This project must do more than provide 474 parking spaces. It must support the Morris Performing Arts Center, connect seamlessly to the Raclin Murphy Encore Center, enable adjacent residential development, and strengthen Main Street for decades to come. The City has outlined clear expectations for this effort. You are seeking disciplined preconstruction, a fair and competitive bidding process, measurable inclusion, sustainability, thoughtful evaluation of a Guaranteed Maximum Price, and delivery within a defined construction schedule. This is a high visibility urban project that requires careful phasing, cost control, and coordination with multiple stakeholders while protecting ongoing downtown activity. Garmong’s responsibility as CMc will be to provide structure, transparency, and accountability to help the City meet those objectives. During preconstruction, we will focus on progressive cost estimating, constructability reviews, and early identification of cost drivers specific to structured parking, including structural systems, façade integration, waterproofing, durability, and long-term maintenance. We will coordinate closely with the housing developer to ensure the podium interface is technically aligned and schedule ready before vertical construction begins. Our bidding strategy is built around market competitiveness and fairness. We do not intend to self-perform trade work. Instead, we will develop clear bid packages, apply consistent prequalification standards, and provide complete bid tabulations and documentation in alignment with Indiana Code 5-32. If the City elects to establish a GMP, we support a phased approach tied to design maturity, supported by open book documentation and defined contingency management. Our goal is to provide cost certainty while preserving informed decision making. Located in the downtown area, the facility is largely single- story with a main ballroom, which accommodates up to 900 people, and a full- service kitchen area. The structure also includes a two-story section that houses the Larry Bird Museum on the first floor and administrative areas on the second floor. Garmong also constructed a five-level, pre-cast parking garage to accommodate the Convention Center. This added complexity to the early phases of the project and required close collaboration with utility providers and city officials. Monon on Main Parking Garage | Carmel, IN Garmong served as Construction Manager for this $20M mixed-use development project in downtown Carmel. The three-story, 12,000 square-foot building features an upscale steakhouse; a three-story office building with 17,600 square-feet of office space and 8,000 square-feet of ground level retail space along Main Street; seven townhouses, a park along the Monon Trail and a parking garage. The project is located at the intersection of Main Street and the Monon Trail. Garmong served as Construction Manager for this project, which provides 350 parking spaces, electric vehicle charging stations, a solar array, and retail/commercial shell space for future build-outs.The garage is one of the first in Indiana to achieve Parksmart certification, reflecting a strong commitment to sustainability and innovation. Project Cost: $12,300,000 Reference: Joshua Scism | 317.979.9998 Challenges and Successes: Garmong, in collaboration with the owner’s representative and architect, developed a series of value engineering options to maintain project viability. Hamilton County Parking Garage | Noblesville, IN Garmong served as Construction Manager and provided the Hamilton County Commissioners with design and construction services through the Build-Operate- Transfer (BOT) statute. This five-story 162,000 square-foot, cast-in-place parking structure accommodates over 480 parking spaces and provides Hamilton County a long-term solution to the downtown parking challenges. Project Cost: $11,500,000 Reference: Mark Heirbrandt | 317.590.3460 Challenges and Successes: Constructing this five-story, 162,000 square-foot parking structure in a busy downtown environment required detailed logistics planning to minimize disruption to local businesses, government operations, and traffic. IU Health South Support Building | Indianapolis, IN The IU Health South Support Building (SSB) will serve as IU Health’s new downtown Indianapolis hospital as part of the IU Health medical campus project. The SSB will include a lower level, street level, and seven parking decks encompassing over a million square feet. The lower support level and street levels will contain a loading dock, logistics space, offices, retail space, and bulk medical gas storage in an exterior yard. Also included is a utility corridor providing a pathway for critical utilities between a central utility plant and the new hospital. Project Cost: $178,000,000 Reference: Jim Mladucky | jmladucky@iuhealth.org Challenges and Successes: This project required close coordination with ongoing work on the main hospital, central utility plant, plaza, and site infrastructure. 