East Res. <br />* Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, <br />then the authorization of the expenditure of such funds shall be void and of no effect. <br />PURPOSE OF REQUEST: Approval of the proposed Lease Agreement for Temporary Parking with St. <br />Joseph County Board of Commissioners <br />SPECIFICS: The Redevelopment Commission owns two surface parking lots in downtown located at the <br />southeast corner of Wayne St & Lafayette Blvd and south of the Lafayette Building. These parking lots <br />were historically used by the City for employee parking. Now that the City has relocated staff to City Hall <br />these parking lots are no longer needed for employee parking. <br />Representatives from the St. Joseph County Board of Commissioners and City staff have negotiated the <br />proposed Lease Agreement for Temporary Parking for the County’s parking needs. <br />The lease would be effective on March 12, 2026 if approved by the RDC and can be terminated at any <br />time by either party with 90 days' notice to accommodate future development of the property. The <br />County would pay $2,000/month in rent to the RDC, however in exchange for performing repairs to the <br />property in the form of sealcoating, striping, the rent would be abated equal to the amount expended by <br />the County with sufficient invoices provided for the City staff’s review. The County will also be required <br />to maintain these parking lots and are responsible for snow and ice removal. <br />This lease will allow these parking lots to be maintained and have an active use until such time as <br />redevelopment opportunities are presented for the property.
