We appreciate the opportunity to continue our partnership with the City of South Bend and the South Bend Venues Parks & Arts team. Our firm has extensive experience working on and around this site, giving our team a strong understanding of the existing conditions, downtown logistics, and the coordination required for construction in this active area of the City. We recognize that this project presents unique challenges, including construction adjacent to the historic Morris Performing Arts Center, coordination within a dense downtown environment, and alignment with the City’s broader mixed-use vision for this portion of downtown South Bend. Our team’s familiarity with the site and surrounding infrastructure positions us to thoughtfully plan site logistics, coordinate with nearby development activity, and minimize disruption to ongoing downtown operations and events. We have also had the privilege of partnering with the City of South Bend on a number of successful projects. Raclin Murphy Encore Center - South Bend, IN LARSON-DANIELSON PROPOSAL FOR CMc SERVICES MORRIS PERFORMING ARTS CENTER PARKING GARAGE 11 KNOX COMMUNITY SCHOOLS - VARIOUS PROJECTS Knox, Indiana Within the past five years, Larson-Danielson has served as Construction Manager as Constructor for multiple public works projects with Knox Community Schools totaling approximately $5.6 million. Work included 26,175 SF of additions and 63,000 SF of renovations across three schools and the Administration Building, a 13,000 SF Career Center addition ($3.6M), and a $2M high school façade and roof replacement project. Key challenges included phased construction within occupied school facilities, strict safety requirements, and maintaining schedule continuity. Through detailed phasing, proactive stakeholder coordination, and disciplined cost control, each project was completed successfully. The project required careful integration of new construction with the 103-year-old historic theater, preserving architectural character while introducing modern lobby, lounge, and community spaces. Tying structural systems and building components into the existing facility while maintaining operations provided unique challenges throughout the course of construction. Through close coordination and disciplined execution, the project was successfully completed and opened to the public in February 2026. Designed in the University’s collegiate Gothic architectural style, the facility houses 262 students and includes community lounges with kitchens, study spaces, a reading room, chapel, fitness area, laundry facilities, and an outdoor patio. A prominent arched walkway provides east-west campus connectivity. Construction began in November 2022 and was completed in August 2024, delivering a high-quality residential facility aligned with campus traditions and standards. The building features precast concrete wall panels, structural steel framing, nine drive-in doors, and 20 dock positions to accommodate multi- tenant flexibility. The project required full coordination with local permitting authorities, utility providers, and municipal inspection agencies to maintain schedule certainty. Through early trade coordination and proactive cost management, the project was delivered on schedule in December 2025, with multiple tenants secured prior to completion. The project included a 16,000-square-foot refrigerated ice trail and pond with bridge feature, a 14,500-square-foot community center, café, event lawns, interactive water features, and universally accessible playground. Significant challenges involved coordinating complex mechanical and electrical systems supporting the ice trail and fountains, along with precise nighttime concrete placement to protect embedded piping. Through proactive CMc cost control, trade coordination, and extensive system testing, the LEED v4-certified park was delivered as a highly successful civic asset for the City of South Bend. It is one of Larson-Danielson’s core values and a responsibility shared by every member of our team. LARSON-DANIELSON PROPOSAL FOR CMc SERVICES MORRIS PERFORMING ARTS CENTER PARKING GARAGE 18 SUPPORTING LOCAL LABOR Larson-Danielson will structure our prequalification and procurement process to intentionally support and prioritize local labor participation. We begin by identifying and engaging qualified contractors within the South Bend region early in the design phase, creating awareness of upcoming bid opportunities and encouraging local firms to prepare for participation. Our prequalification standards ensure that local contractors meet the City’s expectations for safety, financial stability, staffing capacity, and schedule performance. Firms will be required to submit detailed safety records, demonstrate compliance with Indiana Department of Administration – Public Works requirements, and confirm adequate skilled labor resources to successfully execute their scope of work. By initiating outreach prior to bidding, we cultivate strong local interest, increase competition among area contractors, and position the project to maximize meaningful local workforce involvement while maintaining quality, schedule, and cost certainty for the City. APPROACH TO CITY/OWNER PROJECT SPECIFIC GOALS E-VERIFY AFFIDAVITS Larson-Danielson Construction affirms full compliance with Indiana Code 5-32-1 and all applicable state and federal laws governing CMc delivery. For a project such as the Morris Parking Garage, this process will focus early on major cost drivers including precast/cast-in-place structural systems, foundations, and coordination with the adjacent residential podium development. Our expectation is to use a similar process for the Morris Performing Arts Center Parking Garage project. OUR APPROACH TO COMMUNICATION Clear and consistent communication will be essential for a project located in the heart of downtown South Bend and directly adjacent to the Morris Performing Arts Center. Construction activities must be carefully coordinated with the venue’s event schedule, pedestrian activity, and surrounding downtown traffic patterns. We will establish structured communication systems that allow the City, design team, and project stakeholders to make timely decisions while maintaining awareness of venue operations and community impacts. • Centralized Project Information: We will use ShareFile and Phoenix to provide a single source for drawings, RFIs, submittals, schedules, and cost information. These platforms ensure the City and design team always have access to the most current information and allow the team to quickly coordinate decisions affecting the garage structure, site access, and adjacent properties. • Weekly Coordination Meetings: Regular project meetings will focus on schedule progress, upcoming structural work, and coordination with Morris Performing Arts Center operations. These meetings will review event calendars, downtown access constraints, and upcoming construction activities to ensure work is planned around major performances and peak pedestrian periods. • Event and Access Coordination: Because construction will occur next to an active performing arts venue, we will maintain ongoing communication with venue representatives and City staff to manage deliveries, lane closures, and pedestrian circulation on event days. Advance planning and clear communication will help prevent disruptions to performances and downtown activity. • Public & Community Engagement: Our in-house Marketing Manager can assist the City with press releases, project updates, and community communications so nearby businesses, patrons, and residents remain informed about construction milestones and temporary impacts. • Proactive Problem Solving: We emphasize early coordination with the design team, subcontractors, and City representatives. Using our project management systems, we track schedule impacts, site logistics, and coordination issues so they can be addressed before they affect venue operations or downtown access. Through structured communication, shared technology platforms, and consistent coordination with City staff and Morris Performing Arts Center operations, we will keep the entire project team aligned while minimizing disruption to downtown South Bend..
