SUBJECT: Recommendation for Selection of Guaranteed Savings Contract Provider for Edison Water Treatment Plant Improvements
DATE: April 7, 2026
On behalf of the review committee, I would like to recommend the provider of the Guaranteed Savings
Contract (GSC) for Edison Water Treatment Plant be Bowen Engineering Corporation. After careful
review of the one proposal submitted to our Request for Qualifications and follow up discussions with
the candidate, it was confirmed to move forward with Bowen Engineering Corporation by the
committee.
Bowen Engineering has participated in two other GSC and State Revolving Fund (SRF) supported
projects with the City of South Bend and collectively have completed 30 SRF projects through
alternative delivery with other communities. The review committee recommends Bowen Engineering
based on their demonstrated qualifications, technical approach, and proven experience delivering
Guaranteed Savings Contracts for municipal water treatment facilities. The committee came up with
a weighted score of 97/100 based on instructions given for the Request for Qualifications. Follow up
discussions to gain confidence were based on schedule, scope, open book pricing, and level of
design already completed. Bowen Engineering confirmed to participate in Inclusive Procurement and
Contracting consistent with the City’s program ordinances such that MWBE will be utilized and
recorded.
I ask that the Board of Public Works ratify the recommendation of the review committee and authorize
the Department of Public Works to negotiate an agreement with Bowen Engineering Corporation to
develop the guaranteed savings project scope and subsequently execute the contract at a later Board
meeting.
