Wilhelm Construction Co., Inc. (Wilhelm) is pleased to submit our proposal to serve as Construction Manager as Constructor (CMc) for the Morris Parking Garage in downtown South Bend. As the third and final phase of The Neverending Encore initiative, this project represents a significant investment in the long-term vitality of the Morris Performing Arts Center and the surrounding downtown district. The 474-space parking garage and attached first-floor concrete podium will provide essential support to the Morris Performing Arts Center and the Raclin Murphy Encore Center while forming the foundation for future residential and commercial development along Main Street. Wilhelm understands the importance of delivering a durable, cost-effective facility that integrates seamlessly into an active downtown environment. With more than 100 years of successful construction delivery across Indiana, Wilhelm brings extensive CMc expertise and deep experience delivering complex parking structures and mixed-use podium projects. We are prepared to provide comprehensive preconstruction, construction, and post-occupancy services in alignment with the City’s values of excellence, accountability, innovation, inclusion, and empowerment. Parking Garage Expertise: Wilhelm specializes in structured parking facilities and understands the technical and operational considerations unique to these projects. From cast-in-place concrete systems and podium integration to traffic flow and durability detailing, our team delivers efficient, user-friendly garages in active urban settings. We will coordinate closely with the design team and stakeholders to maximize functionality and enhance the downtown environment. Local Relationships: Having worked extensively in the South Bend area, we are familiar with the St. Joseph County subcontractor base and maintain strong relationships with local unions. We will leverage our partnership with the St. Joe Valley Building Trades to encourage local participation and competitive bidding. Fair & Competitive Bidding Process: Wilhelm is committed to a transparent procurement process in full compliance with Indiana CMc statute and the City’s Responsible Bidder Ordinance. While we have self-perform capabilities, we respect the City’s preference for competitive subcontractor participation and will clearly define any limited scopes proposed for self-performance while ensuring equitable bidding practices. Schedule & Downtown Coordination: With an anticipated construction window of August 2026 through December 2027, proactive schedule management will be critical. Wilhelm will develop a comprehensive phasing and logistics plan to maintain safe access and minimize disruption to ongoing Morris Performing Arts Center operations while supporting the City’s scheduling goals. The company grew further in 1940 and broke into the healthcare, higher education, and commercial markets by 1941. Achieving $100 million in revenue by 1950, we continued our Midwest expansion throughout the 1950s. Significant projects in the 1960s included various Indiana high school builds and the Indiana War Memorial steps in 1964. We also constructed IU Assembly Hall in 1972 and named Tippy Wilhelm as president in 1974. In 1983, we performed concrete work on the Hoosier Dome and expanded into new markets throughout the mid-80s. Our affiliate companies were also established during this time. The 1990s saw numerous contributions to Indianapolis landmark projects, and by 1991, we had reached $500 million in revenue. Phil Kenney was appointed president in 2001, and the company completed its first design-build project in 2007. During the 2010s, the company expanded further into the Midwest, achieving $1 billion in revenue by 2021. We expanded into North Carolina in 2022 and South Bend in 2025. Four Winds Resort Casino and Parking Garage Pokagon Band of Potawatomi Indians | South Bend, IN Wilhelm Construction served as the Construction Manager for a new 24-story hotel tower which included a full-service space, event arena, conference rooms, meeting rooms, Five-Diamond Spa & Resort, rooftop pool deck, bar, and grill. Additionally, project scope included a 43,000 SF gaming expansion that is connect between the new hotel and the existing casino. Commerce Center Mixed-Use Project Commerce Center Development | South Bend, IN This project consisted of a GMP contract for the construction of an underground parking structure with a mixed use building on top of it. Wilhelm was responsible for the core and shell. Elanco Global Headquarters and Parking Garage Elanco | Indianapolis, IN New 220,000 SF, six-story, glass-faced global headquarters office structure on 40 acres. This multi-use collaboration building was designed to flex according to needs including a destination for major global customer events and scientific meetings. Cascade Phase I Tower and Parking Garage Warf Partners LLC | South Bend, IN An eight-story luxury condominium in downtown South Bend’s East Bank, where Wilhelm served as the concrete trade contractor, delivering the post-tension cast-in-place structural system for both the residential tower and integrated parking garage, including slabs, columns, and core, with strong coordination, quality, and safety performance. Cummins Corporate Parking Garage Cummins Inc. | Columbus, IN Wilhelm served as part of the Design-Build team to construct a five-level, 954-car parking structure. The garage was built on geopiers as a cast-in-place structure. Construction was completed nearly one month ahead of schedule. The architecture façade features ivy planting boxes designed to obscure the view of cars on each level. Wilhelm served as the design/build self-performing the concrete, iron work, and carpentry. 