DESCRIPTION OF STRUCTURE/SITE: Two story Tudor revival style house with flared gables. The roof is
slate and the siding is stucco. There are two single story porch sections, one west side and one on the front facade.
Windows are 2 stationary over 6 casement and there are louvered openings in the attic sections of the gables. There
is a 2 car frame gable garage to the rear of the house.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1) Construct a new entryway on the front (south) facade.
2) Construct a new additions on the east facade of the house.
3) Construct a new addition to the north facade of the house.
4) Construct new three-car carriage house is to reside on the adjacent lot. Existing curb cuts will remain and will tie
into the new construction. Major landscaping will remain and be enhanced as needed to comply with local zoning.
5) Replace existing steel casement windows with aluminum casement windows
6) Replaces screens in front three season room with aluminum casement windows
STANDARDS AND GUIDELINES:

SITE VISIT REPORT: N/A
STAFF RECOMMENDATION: The existing steel casement windows are rotted out. Replacement with alumi-
num casement windows that match in style and lite pattern is appropriate. The replacement of screens in the front
3 season room with operable casement windows is a minor change that increases use of the room with no negative
impact to the integrity of the home.
The entry additions on the front (south) and east facades match the Tudor revival style without impacting the
integrity of the home. The rear addition Option 1 has a massing that overpowers the original house. Standards and
guidelines state that “Design the mass of the new addition to remain compatible but not overpower the primary
structure.” and “Design any addition so that it is subordinate to the original building. Generally, additions should
not exceed half of the original building’s total floor area or building footprint..” The large colonnade on this ad-
dition that wraps all three sides and multiple individual dormers detracts from the modest Tudor features of the

however the colonnade is still an overpowering feature. Option 3 addition is the best massing that compliments
and maintains focus on the original structure. A simpler roof structure similar to the front of the proposed carriage
house could be suitable.
The Carriage house design is fitting with the style of the house and neighborhood. Overall, the proposed additions
fit in style and character of the neighborhood without altering the feel of the street or harming the integrity of the
original structure. Based on the information provided prior to this public hearing, Staff makes a FAVORABLE
RECOMMENDATION.

Application for Certificate of
Appropriateness
Important Information Regarding this Request
REQUIRED DOCUMENTATION AND SITE PLANS
The Historic Preservation Commission of South Bend and St. Joseph County cannot process an Application
without required documentation. Comprehensive documentation provides a complete understanding of the
project. Problems often occur during a project review or during the execution of the project when the
property owner, staff or commissioners are unclear as to project specifics. Applications will NOT be
processed without required documentation.
Photographs may be submitted in digital format or in photographic print. When a project involves
blueprints and/or site plans, one (1) set shall be submitted with the Application. Any documentation
submitted to this office cannot be returned to the applicant.
APPLICATION FEE
The application processing fee for any Application for a Certificate Of Appropriateness is $20
Payment must accompany the application at the time of submission. For an electronically submitted
application, payment must reach the HPC office within 48 hours following transmission. Payment can be
made by credit card by contacting
Business License Administrator Michelle Adams at (574) 235-5912; by cash in person in the Department of
Community Investment on the 14th floor of the County City Building; or by check made out to City of
South Bend. Applications will NOT be processed without the required fee.
MEETING ATTENDANCE
When an Application has been scheduled for any meeting, the owner, architect or contractor(s) retained for
the project shall attend the meeting where their project will be reviewed and a decision rendered. Failure by
the owner, architect, or contractor to attend such meetings may result in denial of the Application due to
insufficient representation.
CERTIFICATE ISSUANCE
Certificates of Appropriateness will be filed with the Building Department of South Bend and St. Joseph
County. A copy of the Certificate will be emailed directly to the owner and/or contractor(s) listed on the
application.
INSPECTION AUTHORITY
All projects will be inspected during and following execution for compliance with the decision(s) rendered
by the Historic Preservation Commission of South Bend and St. Joseph County.

Owner acknowledges that while the Historic Preservation Commission only considers Certificates of
Appropriateness for exterior features, under certain circumstances it may be necessary for the Commission
Staff to have access to the interior of the building in order to accurately assess the condition of the exterior
feature and that the lack of access to the interior may prevent the Commission Staff from making a
favorable recommendation.
Any work performed on a historic landmark or in an historic district which does not conform to the
Certificate of Appropriateness certificate shall be immediately halted by the Historic Preservation
Commission and the Building Department of South Bend and St. Joseph County. Fines may be levied for
projects not in compliance.

Description of Proposed Work:
The proposed project at 1225 E Wayne Street includes partial demolition of the existing main residence to
accommodate new north and east side additions. The existing detached garage will be fully demolished.
This project will preserve original exterior materials where feasible. New materials will match or
complement the historic character. The existing front door will be reused and relocated in the new east
addition. All existing windows and doors are proposed to be replaced with metal-clad units that are
similar in appearance and size to the original openings. All new construction will not exceed existing
building heights.
Interior renovations are planned to update and improve the functionality of the owners while preserving
the historic character.
A new three-car carriage house is to reside on the adjacent lot. Existing curb cuts will remain and will tie
into the new construction. Major landscaping will remain and be enhanced as needed to comply with
local zoning.
