At the March 24th Board of Public Works meeting, the Board approved a Request to Advertise
for the new Madison Street Water Main, between Main Street and Dr. Martin Luther King, Jr.
Boulevard. The new 12-inch water main will serve both Phase I and Phase II of the Madison
Lifestyle District development, currently in the initial stages of construction.
When working through the site logistics required to construct this new water main, it became
apparent that this work should instead be a part of FA Wilhelm’s Construction Manager contract
with the City to build the new seven level parking garage which will serve the new multi-family
housing and hotel to be built during Phase I of the development.
The attached site diagram shows the logistical challenges presented by this water main project.
The water main installation will require open-cutting of Madison Street for the entire length, all
while construction personnel for the new parking garage will be trying to cross back and forth
between the construction area and the staging/laydown area.
Change-ordering this work into Wilhelm’s contract allows them to have control over all
personnel in the fenced area, greatly improving site safety. The City wants to avoid having two
general contractors try to occupy the same area.
Indiana Earth, the sitework contractor for the parking garage, would perform this work as a
subcontractor to Wilhelm. They have submitted a price of $575,176 which is below the $750,000
amount allocated for this work.
Also included in the Change Order will be a $525,000 Owner’s Contingency to address
unforeseen items uncovered during the demolition of the existing parking lot. This item was
overlooked during the execution of Amendment 1 for the early release work.

SECTION 01 10 00 SUMMARY
1.1 SUMMARY
A. This work shall be in accordance with all applicable sections of the City of South Bend Indiana

1.2 CONTRACT DESCRIPTION
A. Work of the Project consists of but is not limited to the replacement of an existing water main
including, installation of new water main including approximately 450 LF of 12-inch ductile
iron pipe through open cut installation; water service line, hydrant reconnection, associated
valves and fittings, and all associated site restoration.
1.3 WORK SEQUENCE
A. Contractor shall coordinate all work activities with Owner and other utility contractors. Work
shall be sequenced such that water and sanitary services are maintained. If service must be
interrupted, the Contractor shall coordinate with the Owner at least one week prior.
B. Sequencing of Construction Plan: Before start of construction, submit a construction plan
regarding phasing of demolition and new Work for acceptance by Owner. After acceptance of
plan, construction sequencing shall comply with accepted plan unless deviations are accepted
by Owner in writing.
C. There will be other construction projects on-going within the area. Contractor to coordinate
work sequence and any roadway closures with adjacent projects.
1.4 PERMITS
A. Contractor shall furnish all necessary local permits for construction of Work.
B. An IDEM Water Main Notice of Intent (NOI) is required to construct the proposed water main.
An application for NOI has been submitted to IDEM. It is the contractor's responsibility to
notify IDEM a minimum of ten (10) working days prior to the start of construction. Contractor
to email IDEM at dwnoi@idem.in.gov.

1.2 SCHEDULE OF VALUES
A. The Unit Prices submitted as the Bid and incorporated into the Agreement shall serve as the
Schedule of Values.
1.3 APPLICATION FOR PAYMENT
A. Submit Contractor's Application for Payment in format required by the Owner.
B. Content and Format: Use Schedule of Values for listing items in Application for Payment.
C. Submit updated construction schedule with each Application for Payment.
D. Payment Period: Submit at intervals stipulated in the Agreement.
E. Submit submittals with transmittal letter as specified in Section 013300 - Submittal Procedures.
F. Substantiating Data: When Engineer requires substantiating information, submit data justifying
dollar amounts in question. Include the following with Application for Payment:
1. Current construction photographs specified in Section 013300 - Submittal Procedures.
2. Partial release of liens from major Subcontractors and vendors.
3. Record Documents as specified in Section 017000 - Execution and Closeout
Requirements, for review by Owner, which will be returned to Contractor.
4. Affidavits attesting to off-Site stored products.
5. Construction Progress Schedule, revised and current as specified in Section 013300 -
Submittal Procedures.
1.4 CHANGE PROCEDURES
A. Submittals: Submit name of individual who is authorized to receive change documents and is
responsible for informing others in Contractor's employ or Subcontractors of changes to the
Work.

