SUBJECT: Change Order No. 1 - Project No. 121-067
Riverfront West Urban Neighborhood Infrastructure Improvements
DATE: April 14, 2026
On September 18, 2025, the Board of Public Works entered into an agreement with C&E
Excavating, Inc. to perform necessary infrastructure improvements to the Riverfront West Urban
Neighborhood area.
The City is now requesting that the Board of Public Works approve the following requested
changes to the contract:
Revised completion date for Milestones 1 & 2 shall now be February 1, 2027. Previous
completion dates were December 31, 2025 and October 31, 2026. The additional time is
necessary due to utility relocation delays. Milestones 3 & 4 shall remain the same. Milestone 5
shall now be November 30, 2027.
In addition to the additional time, the City requests approval for the following changes in scope:
1. $34,000 related to additional watermain and sanitary line work.
2. $158,000 related to plan revisions to work around utility conflicts, including additional
excavation, equipment and labor necessary to complete a portion of the work before
utilities are permanently relocated.
3. $330,000 related to utility relocation delays and necessary expenses to ensure minimum
impact of such delays on Milestones 1 & 2.
