PLOYMENT OPPORTUNITY FUND TO BE ADMINISTERED BY THE

STATEMENT OF PURPOSE AND INTENT:
The City of South Bend is committed toalqualoemplomentRights
opportunity. In attempting to achieve this g
Commission has been established. This ordinance will enable the City
to resolve charges of discrimination referred to the local Human
Rights Commission.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana, as follows:
SECTION 1. The sum of $19,800 is hereby appropriated for the
fiscal year starting November 1, 1978, from the Equal Employment Op-
portunity Commission Fund. The appropriation shall be used for the
expenses of the Human Rights Commission incurred under the Fe eral
Grant awarded them by the Equal Employment Opp Y
The appropriation shall be administered by the Human Rights Comm1S-
sion and Department of Human Resources and Economic Development and
will be administered as set forth below:

On September 18, 1978, the South Bend Human Rights Commission was
awarded by the Equal Employment Opportunity Commission an Improve-
ment Contract for Rapid Charge Processing totaling $19,800. These
funds are separate from whatever amount the Commission will receive
from EEOC for Charge Resolutions.
The Commission proposes to implement rapid processing of charges
through the upgrading of the present EEOC Monitor who will utilize
revised intake standards and procedures, fact finding conferences,
and no fault settlements to process incoming charges.
In light of the City's past committment to human rights it is hoped
that this Ordinance will meet with the Council favorably.
The Commission will make