B. Carefully study and compare Contract Documents before proceeding with fabrication and
installation of Work. Promptly advise Engineer of any error, inconsistency, omission, or
apparent discrepancy.
C. Requests for Interpretation (RFI) and Clarifications: Allot time in construction scheduling for
liaison with Engineer; establish procedures for handling queries and clarifications.
1. Use CSI Form 13.2A - Request for Interpretation for requesting interpretations.
2. Engineer may respond with a direct answer on the Request for Interpretation form, CSI
Form 13.3A Clarification Notice or EJCDC C-942 - Field Order.
D. Engineer will advise of minor changes in the Work not involving adjustment to Contract
Sum/Price or Contract Time by issuing supplemental instructions on EJCDC C-942.
E. Engineer may issue Notice of Change including a detailed description of proposed change with
supplementary or revised Drawings and Specifications, a change in Contract Time for executing
the change with stipulation of overtime work required and with the period of time during which
the requested price will be considered valid. Contractor will prepare and submit estimate within
seven days.
F. Contractor may propose changes by submitting a request for change to Engineer, describing
proposed change and its full effect on the Work. Include a statement describing reason for the
change and the effect on Contract Sum/Price and Contract Time with full documentation and a
statement describing effect on the Work by separate or other Contractors.
G. Stipulated Sum/Price Change Order: Based on Proposal Request, CSI Form 13/6A or Notice of
Change and Contractor's fixed price quotation or Contractor's request for Change Order as
approved by Engineer.
H. Unit Price Change Order: For Contract unit prices and quantities, the Change Order will be
executed on a fixed unit price basis. For unit costs or quantities of units of that which are not
predetermined, execute Work under Work Directive Change. Changes in Contract Sum/Price or
Contract Time will be computed as specified for Time and Material Change Order.
I. Work Directive Change: Engineer may issue directive, on EJCDC C-940 - Work Change
Directive signed by Owner, instructing Contractor to proceed with change in the Work, for
subsequent inclusion in a Change Order. Document will describe changes in the Work and
designate method of determining any change in Contract Sum/Price or Contract Time. Promptly
execute change.
J. Maintain detailed records of Work done on time and material basis. Provide full information
required for evaluation of proposed changes and to substantiate costs for changes in the Work.
K. Document each quotation for change in Project Cost or Time with sufficient data to allow
evaluation of quotation.
L. Change Order Forms: EJCDC C-941 - Change Order.
M. Execution of Change Orders: Engineer will issue Change Orders for signatures of parties as
provided in Conditions of the Contract.

N. Correlation of Contractor Submittals:
1. Promptly revise Schedule of Values and Application for Payment forms to record each
authorized Change Order as separate line item and adjust Contract Sum/Price.
2. Promptly revise Progress Schedules to reflect change in Contract Time, revise sub
schedules to adjust times for other items of Work affected by the change, and resubmit.
3. Promptly enter changes in Record Documents.
1.5 DEFECT ASSESSMENT
A. Replace the Work, or portions of the Work, not conforming to specified requirements.
B. If, in the opinion of Engineer, it is not practical to remove and replace the Work, Engineer will
direct appropriate remedy or adjust payment.
C. The defective Work may remain, but unit sum/price will be adjusted to new sum/price at
discretion of Owner.
D. Defective Work will be partially repaired according to instructions of Engineer, and unit
sum/price will be adjusted to new sum/price at discretion of Owner.
E. Individual Specification Sections may modify these options or may identify specific formula or
percentage sum/price reduction.
F. Authority of Engineer and Owner to assess defects and identify payment adjustments is final.
G. Nonpayment for Rejected Products: Payment will not be made for rejected products for any of
the following reasons:
1. Products wasted or disposed of in a manner that is not acceptable.
2. Products determined as unacceptable before or after placement.
3. Products not completely unloaded from transporting vehicle.
4. Products placed beyond lines and levels of the required Work.
5. Products remaining on hand after completion of the Work.
6. Loading, hauling, and disposing of rejected products.
1.6 UNIT PRICES
A. Take measurements and compute quantities. Owner will verify measurements and quantities.
B. Unit Quantities: Quantities and measurements indicated on Bid Form are for Contract purposes
only. Actual quantities provided shall determine payment.
1. When actual Work requires more or fewer quantities than those quantities indicated,
provide required quantities at contracted unit sum/prices.
2. When actual Work requires 25 percent or greater change in quantity than those quantities
indicated, Owner or Contractor may claim a Contract Price adjustment.