3. This new six-story facility, that encompasses 903 parking spaces and 15,000 SF of mixed-use space, will help make the campus more accessible with more parking and restaurants. This facility will help the university’s efforts to create a more innovative space for students and staff as well as the community. DBU Indianapolis Parking Structure Cummins Inc. | Indianapolis, IN New headquarter facilities for this global giant provide innovative spaces and sustainable green design and construction, and include one building, a parking structure, and public gardens / gathering spaces. IU Health Goodman Hall/ Neuroscience Center & Parking Structure Landmark Healthcare Facilities, LLC. | Indianapolis, IN Innovative facility bringing the expertise of research, testing and diagnostics, and treatment therapies together for unrivaled neurological care. The project includes a state-of-the-art, five story neuroscience center, a six-level parking structure, and an elevated pedestrian walkway spanning 16th Street. This project is LEED Gold Certified. CJC Parking Garages Indy Penn Center, LLC | Indianapolis, IN This new 15-story hotel will be 208,000 sf with 316 hotel rooms and is located in the heart of downtown Indianapolis at Pennsylvania and Georgia Streets. Accompanying the hotel is an 8-level 382 space parking garage located to the north of the hotel with a pedestrian connector. 3. Animal Care Services Department of Business & Neighborhood Services | Indianapolis, IN The new Indianapolis Animal Care Services facility is a 70,500 SF shelter with an additional 7,025 SF for indoor/outdoor kennels. It includes spaces for cat and dog adoption, training, veterinary services, and administration, along with outdoor areas for a public dog park and play areas. Located on a 24-acre site, the building features 70% precast panel construction and the remainder in conventional steel frame with metal studs. Health & Wellness Center Expansion Indianapolis Public Schools | Indianapolis, IN F.A. Wilhelm Construction is serving as Construction Manager for the new Crispus Attucks Health and Wellness Center project in Indianapolis. The initiative includes construction of a new, approximately 56,300 SF building addition designed to expand health and wellness programs for students and the community. The project scope also includes replacement of the existing school’s central utility plant mechanical equipment to both support the new addition and modernize aging infrastructure, along with a dynamic new atrium featuring experimental graphic installations. New Downtown Indianapolis Hospital IU Health | Indianapolis, IN This new urban hospital will consolidate two existing adult hospitals. The project consists of 1,500,000 building gross square feet above grade and approximately 400,000 SF of below grade parking. 3. Wilhelm served as construction manager for Phase I, a new casino including gaming space, five restaurants, three bars, retail shops and an employee dining room. This project also included site utilities, roadways, and a 3,000 parking spot garage that was constructed ahead of schedule and within budget. New Hums Elementary School School City of Mishawaka | Mishawaka, IN The new Hums Elementary School in Mishawaka, Indiana, is a roughly $41 million construction project replacing the existing 1970s-era facility. Work will involve building a new, modern school adjacent to the current structure, allowing classes to continue during construction before the old building is demolished. The project includes site grading and drainage improvements, new utility infrastructure, and the installation of secure entry points and zoned classroom layouts. The project included a 110,000 SF police station and 500-600 car garage dedicated to city staff, police vehicles (including Sally port), and the public. With a continued focus on public spaces that serve the community, the site has a green space between the parking garage and safety building for events, meetings, and public gatherings. The new building provides the police with new technologies which will allow them to have more time for community involvement and policing. CJC Parking Garages Indy Penn Center, LLC | Indianapolis, IN This new 15-story hotel will be 208,000 sf with 316 hotel