Dr. Martin Luther King Jr. Blvd. | Ph: 574-235-9371 | hpcsbsjc@southbendin.gov | www.southbendin.gov/HPC <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 6, 2026 <br />Application Number: 2026-0330 <br />Property Location: 1031 East Jefferson Boulevard <br />Architectural Style/Date/Architect or Builder: Free Classic / <br />1899 / Dirham & Schneider <br />Property Owner: Don and Cathy Dietz <br />Landmark or District Designation: Local Landmark, Ord. <br />#9209-2001 <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: This is a 3 story irregular plan gable front house on stone founda- <br />tion with 1/1 double hung wood windows with aluminum storm windows. Third story has diamond pattern upper <br />sash windows. House has wood clapboard siding with shingles in the gables and a slate roof. A porch spans the full <br />width of the front with groups of 2-3 doric columns supporting a shallow pitch roof. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Replace existing slate roof on main house with architectural asphalt shingle and pertinent repairs. Replace exist- <br />ing 3-tab shingle on carriage house with architectural shingle and pertinent repairs. <br />2) Add Larson Clearview Storm doors on front entrance and side entrance. Administratively Approved <br />3) Remove dying maple tree from the front lawn of the carriage house (123 South Eddy Street) and replace with <br />Dogwood. Administratively Approved <br />STANDARDS AND GUIDELINES: <br />Doors: Pages 10-11; Roof, Gutters/Downspouts, Soffits: Pages 19-21; Site Projects: Pages 22-24. <br />SITE VISIT REPORT: N/A <br />STAFF RECOMMENDATION: The cost to replace the roof with true slate is cost prohibitive at twice the cost <br />of synthetic slate. Synthetic slate is approximately 50% more than architectural shingles. Due to the active leak- <br />ing of the current roof and the prohibitive costs of true or synthetic slate, architectural shingles are an acceptable <br />option. The roof could always be returned to true or synthetic slate at a future date.
