AN ORDINANCE FIXING MAXIMUM SALARIES AND
WAGES OF APPOINTED OFFICERS AND EMPLOYEES
OF THE BUREAU OF EMPLOYMENT AND TRAINING
OF THE CITY OF SOUTH BEND FOR THE FISCAL
YEAR 1980.
STATEMENT OF PURPOSE AND INTENT
The City of South Bend Bureau of Employment and
Training is required under terms of the grant agreement with
the U. S. Department of Labor /Employment and Training Admini-
stration to establish a merit based personnel system, including
a merit based compensation plan. This Salary Ordinance is
introduced in order to provide merit compensation to Bureau
employees in consideration of length of service and productivity.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. Appointed Officers and Employees of the
Bureau of Employment and Training shall be compensated during
Fiscal Year 1980 (October 1, 1979 - September 30, 1980) based
on the accompanying salary schedule (Appendix I). Each such
Officer and Employee shall receive in compensation during said
Fiscal Year no more than the rate specified in the length of
service category presently occupied.
SECTION II. This ordinance shall be in full force
and effect from and after its passage by the Common Council and
approval by the Mayor.

Attached hereto please find the proposed salary ordinance
for the CETA Program for fiscal year 1980. Each position is
receiving an approximate 5.4% increase above the 1979 rate.
Please be advised that, pursuant to the merit recommendations
made by the U.S. Office of Personnel Management (formerly the
U.S. Civil Service Commission), pay grades have been established
which are linked to position descriptions and job classifications.
Pay grades have been designated for the various positions to
provide the director with the flexibility to follow the merit
guidelines and to take into account both length of service and
productivity.
