AN ORDINANCE APPROPRIATING $3,681,617.00 FROM
THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR
THE PURPOSE OF DEFRAYING THE EXPENSES OF THE
DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY
OF SOUTH BEND, INDIANA, AND DESIGNATED SUBGRANTEE
AGENCIES, FOR THE PROGRAM YEAR BEGINNING JULY 7,
1979 AND ENDING JULY 6., 1980, TO BE ADMINISTERED
THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend, in partnership
with the City's private sector and residents, is committed to the
goal of improving the "quality of life" in the City, its neighbor-
hoods, and for its residents. As part of this commitment to a com-
prehensive community development and improvement program, the City
of South Bend through its Division of Community Development has
applied for and received the approval fo the United Stated Depart-
ment of Housing and Urban Development to expend $3,6812617.00 in
the execution of certain housing rehab assis.tance, code enforce
ment /demolition, public works, parks /open space /recreational
facility improvement, public service, economic development, and
general administration, planning /program development activities.
In order to implement the aforementioned activities, funds are required.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana, as follows:
SECTION I. The sum of $3,681,617.00 is hereby appropriated for
the program year starting July 7, 1979, from the City of South Bend's
Community Development Block Grant Fund (Program Year 1979). The appropria-
tion shall be used as approved by the United States Department of Housing
and Urban Development, under Title Twenty -Four (24), of the Code of Federal
Regulations, Part Five Hundred and Seventy (570) for the Community Develop-
ment Program Year 1979. This Appropriation shall be administered by the
Division of Community Development and its designated subgrantees, and will
be distributed as set forth below:

SECTION II. No costs will be incurred or funds expended for any of
the activities addressed in this ordinance prior to completion and subsequent
certification of the Environmental Review Process specified in Sections 58.16,
58.17, and 58.30 of the Environmental Review Procedures for the Community
Development Block Grant Program and an official release of funds received from
the United States Department of Housing and Urban Development.
SECTION III. This Ordinance Shall be in full force and effect from
and after its passage by the Common Council and approval by the Mayor.

SUBJECT: 1979 CDBG Appropriation Ordinance 01
DATE : July 3, 1979
The Division of Community Development is submitting for your
consideration, an appropriation bill totalling $3,681,617.00 to be
used for twenty -eight (28) activities as approved by the United States
Department of Housing-and Urban Development for the City of South Bend's
1979 Community Development Program.
Pursuant to our discussion at the July 2, 1979 caucus meeting
noting that the Division of Community Development planned to submit an
omnibus ordinance, I would like to reiterate several important points.
First of all, for descriptions of activities included in the
ordinance, please reference the Executive Summary: Community Development
Block Grant Application 1979 -1981, pages 60 -79 This particular document
was distributed to all Common Council Members on January 9, 1979. In
addition, a complete 1979 Community Development Block Grant Application
was supplied to all Common Council Members on April 6, 1979, which also
includes capsule descriptions of project activities in the section
labeled, "One Year Project Summary ".
Secondly, the thirteen page handout provided at the July 2, 1979,
Council Caucus, should provide clarification on all budget figures, par-
ticularly administrative costs. However, should you have additional
questions, I would be most happy to assist.
