AN ORDINANCE AMENDING CHAPTER 6, ARTICLE 4,
SECTION 6 -10, OF THE MUNICIPAL CODE OF THE
CITY OF SOUTH BEND, INDIANA, BY REVISING THE
SCHEDULE OF PLUMBING PERMIT FEES, BY REQUIR-
ING THE REGISTRATION OF PLUMBERS AND WATER
SOFTENER DEALERS AS A CONDITION TO THE ISSUANCE
OF A PLUMBING PERMIT, AND BY ESTABLISHING A
PENALTY FOR THE VIOLATION THEREOF.
STATEMENT OF PURPOSE AND INTENT
The Common Council of the City of South Bend recognizes a muni-
cipal interest in the quality and character of plumbing work to pro-
tect the public health and safety of its citizens. The purpose and
intent of this Ordinance is to revise the present schedule of fees by
both expanding the categories for which a fee is required and revising
the fee schedule to reflect a more appropriate fee for each permit.
The purpose and intent of this Ordinance is also to require the regu-
lation of all persons performing plumbing services within the City of
South Bend including plumbing contractors and water softener dealers
as an effective aid to the Building Commissioner in inspection and
enforcement of the Building Code requirements for plumbing work.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
Of South Bend, Indiana, as follows:
SECTION I. Chapter 6, Article 4, Section 6 -10 of the Municipal
Code of the City of South Bend, Indiana is amended by deleting Section
6 -10 in its entirety and substituting a new Section 6 -10(a) as follows:

(a) Schedule of Permit Fees.
The schedule of permit fees provided under section 20.7 is here-
by deleted in its entirety and a new schedule is adopted in lieu there-
of as follows:

Each plumbing fixture of trap or set of fixtures on
one trap - including water, drainage piping and back -
flow protection therefore 2.00

SECTION II. Chapter 6, Article 4 of the Municipal Code of the
City of South Bend, Indiana is amended by adding a new Section 6 -10(b)
as follows:
(b) Registration of Plumbers and Water Softener Dealers;
Penalty.
(1) All persons performing plumbing services within the City
shall register with the Bureau of Buildings and Permits provided how-
ever that re istration shall not be re uired of a erfrming
plumbing services in a uilding or premise in whichphe /shepresides.
(2) For purposes of this section, "plumbing services" shall
mean those services for which a plum in ermit is required as set
forth in the Uniform Plumbin Code (1976) Part 1 Section 20. (a)
which hereby is amended to read as follows:

20.4(a) It shall be unlawful for any person to
install, remove, alter, repair or replace or
cause to be installed, removed, altered,
repaired or replaced any plumbing, gas or
drainage piping work, or any fixture or
water heating or treating equipment or any
water softening or conditioning equipment
and apparatus in a building or premises
without first obtaining a permit to do such
work from the Administrative Authority.

(4) If a person performing plumbing services within the City
fails to register with the Bureau of Buildings and Permits as required
by this- section the Building Commissioner or his assistants may

SECTION III. This Ordinance shall be in full force and effect
