AN ORDINANCE APPROPRIATING $20,000 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND, FOR EMERGENCY REPAIR
HOUSING SERVICES TO BE ADMINISTERED BY THE CITY OF
SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT
AND THE URBAN LEAGUE OF SOUTH BEND AND ST. JOSEPH COUNTY.
STATEMENT OF PURPOSE AND INTENT:
The City of South Bend, in creative and affirmative partnership with
city residents, private enterprise, and the Federal Government, is committed
to the national housing goal of "a decent home and a suitable living environ-
ment" for all persons. In attempting to achieve this goal, the City has
developed programs to financially assist low- and moderate - income persons
in their effort to acquire and /or maintain safe, adequate, and affordable
housing through the provision of services, loans, and /or grants. Low -to-
moderate income families are a primary population under extreme financial
hardship to maintain safe and adequate housing. Therefore, the Division of
Community Development and the Urban League of South Bend and Saint Joseph
County plan to utilize CDBG funds to implement an emergency repair housing
service to provide necessary repairs for eligible applicants.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
Of South Bend, Indiana, as follows:
SECTION I. The sum of $20,000.00 is hereby appropriated for the
program year s— tarting July 7, 1978 from the City of South Bend's Co mmunity
Development Block Grant Fund (Program Year 1978). The appropriation shall
be used to serve low -and moderate - income persons in the City of South Bend
as approved by the United States Department of Housing and Urban Development
under Title Twenty -Four (24), Code of Federal Regulations, Part Five
Hundred and Seventy (570) for the Community Development Program Year 1978.
The appropriation shall be administered by the Division of Community
Development and the Urban League of South Bend and Saint Joseph County as
set forth below:

SUBJECT: 1978 CDBG APPROPRIATION (URBAN LEAGUE EMERGENCY REPAIR HOUSING
SERVICE)
The Division of Community Development is presenting for your consid-
eration a bill appropriating $20,000 to be used by the Urban League for
an "emergency repair housing service."
The $20,000.00 appropriation would be used as a match for Title XX
monies to generate approximately $80,000 for the emergency repair program.
Client eligibility would be based on Title XX and CDBG income guidelines.
It is anticipated that 60% of the clients would be SSI or AFDC recipients
and 40% would be "income eligible."
The Community Development staff believes an emergency repair program
would highly complement our existing CDBG housing services. It has been
our experience that low -and moderate - income persons must a _
ionate share of their income for housing and are under extreme financcialt
hardship to make necessary housing repairs. We envision this emergency
service as a "prevention measure" to curb deterioration of units prior to their becoming in serious disrepair and probable candidates for demolition.
The service will provide up to $1,000 of repair to eligible households.
This $1,000 limit will include a maximum of $400 of materials and $600
labor costs. Based on these figures, we anticipate approximately eighty
to a hundred units being repaired.
In addition, we see this emergency repair service as a means to enable
a considerable number of low -to moderate - income families to qualify for
the Housing Allowance Program. This subsidy can then serve to financial)
assist them in providing necessary home repair maintenance on an ongoing
basis. Y
