JOSEPH COUNTY <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: February 27, 2026 <br />Application Number: 2025-0310 <br />Property Location: 414 North William Street <br />Architectural Style/Date/Architect or Builder: Gable Front / <br />1884 / <br />Property Owner: Career Academy of South Bend Inc <br />Landmark or District Designation: Chapin Park LHD, Ord. <br />#9575-05; Chapin Park Register Historic District NR-0407 <br />Rating: Non Contributing <br />DESCRIPTION OF STRUCTURE/SITE: This is a 2 story rectangular plan gable front house on brick foun- <br />dation with 1/1 double hung wood windows with wood storm windows. House has wood clapboard siding covered <br />with aluminum and limestone on the front facade. The house has half round gutters. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Demolish the house, clear lot and create green space. <br />STANDARDS AND GUIDELINES: <br />Demolition: Page 38. <br />SITE V ISIT R EPORT: Historic Preservation Administrator and Specialist Ross Van Overberghe and Kate <br />Himick inspected the windows siding, foundation and roof from the exterior on March 27, 2025. All visible ele- <br />ments accessible from the ground are in good condition. Siding shows peeled paint but little rot. Localized areas <br />around disconnected gutters. Foundation is brick and does not show any signs of cracking or shifting. Normal <br />expected wear of mortar shows and minimal pointing is required from the exterior. <br />The interior is full of trash. The floor is not visible except at the rear entry door. All other doors are blocked by de- <br />bris. All internal woodwork, trim casing, doors and windows and several built in cabinets are original and in good <br />condition. The floors are of unknown condition at this time. There were no signs of water damage of leaking from <br />the roof, no visible plaster damage to the ceilings. Minimal removal of wall plaster in several areas. <br />Basement was not accessible, condition of the foundation from the interior is unknown. The attic was not accessi- <br />ble, condition of the roof structure is unknown. <br />STAFF R ECOMMENDATION: The house is rated non-contributing, no interest in restoration has been shown <br />by any persons, the cost of relocation and rehabilitation is prohibitive and a “very poor” assessment from a struc- <br />tural engineer has been submitted by the owner.
