ORDINANCE NO. AN ORDINANCE APPROPRIATING $5,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE REHABILITATION OF THE NORTHEAST NEIGHBORHOOD CENTER, TO BE ADMINISTERED BY THE DIVISION OF COMMUNITY DEVELOPMENT AND BUREAU OF HOUSING. STATEMENT OF PURPOSE AND INTENT: The City's neighborhood preservation program is based on a variety of activities including housing rehabilitation, public works, park improvements, and social service projects. To improve the delivery of community development and non - community development funded social services, which support the housing and physical improvement projects, the City has allocated community development funds for the rehabilitation, redesign, and improvement of selected neighborhood centers serving the neighborhood strategy areas. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $5,000.00 is hereby appropriated for the program year starting July 7, 1978, from the City of South Bend's Community Development Block Grant Fund (Program Year 1978). The appropriation shall be used as approved by the United States Department of Housing and Urban Development, under Title Twenty -Four (24), of the Code of Federal Regulations,Part Five Hundred and Seventy (570) for the Community Development Program Year 1978. This appropriation shall be administered by the Division of Community Development and the Bureau of Housing as set forth below: PROGRAM CD- 77 -608s COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Rehabilitation of the Northeast $ 5,000.00 Neighborhood Center SECTION II. As you know, on August 8, 1977 the Common Council passed an ordinance appropriating $20,000.00 of 1977 CD monies to rehabilitate the Northeast Neighborhood Center. When the project was completed, I received many comments of appreciation from residents in the neighborhood and citizens who use the facility. However, recently it has been brought to our attention that the slate roof has developed some leakage which is causing interior damage to the structure. Since we have already expended $20,000 in rehabilitation to the structure, none of which was for roofing, we certainly do not want to jeopardize those previous improvements nor allow serious roof deteriora- tion to occur. A professional roofing expert, specializing in slate and tile repairs, inspected the roof of the Northeast Center. He has assured us that once these repairs are made, the roof should be in satisfactory condition for approximately twenty to thirty years provided it is maintained properly.
