ROLL CALL Present: Council Members Serge, Braboy, Puzzello, Taylor, Zakrzewski, Crone, Paszak, Voorde and Beck Absent: None REPORT FROM THE SUB - COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your sub - committee on the inspection and supervision of the minutes would res- pectfully report that it has inspected the minutes of the June 25, 1984, meeting of the Council and found them correct. The sub - committee, therefore, recommends that the same be approved. /s/ Beverlie J. Beck 4s4 Ann B. Puzzello Isl Thomas Zakrzewski Council Member Serge made a motion that the minutes of the June 25, 1984, meeting of the Council be accepted and placed on file, seconded by Council Member Taylor. The motion carried. SPECIAL BUSINESS Council President Beck announced that Joseph Kasa had been appointed to the Mayor's Traffic Commission. REPORTS Council Member Braboy indicated that the Human Resources and Economic Development Committee had met on Resolution 9A and recommended it favorable. Council Member Voorde indicated that the Zoning and Vacation Committee had met on bill nos. 53 and 62 -84. He indicated that 62 -84 received a favorable recommendation. He indicated that Bill No. 53 -84 received a favorable recommendation subject to approval of the final site plan. He indicated that the City Clerk's office was to send any amendments to the site plan back to Area Plan. Council Member Puzzello indicated that the Energy Commission has an opening'for a new member. Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded by Council Member Voorde. The motion carried. COMMITTEE OF THE WHOLE Be it remembered that the Common Council of the City of South Bend met in the Committee of the Whole on Monday, June 25, 1984, at 7:06 p.m., with nine members present. Chairman Serge presiding. BILL NO. 53 -84 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE 2QNING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (SOUTHEAST CORNER OF THE INTERSECTION OF BENDIX AND THE INDIANA TOLL ROAD.) Council Member Crone made a motion to accept the substitute bill on file with the City Clerk, seconded by Council Member Voorde. The motion carried. This being the time heretofore set for public hearing on this bill, proponents and opponents were given an opportunity to be heard. Gary Stair, assistant director of Area Plan, gave their report, which indicated that a connection to Portage was needed for emergency vehicles. Charles Clark, a representative of the Holladay Corporation, indicated they had received a letter from John Leszczynski requesting items be included in the final site plan: replace the 900 turn at Sugar Maple Lane and Portage Way with a 150 fet. radius curve with Sugar Maple Lane as the main thoroughfare; extened Portage F Way to Sugar Maple Lane with Portage Way intersecting at a 900 angle; a crash gate is to be installed on Portage Way to prohibit thru traffic but allow emergency vehicles access; Holladay Corporation is to dedicate the necessary property for the right -of- way of Portage Way. He indicated that the Holladay Corporation agreeded with all items in this letter. Council Member Beck made a motion to recommended this bill to the Council favorable, as amended, seconded by Council Member Taylor. The motion carried. a r l REGULAR MEETING JULY 9, 1984 BILL NO. 62 -84 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: COLUMBIA STREET RUNNING SOUTH FROM THE SOUTH RIGHT -OF WAY OF BRONSON STREET FOR A DISTANCE OF 371 FEET MORE OR LESS, ALL BEING IN SAMPLE'S SUB OF LOTS 26, 27 AND 28 - D &F ADDITION. This being the time heretofore set for public hearing on this bill, proponents and opponents were given an opportunity to be heard. John Connaughton, attorney for the petitioner, made the presentation for the bill. He indicated they were requesting this street vacation in order to build an addition to their existing facility. Council Member Beck made a motion to recommend this bill to the Council favorable, seconded by Council Member Puzzello. The motion carried. BILL NO. 64 -84 A BILL APPROPRIATING $29,003 FROM THE YOUTH SERVICE BUREAU FUND FOR OPERATING FUNDS TO BE ADMINISTERED BY THE YOUTH SERVICE BUREAU OF THE CITY OF SOUTH BEND, INDIANA. This being the time heretofore set for public hearing on this bill, proponents and opponents were given an opportunity to be heard. Bill Monahan, Recreation Coordinator for the Youth Service Bureau, made the presentation for the bill. The indicated this appropriation would be used for administration and programs for the Bureau. Council Member Voorde made a motion to recommend this bill to the Council favorable, seconded by Council Member Zakrzewski. The motion carried. BILL NO. 65 -84 A BILL APPROPRIATING MONIES FOR OPERATION OF THE YOUTH SERVICE BUREAU RUNAWAY SHELTER. This being the time heretofore set for public hearing on this bill, proponents and opponents were given an opportunity to be heard. Mary Poczik, from the Runaway Shelter, made the presentation for the bill. She indicated this bill would appropriate $103,325 for operation of the Shelter for one year. Council Member Beck made a motion to recommend this bill to the Council favorable, seconded by Council Member Zakrzewski. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Beck made a motion to rise and report to the Council, seconded by Council Member Crone. The motion carried. (SLUTSKY- PELTZ.) Since there was no one in the Chambers to make the presentation for the bill, Council Member Voorde made a motion to continue public hearing on this bill, seconded by Council Member Zakrzewski.
