Jr Blvd, South Bend, IN 46601 Open Door Notice: This meeting is noticed pursuant to Indiana’s Open Door Law. Portions of the meeting may enter executive session as permitted by law, with any votes occurring only in public session. 1. CALL TO ORDER  Welcome and Opening Remarks by Chair  Roll Call / Verification of Quorum 2. Approval of Agenda and Minutes  Review and approval of CPRB Previous Meeting Minutes o Please sign the meeting minutes and submit them to Director King.  Approval of the January 15th Agenda. 3. Public Comment (if applicable) (3 Minutes Per Speaker) Guidelines:  Must sign up before the meeting begins Comments limited to CPRB business and community oversight topics, one hour in total for public comments. 4. Director’s Report o We ended 2025 with 20 civilian complaints, and we forwarded 8 to the SBPD. o We will continue to review the remaining cases from 2025 and continue to intake new cases. o Training: I attended the NACOLE Conference, the National Association for Civilian Oversight of Law Enforcement Conference. I received in-depth training and national insight into oversight models, investigative procedures, and policy improvement. The experience positions our board to continue to grow in professionalism and effectiveness. 5. OLD BUSINESS 5.1 Case No. CPRB 2025.011 – Alleged Use of Force (Juvenile)  Summary of prior actions and discussion.  Board deliberation and vote to agree or disagree with SBPD’s finding of exoneration (if not previously concluded).  Directions to the Director and Counsel regarding next steps, depending on the vote. 5.2 Policy Recommendation Discussion – Juvenile Interactions & De-escalation  Consideration of policy recommendations to the SBPD and the Common Council regarding: o Age-specific de-escalation training.  Possible motion to adopt and transmit written recommendations. 5.3 Conflict of Interest (COI) Materials – Board Discussion  Review of the previously distributed COI packet.  Discussion of: o Recusal standards and procedures. o Required disclosures and annual statements.  Possible motion to adopt or request drafting of a CPRB COI policy. 6. NEW BUSINESS 6.1 2026 Budget Planning Timeline & Process  Discussion of the Board’s role in budget recommendations under the ordinance.  Establishment of: o Target date (June–July 2026) for initial 2027 budget work session. o Process for Board input on staffing (investigator, administrative support) and operations.  Possible motion to schedule a future budget workshop and direct the Director to prepare a draft budget proposal. 6.2 Potential Board Policy Recommendations o Draft recommendations: Juvenile de-escalation & use-of-force considerations. o Possible motion to transmit recommendations to SBPD leadership & Common Council. 7. 2026 Community Outreach Plan  Discussion of: o Discuss a quarterly CPRB-involved outreach plan. o Work with the Director to coordinate dates, materials, and city translation resources. 7.1 Board Member Training & Development  NACOLE conference debriefs from the Director.  Identification of training priorities for Board members (civilian oversight, implicit bias, trauma-informed approaches, use-of-force standards, etc.). 8. Executive Session (If Needed)  Purpose (if convened): Confidential matters as permitted under Indiana Code (e.g., disciplinary proceedings or records exempt from disclosure).  Note: No votes in executive session; any action occurs only after returning to public session. 9. In accordance with the established ordinance, the required public meetings are as follows: 1) March 19, 2026 2) June 18, 2026 3) September 17, 2026 4) November 19, 2026 The additional dates held are for special meetings, training sessions, and executive sessions as needed.  This meeting is convened in accordance with the Indiana Open Door Law.  Individuals requiring accommodation for participation should contact the CPRB Office in advance.