C. Payment Includes: Full compensation for required labor, products, tools, equipment, plant and
facilities, transportation, services and incidentals; erection, application, or installation of item of
the Work; overhead and profit.
D. Final payment for Work governed by unit prices will be made on basis of actual measurements
and quantities accepted by Architect/Engineer multiplied by unit sum/price for Work
incorporated in or made necessary by the Work.
E. Unit Price Schedule:
1. Item 1: Mobilization and Demobilization
a. Description: This item covers the mobilization and demobilization of construction
equipment and personnel. Mobilization and demobilization shall include, but not
necessarily be limited to: site mobilization and demobilization, construction
engineering, obtaining all required permits, bonds, and insurance; installing and
removing temporary construction utilities, providing on-site sanitary facilities and
potable water facilities, street cleaning; snow removal; dust and mud control; and
all other incidentals not directly engaged in construction of the Project but which
are necessary to support the Work.
b. Basis of Payment: Lump Sum (LS)
c. Payment Details: For the purpose of payment, the pay quantity for the mobilization
portion of the Work will be limited to seventy-five percent (75%) of the total
contract bid amount for this Work item, which will be included in the first partial
payment estimate. The balance of the bid price shall be considered as
demobilization and will be paid for when all work is completed on the job and
final clean-up is completed. No additional payment will be made for
demobilization and remobilization, initiated by the Contractor, due to shutdowns,
suspensions of the Work, or for other mobilization activities.
2. Item 2: Maintenance of Traffic
a. Description: This work shall consist of all labor, equipment, and materials
necessary for maintenance of traffic on the project site including but not limited to
detour route markers, construction signs, and barricades. Unless otherwise noted in
the plans, all roads shall be kept open to traffic while undergoing improvements.
The portion of the project being used by public traffic shall be kept in such
condition that such traffic will be accommodated adequately. Temporary
approaches to businesses, parking lots, residences, and crossings and intersections
with roads and streets shall be provided in a safe condition

3. Item 3: Erosion and Sediment Control
a. Description: This work shall consist of all labor, equipment, and materials
necessary for erosion and sediment control on the project site including but not
limited to inlet protection, silt fence, placing geotextile fabric, and maintenance of
erosion control measures.
b. Basis of Payment: Lump Sum (LS)
4. Item 4: 8-inch x 8-inch Tapping Sleeve and Valve
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the installation of the tapping sleeve and valve and valve

box including excavation, hauling and disposal, bedding, backfill, valve, valve

5. Item 5: 8-inch Ductile Iron Water Main, Restrained Joint
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the installation of the water main including excavation,
hauling and disposal, bedding, backfill, granular backfill, piping, fittings (joint
restraint required), caps, joint restraint, thrust blocks, dewatering, connections to
existing water main, locator wire, polywrap, testing, chlorination tap and
abandonment, disinfection, dechlorination, and all other appurtenances required.
b. Basis of Payment: The acceptable quantities of pipe will be measured on a per
linear foot (LF) basis, complete in place.
6. Item 6: 12-inch Ductile Iron Water Main
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the installation of the water main including excavation,
hauling and disposal, bedding, backfill, granular backfill, piping, fittings, caps,
joint, thrust blocks, dewatering, connections to existing water main, locator wire,
polywrap, testing, chlorination tap and abandonment, disinfection, dechlorination,
and all other appurtenances required.
b. Basis of Payment: The acceptable quantities of pipe will be measured on a per
linear foot (LF) basis for the pipe of the type and size specified, complete in place.
7. Item 7: 12-inch Ductile Iron Water Main, Restrained Joint
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the installation of the water main including excavation,
hauling and disposal, bedding, backfill, granular backfill, piping, fittings (joint
restraint required), caps, joint restraint, thrust blocks, dewatering, connections to
existing water main, locator wire, polywrap, testing, chlorination tap and
abandonment, disinfection, dechlorination, and all other appurtenances required.
b. Basis of Payment: The acceptable quantities of pipe will be measured on a per
linear foot (LF) basis, complete in place.
8. Item 8: 20-inch x 12-inch Tapping Sleeve and Valve
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the installation of the tapping sleeve and valve and valve
box including excavation, hauling and disposal, bedding, backfill, valve, valve
box, joint restraint, valve key extensions (if required), connection to the existing
water main, shut down of the existing water main (if required), and thrust block.
b. Basis of Payment: Per each (EA), complete in place.
9. Item 9: 2-inch Curb Stop
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the installation of the curb stop and service shut-off box,
including piping, fittings, couplings, locator wire, testing, and all other
appurtenances required.