10Morris Performing Arts Center Parking Garage Garmong Construction Kennedy Park Renovations | South Bend, IN Garmong has recently been selected as the Construction Manager for this new intergenerational aquatics center and park amenities at Kennedy Park. The aquatics center will include: a toddler play area with a zero-depth entry, an area with nets for water basketball, a deep pool zone with a waterslide, lifeguard stations, and more. The park amenities will include: a new basketball court, two pickleball courts, picnic shelters, additional tree planting, and more. This project is scheduled to be completed in the fall of 2027. Martin Luther King Jr. Dream Center | South Bend, IN Garmong served as Construction Manager for the new Martin Luther King Jr. Dream Center which includes a community center and park. The building is approximately 42,000 square-feet and includes a community meeting space, indoor playground, administrative offices, computer room, and gym. This project was completed in 2025. Criminal Justice Center Parking Garage | Indianapolis, IN Garmong provided the city with design and construction services through the Build-Operate-Transfer statute to provide a five-story and a four-story cast-in- place parking structure. These two parking facilities will accommodate over 1,100 parking spaces and provide the campus with a long-term solution to parking on the new campus. Garmong has achieved CCS Certified status, meeting or exceeding national safety standards and demonstrating its commitment by achieving at least 50% of Best Practices for both a Safety Program Review (SPRS) and a Home Office Audit, with no OSHA- cited fatalities. Constructability reviews will focus on sequencing the site infrastructure, garage structure, and podium work in a way that allows the housing developer to mobilize efficiently following podium completion. In 2025, we achieved an average of 12.1% diverse participation, whether required by the Owner or not. On the MLK Dream Center project with the City of South Bend, we delivered 21% XBE participation. Additional recent projects include 17% XBE participation on a $12,000,000 police station in Lawrence and 54% participation on the $4,000,000 Purdue Brees Academic Center. These results exceeded municipal and university expectations and demonstrate our ability to drive strong participation even in competitive markets. We recognize that labor shortages, supply chain volatility, and shifting economic conditions present real challenges. To address this, we leverage the flexibility allowed under Indiana Code 5-32 for CMc delivery. This statute permits Owners and Construction Managers to establish prequalification criteria collaboratively, including targeted inclusion of XBE and local contractors when desired. Garmong has extensive experience navigating IC 5-32 and can help develop practical, results- driven prequalification strategies that promote participation without compromising budget integrity. Beyond subcontractor alignment, we also create inclusion opportunities through general conditions procurement by sourcing items such as fencing, dumpsters, and jobsite services from XBE and local suppliers whenever possible. While Garmong is not a certified minority or woman-owned enterprise, inclusion has long been embedded in our culture. We have partnered with school corporations to support diversity internship programs that provide paid field and office experience to minority high school students. As a union signatory contractor, we benefit from trade partners who actively promote minority and female participation in the construction workforce. Within our own organization, 21% of our Project Management team and 28% of our corporate staff are women. We support professional organizations that advance women in construction and have engaged third-party HR consultants to strengthen our recruitment and retention strategies. This includes attending design meetings, creating a detailed budget, and bidding of completed construction documents. CONSTRUCTION MANAGEMENT FEE 3% of the Cost of Work Costs the owner is responsible for: • Design Fees • State Design Release • Utility Connection Fees DETAILS OF COSTS ASSOCIATED WITH GENERAL CONDITIONS The RFP indicates a 17 month construction schedule, while our proposal offers an accelerated 14 month on site construction duration. The following items would be reimbursable and included within the GMP: • Safety Equipment • Temporary Power Service • Temporary Water Service • Job Trailer/Trailer Utilities • Material Testing • Dumpsters • Portable Toilets COST OVERRUNS, DELAYS, AND INCENTIVES The GMP sets a maximum cost for the project for a specific scope of work and specific schedule. Any cost overruns would be covered by Garmong under the GMP as long as they are not the result of an increase in the scope of the project. The same applies to schedule delays. As long as the schedule delay isn’t out of the control of the CM, or a result of an increase in the scope of the project - Garmong would be responsible for making up the lost time. We have seen project incentives succeed in the past, but each Owner is slightly different.
