ROLL CALL Present: Council Members Serge, Puzzello, Taylor, Zakrewski, Paszek, Voorde, and Beck Absent: Council Members Braboy, and Crone TO THE MEMBERS OF THE SOUTH BEND COMMON COUNCIL NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL You are hereby notified that there will be a special meeting of the South Bend Common Council, June 22, 1984 at 3:00 p.m., for the purposes outlined below. The meeting will be held at the Century Center, in the Green Room. To discuss the F.O.P. salary proposal /s/ Beverlie J. Beck %s Eugenia Braboy /s/ Joseph T. Serge /s/ Ann Puzzello /s/ John Voorde attest: Jo Ann Harper, Chief Deputy Clerk The within call for a Special Council Meeting came to hand the 20 day of June 1984 which I serve by reading the same to each Councilman upon the date designated. Beck or by leaving a certified copy thereof at the last usual place of residence of such members as I was able to find, as follows: Al Paszek Ann Puzzello Robert Taylor Beverly Crone Eugenia Braboy Tom Zakrzewski John Voorde Isl Greg Violette #344 Member of the South Bend Police Department Council Member Beck read the following statement: "Yesterday, three.members of the Common Council Police and Fire Wage Committee met informally with representatives of the F.O.P. Wage Committee. In that meeting, we discussed the salary and fringe benefit proposal submitted by the F.O.P. and reached a tenative agreement subject to the approval of the entire Common Council Police and Fire Wage Committee, the Common Council and the F.O.P. Councilmen Paszek, Serge and I recommend the approval of the following two -year salary package for officers of the South Bend Police Department in the rank of leiutenant or below:" MEMORANDUM OF AGREEMENT BETWEEN FRATERNAL ORDER OF POLICE LODGE NO. 36 WAGE NEGOTIATING COMMITTEE AND THE COMMON COUNCIL WAGE AND BENEFIT NEGOTIATING TEAM OF THE CITY OF SOUTH BEND, INDIANA Section I - Wage and Benefit Package 2% of bargaining unit officer's base pay applied to fringe benefits as follows: Item 1. Dependent Health Coverage The City of South Bend shall contribute an amount equal of $260.32 per year for each bargaining unit officer in addition to that amount currently being paid by the City. This will reduce and amount paid by the bargaining unit police officer to a total of $500.00 per year or $20.85 per paycheck Item 2. Clothing Allowance SPECIAL_ MEETING JUNE 22, 19.84 The Clothing allowance for each bargaining unit officer shall increase from $500.00 to $599.00 annually. Item 3. Holiday Pay Each bargaining unit police officer shall be paid holiday pay at the rate of $62.00 per holiday for the twelve (12) recognized holidays. Item 4. 1 Health Care Insurance Cost Reduction Program The City of South Bend in conjunction with the Fraternal Order of Police will create a Board of Oversight that will, under the direction of the City Controller, review on a regular basis the activities of the Health Insurance Program. That Board shall consist of representation from the aforemention employee bargaining group in conjunction with representation from the City of South Bend Controller's staff and other employees. In an effort to control health care costs, the current health insurance packagge will be modified resulting in a program that can be defined as a comprehensive major medical health insurance program. This would entail first dollar deductibles of 10% of the cost with maximum annual costs to the employee of $500.00. Item 5. Sick Leave Cost Reduction Program To induce the conservation of sick time and the cost thereof, on an experimental basis and as a part of the wage agreement for 1985 and 1986, the following program will be instituted in the Police Department. Starting December 1, 1984, and annually thereafter, employees of the South Bend Police Department Bargaining Unit shall be paid for sick time conservation as follows: 1. One (1) days pay for four (4) unused sick days 2. Two (2) days pay for nine (9) unused sick days 3. Three (3) days pay-for twelve (12) unused sick days 4. Four (4) days pay for fifteen (15) unused sick days. The hourly rate of pay herein shall be the then present rate of pay for the rank of Corporal. Payment hereunder shall be made to the employee on or before December 15 of each year hereafter. This program will program will not affect the existing sick time policy of such employees. Section II - 1986 Wage and Benefit Agreement Fringe benefits approved for the year 1985 shall continue in 1986. All benefits currently negotiated are also left intact. For 1986, a 2% across the board wage increase is granted to all members of the Fraternal Order of Police Bargaining Unit. In addition, if a Local'O Option Income Tax is passed, 3% in addition to the base 2% P P wage increase will be granted across the board to all members of the Fraternal Order of Police Bargaining Unit. Section III It is understood that the above agreement is approved by the Fraternal Order of Police Wage Negotiating Committee and the Common Council Wage Negotiating Committee of the city of South Bend, conditional on the approval of the Fraternal Order of Police Membership and the Common Council of the City of South Bend respectively. Taylor John Voorde Thomas Zakrzewski Euqenia Braboy Council Member Serge made a motion that the full Council of the wage committe, seconded by Council Member Paszek. roll call vote of seven ayes. accept the recommendation The motion carried on a George Herendeen, attorney for the F.O.P., indicated that on behalf of the Police Wage Committee, they express thanks to the Council Wage Committee for their deligent work and good faith negotiations. He indicated it does not meet the demands, but the wage committee accepts it and will go to their full membership to seek their approval. He indicated that the Police Wage Committee will encourage approval by their membership. Council Member Paszak made a motion to adourn, seconded by Council Member Serge.