10. Item 10: 6-inch Gate Valve and Valve Box

11. Item 11: 6-inch Pipe Abandon
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the abandonment of the existing water main and all other
appurtenances required.
b. Basis of Payment: The acceptable quantities of pipe will be measured on a per
linear foot (LF) basis.
12. Item 12: Valve Box, Removal
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the removal of a valve box on the abandoned water main
including necessary excavation, backfill, and restoration.
b. Basis of Payment: Per each (EA), complete in place.
13. Item 13: 6-inch Line Stop
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the installation of the line-stop valve to provide temporary
closure of the existing main, sleeve, necessary fittings, cap, temporary joint
restraint, necessary excavation, backfill, concrete thrust collars, excavation to
locate and expose the main, protection of existing utilities, disinfection, and
restoration.
b. Basis of Payment: Per each (EA), complete in place.
14. Item 14: 6-inch Ductile Iron Water Main, Restrained Joint
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the installation of the water main including excavation,
bedding, backfill, granular backfill, piping, fittings, joint restraint, connections to
existing water main, polywrap, testing, chlorination tap and abandonment,
disinfection, dechlorination, and all other appurtenances required

15. Item 15: 2-inch Service Line

reconnection to the existing water service, locator wire, testing, disinfection,
dichlorination, and all other appurtenances required.
b. Basis of Payment: The acceptable quantities of water service will be measured on a
per linear foot (LF) basis, complete in place.
16. Item 16: Asphalt Pavement Removal
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete the removal of existing pavement to facilitate installation of
the water main including saw cutting, pavement edge protection, milling, asphalt

removal, disposal of existing pavement, and surface preparation for asphalt
replacement.
b. Basis of Payment: The acceptable quantities of asphalt pavement removal will be
measured on cubic yard (CYS) basis, complete in place.
17. Item 17: Curb Replacement
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete curb replacement including saw cutting existing pavement
and curb, excavation behind and beneath the curb, disposal of existing curb,
subgrade preparation, installing curb forms, concrete, expansion joints, dowels,
curing compound, and backfill.
b. Basis of Payment: The acceptable quantities of curb replacement will be measured
on a lineal foot (LF) basis, complete in place.
18. Item 18: HMA Asphalt, Surface
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete HMA asphalt surface including asphalt, surface cleaning
and preparation, placement, spreading, compaction, joints, and all appurtenances.
b. Basis of Payment: The acceptable quantities of HMA asphalt surface will be
measured on a ton basis, complete in place.
19. Item 19
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete HMA asphalt intermediate including asphalt, surface
cleaning and preparation, placement, spreading, compaction, joints, and all
appurtenances.
b. Basis of Payment: The acceptable quantities of HMA asphalt intermediate will be
measured on a ton basis, complete in place.
20. Item 20: HMA Asphalt, Base
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete HMA asphalt base including asphalt, surface cleaning and
preparation, placement, spreading, compaction, joints, and all appurtenances.
b. Basis of Payment: The acceptable quantities of HMA asphalt base will be
measured on a ton basis, complete in place.
21. Item 21: HMA Asphalt for Tack Coat
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete HMA asphalt tack coat including heating, application, s
surface cleaning and preparation, placement, spreading, and all appurtenances.
b. Basis of Payment: The acceptable quantities of HMA asphalt tack coat will be
measured on square yard (SY) basis, complete in place.
22. Item 22: Aggregate Base, No. 53
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete installation of aggregate base, no. 53 including aggregate,
preparation of subgrade, compaction, placing aggregate in uniform lifts, and all
appurtenances.
b. Basis of Payment: The acceptable quantities of aggregate base, no. 53 will be
measured on a ton basis, complete in place.

