(&4(6q-> AN ORDINANCE APPROPRIATING $26,433.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR AN INFORMATION BASE FOR COMMUNITY DEVELOPMENT PLANNING AND DECISION - MAKING TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DVISION OF COMMUNITY DEVELOPMENT. STATEMENT OF PURPOSE AND INTENT: The government of the City of South Bend, in partnership with the City's private sector and residents, is committed to the goal of improving the "quality of life" in the City, its neighborhoods, and for its residents. As part of this commitment to a comprehensive community development and improvement program, the City of South Bend through its Division of Community Development has applied for and received the approval of the United States Department of Housing and Urban Development to expend $3,805,000.00 in the execution of certain public works, park improvement, housing, and public service project activities. In order to provide for efficient and effective utilization of the CDBG funds, through planning, program development, and management, additional funds are required by the Division of Community Development. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $26,433.00 is hereby appropriated for the program year starting July 7, 1978 from the Community Development Block Grant Fund (Program Year 1978). Hunt Cande Marin William Hojnacki ATTACHMENT I Michiana Urban Observatory Project Proposal "An Information Based for Community Development Planning and Decision- Making for the City of South Bend" This proposal is for the Division of Public and Environmental Affairs at Indiana University at South Bend under the sponsorship of the Michiana Urban Observatory to undertake a research project for the City of South Bend, Indiana, to develop and implement a planning and evaluation study of the city's community development program. The title of this project is "An Information Base for Community Development Planning and Decision - Making." The Michiana Urban Observatory proposes to undertake this project for a total cost of $40,177 of which $13,744 would be absorbed by IUSB -DPEA. The Observatory is proposing a cost to the City of South Bend at $26,433.00. The Michiana Urban Observatory further proposes that the contract period for this proposal extends from 9 /30/78 through 6/30/79, with the following target dates for the completion of various project components: 9/30/78 Final Design 10/1/78- 12/31/78 Data gathering and analysis 2/1/79 Interim report on findings 3/1/79 Final report of findings 3/1/79- 12/6/78 For extended interpretations and follow- through with planning activities. The project will be administered by a Project Director, Dr. William H ojnacki, and two co- principal investigators, Dr. Frank X. Steggert and Dr. Richard Metzcus. All three persons are faculty members with IUSB -DPEA. In addition to these three primary participants an appropriate project advisory committee composed of three to five persons will be established. The project will substantively build upon data gathered in the two previous citizen attitude surveys done by the South Bend Urban Observatory for the City of South Bend. The primary approach to be employed will be to undertake a systematic random sample of residents in four distinct geographic areas of the city. The focus -2- of the study will be on the Community Development Program. One objective of the study will be to compare attitudes of residents who live in community development neighborhood strategy areas with those who live outside these areas. It is a major objective of this study to determine citizen attitudes on a wide range of governmental institutions, projects, and programs and residential perceptions of problems facing different neighbor- hoods. Each of the two primary residential categories will be further divided into two categories based on levels of physical deterioration. The primary units of analysis are: I. C. D. neighborhood strategy areas A. Highly deteriorating areas B. Remainder of area II. Non C. D. target areas A. Transitional areas B. Balance of city Inter -area comparisons and analyses, using appropriate proportions of resident attitudes will attempt to gather the following information: 1. In -depth income and housing data of all four areas. 2. Attitudes toward individual neighborhoods. 3. The ability and inclination of property owners to reinvest in their residential property. 4. Attitudes toward total government services and programs. 5. Attitudes toward neighborhood organizations. 6. Attitudes toward neighborhood level services. 7. Information deemed important by city decision - makers. 51 ! The analytical framework of this project will include multiple methods of data acquisition and analysis using appropriate combinations of the following approaches. 1. Organization and analysis of presently available community development data. 2. Geographical "mapping" on the basis of community development neighborhood strategy area criteria. 3. Data transfers to mapped areas. 4. Resident opinions and behavior drawn from the survey data. 5. The development of alternative community development strategy options. The final study design will be developed by the project investigators in con- sultation with the project advisory committee and city officials. The proposed project budget: Faculty Personnel W. P.
