Such <br /> an agreement sets the amount and schedule of each payment,which the City must deposit into an <br /> affordable housing fund and is used to directly support the development,preservation, or <br /> accessibility of affordable housing within the community. Bill No. 11-26 provides the necessary <br /> authorization for a PILOT for Heritage Trails,a new affordable housing development located on <br /> W. Chippewa Avenue,just west of Main Street and to be owned by Heritage Trails South Bend, <br /> LP. The Department of Community Investment plans on March 23 to present to the Common <br /> Council for its consideration a resolution that would create the new affordable housing fund. <br /> Heritage Trails is a planned 180-unit affordable housing development by developer Birge& <br /> Held, an Indianapolis-based company specializing in multi-family developments.