23. Item 23: Pavement Striping, Thermoplastic, 6-inch Solid White, Crosswalk
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete installation of pavement striping including cleaning and
preparation of pavement surface, applying primer (if required), heating
thermoplastic, installing markings, forming edges and transitions, protecting
markings until set, and all appurtenances.
b. Basis of Payment: The acceptable quantities of pavement striping will be measured
on a lineal foot (LF) basis, complete in place.
24. Item 24: Pavement Striping, Thermoplastic, 24-inch Solid White, Stop Bar
a. Description: This work shall consist of all labor, equipment, and materials
necessary to complete installation of pavement striping including cleaning and
preparation of pavement surface, applying primer (if required), heating
thermoplastic, installing markings, forming edges and transitions, protecting
markings until set, and all appurtenances.
b. Basis of Payment: The acceptable quantities of pavement striping will be measured

markings until set, and all appurtenances.

complying with these conditions and for incorporating addenda and modifications.
3. User is responsible for removing information not normally provided on Shop Drawings
and removing references to Contract Documents. Shop Drawings submitted with
information associated with other trades or with references to Contract Documents will
not be reviewed and will be immediately returned.
4. Receiver shall not hold Engineer responsible for data or file clean-up required to make
files usable, nor for error or malfunction in translation, interpretation, or use of this
electronic information.
5. Receiver shall understand that even though Engineer has computer virus scanning
software to detect presence of computer viruses, there is no guarantee that computer

1.1 SCOPE OF WORK
A. The work of this Section includes, but is not limited to, Preconstruction Audio-Video
Documentation consisting of high definition color video recording, with audio description,
of surface features along the entire line of the project and including all work, easement,
and storage areas and all access roadways, and, prior to audio-video recording, visual
investigation of all areas to be inventoried with notations made to items not readily visible
by recording methods including, but not limited to, size, type and condition of driveway
culverts, headwalls, etc. Audio-video recording shall be performed by an independent
company or individual having at least three (3) years of experience in similar type work
and shall be done prior to commencement of the construction or delivery of any equipment,
materials, or supplies to the site of Work.
B. The purpose of the high definition color audio-video recording of the project is to provide
the necessary information for restoration of surface features after completion of the project.
This recording shall cover the project area in its entirety to assist in returning those areas
affected by construction to their original condition with as little controversy as possible.
Video recording shall be performed no more than 12 months prior to construction in the
area, and any areas recorded more than 12 months prior to the construction shall be redone
at no additional cost to Owner.
1.2 QUALIFICATIONS
A. Color audio-video recording must be compiled by a professional videographer with at least
three years verifiable experience in color audio-video recording of similar type projects for
municipal agencies. The names of the company, individual videographer(s) and additional
requested information must be submitted to Owner or Engineer for approval by Owner
prior to engaging the company or photographer proposed to perform the pre-construction
video recording.
1.3 OWNERSHIP OF RECORDINGS
A. All recordings produced will become the permanent property of Owner. The Contractor
shall deliver copies of all video recordings to Owner or Engineer for review by Owner at
least 30 days prior to the start of any construction.
B. Any portion of the recorded coverage deemed unacceptable by Owner must be re-recorded
by Contractor at no additional cost to Owner.
PART 2 - PRODUCTS