rooms and is located in the heart of downtown Indianapolis at Pennsylvania and Georgia Streets. Marion County Forensics and Coroner’s Office City of Indianapolis | Indianapolis, IN Complete new construction of 80,000 SF Forensics and Coroner’s office building located on the Marion County Community Justice campus. Marion County Community Justice Center Courthouse City of Indianapolis | Indianapolis, IN Indianapolis’ new Community Justice Campus is a 140 acre, $575 million project designed for reform and treatment to the City’s justice programs. Facilities included a 3,000-bed jail, a 5-level courthouse, a 3-level sheriff’s office, and an assessment and intervention center. Wilhelm was the Design-Build construction lead for the Civil and Criminal Courthouse, and completed tradework on the jail facilities and assessment and intervention center. IU Health Indiana University Health | Indianapolis, IN Fourteen-phase renovation project that included a Bone Marrow Transplant suite, Chemotherapy Pharmacy, and ERCP suite that occupies approximately 25,000 SF of space. Renovations were all completed in a fully occupied facility, incorporating numerous communications with various levels of the organization. 3. TIMING OF GMP Our team believes the proper timing to establish the GMP is best determined by the needs and constraints of the project itself. GMP considerations must meet the client's needs and requirements based on the project funding structure. Effective timing also requires design team comfort and agreement with the phased completion of the project design and the construction document delivery dates. The owner’s and designers’ needs, coupled with the Construction Manager- as-Constructor’s (CMc’s) confidence in budget estimates creates a natural window of opportunity for finalizing a GMP. Successful project outcomes stem from teamwork and consensus. Our project leaders engage the team to establish a collective GMP decision. CONTINGENCIES During project development, the team assigns contingencies to the budget based on the level of design. The contingency for design development is typically reduced to 5% as the systems have been selected, finishes identified, and draft specifications provided. During the procurement phase our team conducts extensive scope reviews with potential subcontractors to eliminate scope gaps and estimate/budget unknowns. Following procurement, the construction contingency is typically reduced to 3% and the contract is amended to a Guaranteed Maximum Price. Allowances are developed for materials, equipment, and other items not specified at the time of the GMP development. PROOF IS IN THE RESULTS Projects are tracked through Viewpoint (a comprehensive financial management software system) with complete transparency provided to the client and project stakeholders. Projects each have a separate job number, cost reports, labor reports, schedules, etc. Internal GMP amounts within the contract roll up into a single GMP. Interval reports showing combined and separate accounting as warranted with on- demand access available as requested. For auditing and general review purposes, the client will always have remote access to the cost reports. Methods for establishing the GMP, however, as noted in our opening statement, we fully understand each design and schedule progresses differently and that project outcomes are best served by flexibility and teamwork. PROJECT SCHEDULE As your preconstruction partner, Wilhelm will ensure the project is delivered in a safe and quality manner with the appropriate communications and documentation throughout the construction process. DESIGN INTEGRATION Revit is an industry-leading application including features for both design and construction coordination and integrates well with the project team. Depending on the design software strategy, we will operate within Revit or AutoCAD as applicable to the effort. Navisworks is our application used to integrate and analyze models and is heavily used during Building Information Modeling (BIM) Clash Detection and Coordination efforts. This tool helps project teams coordinate, communicate and resolve conflicts. PROJECT MANAGEMENT Primavera P6 is used to plan and schedule the project as well as monitor productivity of our self-perform and subcontracted work. P6 as a software is only as good as the Team’s ability to communicate and functionally execute the schedule. Procore drastically increases project efficiency and accountability by streamlining and mobilizing project communications and documentation. Real time data and accessibility minimize costly risks and delays. Desktop, web and mobile options allow teams to access critical data at any time. Bluebeam provides solutions for instantaneous and paperless workflow and is used by the project team for communication, transmittals, RFIs, etc. BUDGET AND COST MANAGEMENT Viewpoint Project Management software will be used by the project team to create and administer subcontracts and purchase orders.
