AN ORDINANCE APPROPRIATING $200,000.00 FROM THE
LOCAL ROAD AND STREET FUND TO PROJECT R & S 53
(REVISED) SAMPLE STREET, OLIVE TO CHAPIN, WITHIN
THE LOCAL ROAD AND STREET FUND.
STATEMENT OF PURPOSE AND INTENT:
In order to bring Sample Street, from Olive to Chapin up to the
standards necessary to meet existing traffic needs, certain improvements
have been proposed.
Additional funds are now needed to pay the cost of Right -Of -Way
and construction of these improvements. These funds are available from
the Local Road and Street Fund for these purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA:
SECTION I: The following sums of money are hereby appropriated
and ordered to be set apart out of the Local Road and Street Fund for the
project in the amounts set forth below:

I am submitting for your review and approval ordinances which will allow
the City to pursue improvements on the following seven projects:

For your information, I have prepared a brief description of the improve-
ment proposed for each project. In the case of R &S 53 (revised), R &S 60
and R &S 61, previous appropriations and project progress are noted. For
those projects which have or will utilize the services of a consultant,
said firm is identified. Please note that nearly all figures quoted here-
in reflect estimates of costs.
R & S 53 - Sample Street, Olive to Chapin $ 200,000 00
Design by Murphy Engineering, Inc.
Design has been completed and has been submitted to the State Highway Com-
mission for their review and approval. The State must hold public hearings
on the Environmental Impact and Design of the project. Once held and if
approved, the City will then be allowed to pursue the necessary right -of-
way purchases. The attached appropriation reflects the estimate of the

R & S 53 - Sample Street, Olive to Chapin (continued)
Acquisition costs, namely $200,000.00. Construction funds reflecting the
City's 30% match to programmed Federal Funds will be appropriated at a
later date, once right -of -way acquisition has been initiated.
R & S 60 - Orange /Colfax Connector $ _3051000.00

An additional sum of $13,000.00 is required to pay the cost of the revisions
to the plans and environmental reports which resulted from the utilization
of the recently acquired South Shore right -of -way which lies between Colfax
Street and LaPorte Avenue.
An additional sum of $12,000.00 is required to address the cost of final
right -of -way acquisition.
The City's 30% of the construction costs shall be addressed by the balance
of the requested appropriation, namely $280,000.00 - plus the previously
appropriated $200,000.00 in C.D. Funds.
R & S 61 - Michigan Street /Main Street Connector 200,000 00

Engineering plans are completed and presently under review by the State
Highway. An additional amount of $70,152.00 is estimated to be required
to complete the necessary right -of -way acquisition.
An additional amount of $129,848.00 is estimated to be required to address
the cost of construction. Construction will commence immediately upon
completion of right -of -way acquisition.
R & S 7903 - Ireland Road, Fellows to U.S. 31 83,500.00
To be designed by K.Kaser Associates
In order to relieve an extremely conjested traffic problem along Ireland
Road which has resulted from the recent development of numerous retail and
commercial facilities, it is proposed that this section of Ireland Road be
widened to five (5) lanes. All related fees are included in the $83,500.00
estimate.
R & S 7904 - Ironwood to Pleasant 106,600.00
To be designed by City Engineering Dep t.
The present intersection at Ironwood and Pleasant is not of sufficient
capacity to address current traffic demands. Recently approved commercial
developments at this location, plus the additional traffic to be detoured
to Ironwood Road during the reconstruction of the Twyckenham Bridge will
serve to further aggravate this situation. Widening and improved channeli-
zation,together with new traffic signals are proposed with this $106,600.00
request.

R & S 7905 - Lincoln Way East and Twyckenham Drive $ 110,000 00
To be designed by Clyde E. Williams & Assoc,
The present intersection at Lincoln Way East and Twyckenham Drive is presently
not of sufficient capacity to address current traffic demands. Approval of
this request will allow the City to pursue the improvement of this intersec-
tion via widening, channelization and signalization, in conjunction with the
County's Projects. This $110,000 reflects the estimated cost of engineer-
ing and 30% of the estimated cost of construction.
R & S 7906 - Miami Street Viaduct Lowerinq 220,000 00
To be designed by Lawson - Fisher Associates
The present viaduct on Miami Street is severely restricted with respect to
clearance height. This restriction limits the usage of Miami Street by
trucks and related vehicles. The demand for additional clearance will be
even greater during the closing of Twyckenham Drive for the bridge reconstruct-
ion. Improvements similar to those completed in 1973 on the Main Street
viaduct between South Street and Bronson Street are anticipated. The estimate
for the cost of engineering and construction is $220,000.00.
