbal warnings. Roll Call Vote: Agree Disagree Ashe Banicki Webster Hughes Bryant Result: Agree With the Findings (5-0). Case No. CPRB2025-009 Pastor King read the case summary and stated that the officer was Exonerated by SBPD Internal Affairs. 2 Board Members discussed what they saw on the body-worn camera footage. Points of discussion included taser policy, deescalation training, and the definition of active resistance. Roll Call Vote: Agree Disagree Banicki Ashe Webster Hughes Bryant Result: No Consensus (1-4); Administratively Closed. VII. POLICY RECOMMENDATIONS Member Ashe recommended a training for members of the public regarding what to do when they are stopped by the police. She said the training should be ready by June 2026. VIII. PUBLIC COMMENT Julian Martinez, 626 Donmoyer Avenue, South Bend, IN 46614, read a statement regarding an ongo~g complaint. Attorney Masters advised Mr. Martinez that his allotted three (3) minutes for public comment had expired. Motion by Member Webster to suspend the three (3)-minute rule and allow Mr. Martinez to finish his comments. Second: Member Hughes Result: Motion passed by voice vote. Mr. Martinez finished his statement. Pastor King noted that he has received Mr. Martinez's complaint, and they have a meeting scheduled on Monday. IX. NEXT MEETING ANNOUNCEMENT Pastor King announced that the next meeting will be held on Thursday, May 21, 2026. 3 X. ADJOURNMENT Motion by Member Ashe to adjourn the meeting.