3.1 COVERAGE OF RECORDING
A. The area to be recorded shall include, but not be limited to, all existing driveways,
sidewalks, curbs, ditches, streets, landscaping, trees, culverts, catch basins, headwalls,
retaining walls, fences, visible utilities, and all buildings located within the zone of
influence of construction. Of particular concern are any existing faults, fractures, defects,
or other imperfections exhibited by the above mentioned surface features. Audio
description shall be made simultaneously with and support the video coverage.
1. Streets: All streets adjacent to excavation sites shall be recorded for the full width
of the public right-of-way and for a length equal to 500 feet in each direction of
the anticipated excavation.
2. Easement Areas: Easement areas shall be recorded for the full width of the
perpetual and temporary easements and all other adjacent areas lying within 30
feet of the easement. The size and locations of all easements are shown on the
Contract Drawings.
3. Building Exteriors: Contractor shall furnish audio and color video of all exterior
surfaces of buildings specifically identified by Owner to receive such coverage.
At a minimum, any structure or building shall be recorded if adjacent to sewer
installation or is expected to receive service as part of the project. Buildings so
identified may include houses, apartments, factories, warehouses, retail stores and
other structures. Exterior building coverage shall include, but not be limited to,
walls, visible foundations, chimney, porches, and trim.
4. Lots: Contractor shall also furnish audio and color video of portions of lots to
receive sanitary sewer service visible from the right-of-way.
3.2 LOCATION INFORMATION
A. All video shall properly identify location, date and project name in a manner acceptable to
Owner or Engineer.
B. A record of the contents of each video shall be supplied identifying each video by location,
date, and water stationing.
C. A brief report and inventory of all videos completed, referenced by location and video
number, shall be furnished to Owner or Engineer upon completion of the work and delivery
of the videos.
D. All video recordings shall begin with the date and time of recording, the project name, the
sheet numbers or engineering stationing as shown on the Contract Drawings, the name of
the street, easement or building being recorded, the direction of travel, and the viewing
side.
E. Houses and buildings shall be identified visually by house or building number, when
possible, in such a manner that the progress of the recording and the proposed system may
be located by reference to the houses and buildings.
3.3 ENTERING PROPERTY

A. If it becomes necessary to enter onto private property, Contractor shall notify the owner of
such property at least 24 hours in advance of the planned entry to obtain their permission
to do so. Should the owner of the property refuse to give their permission for said entry,
Contractor shall notify Owner or Engineer. Contractor is advised that it shall not enter any
private property before permission is granted to do so or Owner or Engineer notifies
Contractor in writing that the legal right to enter the property has been obtained. Contractor
shall be held liable for entry made other than stated above. Contractor shall, at its own
expense, repair or restore any areas damaged during the work of this Section.
3.4 SITE RECORDING CONDITIONS
A. All recording shall be done during times of good visibility. No outside recording shall be
done during periods of visible precipitation or when the ground area is covered with snow,
leaves, or debris unless otherwise authorized in writing by Owner or Engineer.
B. In order to produce the proper detail and perspective, adequate auxiliary lighting will be
required to fill in shadow areas caused by trees, utility poles, road signs and other such
objects, as well as other conditions requiring artificial illumination.
C. The average rate of speed in the general direction of travel of the conveyance used during
recording shall not exceed 48 feet per minute. Panning rates and zoom-in zoom-out rates
shall be controlled sufficiently such that playback will produce adequate clarity of the
objects being viewed.
D. When conventional wheeled vehicles are used as conveyances for the recording, the
distance from the camera lens to the ground shall not be less than 8 feet to ensure proper
perspective. In instances where coverage will be required in areas not accessible to
conventional wheeled vehicles, such coverage shall be obtained by walking or by special
conveyance approved by Owner, but with the same requirements for disk quality and
content as specified herein except as may be specifically exempted by Owner in writing.

