HomeMy WebLinkAbout12-15-86 Council Special Meeting MinutesSPECIAL MEETING Be it remembered Council Chambers The meeting was ROLL CALL Q S_ DECEMBER 15, 1986 that the Common Council of the City of South Bend met in the 1 of the County -City Building on Monday, December 15, at 5:00 p.m. galled to order and the Pledge to the Flag was given. p Present: Council Members Serge, Braboy, Puzzello, Taylor, Zakrzewski, Barcome, Paszek, Voorde and Beck Absent: None Council Member Barcome made a motion to resolve into the Committee of the Whole, seconded by Council Member Voorde. The motion carried. COMMITTEE OF THE WHOLE Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on Monday, December 15, at 5:06 p.m., with nine members present. Chairman Puzzello presiding. BILL NO. 134 -86 A BILL AMENDING CHAPTER 17 OF THE SOUTH BEND MUNICIPAL CODE AND ESTABLISHING A SCHEDULE OF RATES, CHARGES AND SURCHARGES FOR SERVICES RENDERED BY THE SOUTH BEND WASTEWATER TREATMENT PLANT. Chairman Puzzello announced that public hearing in the public portion of this bill would continue after John Leszczynski. Director of Public Works, made a short presentation. John Leszczynski indicated that the Legal Department had determined since the substitute bill was not advertised it could not be heard. He asked for a clear direction from the Council as to the options available. The Council indicated they wanted the minimum rate to remain at $5.80. Irene Mutzl, 320 Parkovash, spoke in favor of keeping the minimum. T. Brooks Brademas, 425 N. Michigan, spoke against this raise in utility bills. Joseph Guentert, 3510 Corby, indicated the City is in trouble at the Waste Water Treatment Plant because of industrial users. Fred Mutzl, 320 Parkovash, asked how the City arrived at the minimum rate for water. He indicated the City should only charge for water usage. Council Member Zakrzewski made a motion to recommend this bill to the Council unfavorable, as amended, seconded by Council Member Barcome. The motion carried. There being no further business to Member Taylor made a motion to rise Member Braboy. The motion carried. ATTEST: City Clerk REGULAR MEETING RECONVENED come before the Committee of the Whole, Council and report to the Council, seconded by Council ATTEST: Be it remembered that the Common Council of the City of South Bend reconvened in the Council Chambers on the fourth floor of the County -City Building at 5:48 p.m. Council President Beck presiding and nine members present. BILLS, SECOND READING BILL NO. 134 -86 A BILL AMENDING CHAPTER 17 OF THE SOUTH BEND MUNICIPAL CODE AND ESTABLISHING A SCHEDULE OF RATES, CHARGES AND SURCHARGES FOR SERVICES RENDERED BY THE SOUTH BEND WASTEWATER TREATMENT PLANT. This bill had second reading. Council Member Voorde made a motion to accept the substitute bill on file with the City Clerk, seconded by Council Member Taylor. The motion carried. Council Member Taylor made a motion to defeat this bill, seconded by Council Member Barcome. The motion carried on a roll call vote of nine ayes. There being no further business to come before the Council, unfinished or new, Council Member Taylor made a motion to adjourn, seconded by Council Member Barcome.
