Agenda: Bill No. 23 -13 Fund 101 New Position
Bill No. 24 -13 Amend 2013 Salary Ordinance
Bill No. 13 -36 Appoints Negotiator to Teamsters
Dr. Varner filling in for Chairperson Karen White called the Personnel and Finance Committee to order
noting three items on the agenda.
The first item bill 23 -13 addresses a new position in the Purchasing Department requested by the City.
This position which has had a salary modification since its filing would help the city to promote women
and minority business to qualify for, bid on and win contracts to provide goods and services to the city.
City Controller Mark Neal further explained the funding of the proposal.
Council Attorney Kathy Cekansk - Farrand noted that the salary change would require a readvertising of
the bill pushing it's consideration by the Council to the meeting on June 24, 2013.
George King was recognized by Dr. Varner to explain the new position and the pay adjustment.
However due to time constraints on the Committee hearing schedule and the fact that it would not be
voted upon in the 24th meeting. Dr. Varner asked Mr. King to put off his presentation till June 10, 2013.
The whole idea of what were seen as "last minute changes" were described as unacceptable to Council
President Derek Dieter. Not alone in wanting to comment before moving on, Tim Scott, Henry Davis and
Oliver Davis each offered comments. At issue with creating a new position was the effect it would have
on the current contract with Trinal, a company hired to implement the MBE /WBE ordinance. Tim
wanted to know the terms of the contract -1 or 3, penalties for servance if any and dollar amounts in
the Board of Public Works initiated contract.
Henry Davis said he would rather the minority business participation efforts be monitored by an
outsider rather than an "in -house position ".
Oliver Davis questioned the salary filing the initial request was inadequate. Acting Chair David Varner
assured George King he would have adequate time on the 10th to make his case.
The last item scheduled for consideration was bill 13 -36 which named Kathy Cekanski - Farrand as the
Council's Agent /Negotiator in 2013 Teamsters labor negotiations. On a motion by Valerie Schey,
seconded by Henry Davis and supported unanimously the bill was forwarded favorably.
David Varner adjourned at 4:51 P.M.