1.3 CLOSEOUT PROCEDURES
A. Prerequisites to Substantial Completion: Complete following items before requesting Certification of
Substantial Completion, either for entire Work or for portions of Work:
1. Submit maintenance manuals, Project record documents, digital images of construction
photographs, and other similar final record data in compliance with this Section.
2. Conduct inspection to establish basis for request that Work is substantially complete. Create
comprehensive list (initial punch list) indicating items to be completed or corrected, value of
incomplete or nonconforming Work, reason for being incomplete, and date of anticipated
completion for each item. Include copy of list with request for Certificate of Substantial
Completion.
3. Obtain and submit releases enabling Owner's full, unrestricted use of Project and access to
services and utilities. Include releases from authorities having jurisdiction and utility companies.
4. Deliver tools, spare parts, extra stocks of material, and similar physical items to Owner.
5. Make final change-over of locks eliminating construction master-key system and transmit keys
directly to Owner. Advise Owner's personnel of change-over in security provisions.
6. Discontinue or change over and remove temporary facilities and services from Project Site, along
with construction tools, and similar elements.
7. Perform final cleaning according to this Section.
B. Substantial Completion Inspection:
1. When Contractor considers Work to be substantially complete, submit to Owner:
a. Written certificate that Work, or designated portion, is substantially complete.
b. List of items to be completed or corrected (initial punch list).
2. Within seven days after receipt of request for Substantial Completion, Owner will make inspection
to determine whether Work or designated portion is substantially complete.
3. Should Owner determine that Work is not substantially complete:
a. Owner will promptly notify Contractor in writing, stating reasons for its opinion.
b. Contractor shall remedy deficiencies in Work and send second written request for
Substantial Completion to Owner.
c. Owner will reinspect Work.
d. Redo and Inspection of Deficient Work: Repeated until Work passes Owner's inspection.
4. When Owner finds that Work is substantially complete, Owner will:

D. Line Stop Assemblies:
1. All line stop sleeves shall be fabricated to assure a 360-degree seal around the pipe under
working pressures up to 200 psi. The valve assembly, when in the open position shall
give a full unobstructed full flow waterway after installation. The sleeve shall be made of
ASTM A-36 steel, epoxy coated to 10-12 mils. The sleeve shall be lined and coated with
fusion bonded epoxy meeting the requirements of AWWA-C213.
E. Service Saddles:

1. Provide pressure pipeline with restrained joints. At connection locations with existing
pipeline provide thrust blocking at bend adjacent to the connection to the existing
pipeline.
E. Corporation Stop Assemblies:
1. Make connection for each different kind of water main, using suitable materials,
equipment, and methods as approved by Engineer.
2. Provide service clamps for mains constructed of materials other than cast iron or ductile
iron.
3. Location:
1. Screw corporation stops directly into tapped and threaded iron main at 10- and 2-
o'clock positions along main's circumference.
2. Locate and stagger corporation stops at least 12 inches apart longitudinally.
4. Use seals or other devices such that no leaks are present in mains at points of tapping.
5. Do not backfill and cover service connections until installation has been approved by
Owner.

1. Pressure test piping system according to AWWA C600 and following:
1. Test Pressure: Not less than 150 psi in excess of maximum static pressure
2. Conduct hydrostatic test for a minimum of two hours.
3. Slowly fill section to be tested with water; expel air from piping at high points.
4. Install corporation cocks at high points.
5. Close air vents and corporation cocks after air is expelled.
6. Raise pressure to specified test pressure.
7. Observe joints, fittings, and valves under test.
8. Remove and renew cracked pipes, joints, fittings, and valves showing visible
leakage, and retest.
9. Correct visible deficiencies and continue testing at same test pressure for
additional two hours to determine leakage rate.
10. Maintain pressure within plus or minus 5 psi (34.4 kPa) of test pressure.
11. Leakage is defined as quantity of water supplied to piping necessary to maintain
test pressure during period of test.
12. Compute maximum allowable leakage using following formula:
1) L = SD x sqrt(P)/C.
2) L = testing allowance, gph.
3) S = length of pipe tested, feet.
4) D = nominal diameter of pipe, inches .
5) P = average test pressure during hydrostatic test, psig.
6) C = 148,000.
13. If pipe under test contains sections of various diameters, calculate allowable
leakage from sum of computed leakage for each size.
14. Leakage:
1) If test of pipe indicates leakage greater than allowed, locate source of
leakage, make corrections, and retest until leakage is within allowable
limits.
2) Correct visible leaks regardless of quantity of leakage.
2. Compaction Testing:
1. Comply with ASTM D698.
2. Frequency of Compaction Tests: every other lift.
3. If tests indicate Work does not meet specified requirements, remove Work,
replace, and retest.
