There was a quorum present. L ROLL CALL Members Present: Ms. Carolyn V. APPROVAL OF MINUTES a. Approval of the minutes of the Rescheduled Regular Meeting of August 29, 2006 • Upon a motion by Carolyn Pfotenhauer, seconded by Jose Alvarez, and unanimously carried, the Authority approved the Minutes of the Rescheduled Regular Meeting of August 29, 2006. 3. NEW BUSINESS a. Authority approval requested for Expansion Term Sheet for Gameday Centers project. Ms. Laurent noted that the Gameday project is an exciting project for downtown South Bend. It is continuing to exceed our expectations on all fronts. The owners have now proposed an expansion to the project which will increase the size of the footprint and add an additional two floors to the building. The project as proposed would take 5 feet from the alley called DeRue Ct., take about 22 feet from the Hall of Fame parking lot to its north, and take the Washington St. turn lane from St. Joseph Street to use for on-street parking. Since the Redevelopment Authority owns the College Football Hall of Fame, the proposed expansion must be approved by the Redevelopment Authority. Ms. Pfotenhauer asked about the access needed for other businesses through DeRue Ct. Ms. Laurent responded that the entrance to the Gameday parking garage will be off of DeRue Ct. DeRue Ct. currently has a parking lane ten to twelve feet wide. Only five feet of that will be taken for the Gameday footprint. The remaining DeRue Ct. will be wider for driving. It will be one-way to the south, such that one would enter off of St. Joseph . St. between the Hall of Fame and Gameday and turn south at DeRue Ct. for deliveries The South Bend Redevelopment Authority August 29, 2006 Meeting Minutes and entry to the parking garage. Ms. Photenhauer asked about the loss of parking to the Hall of Fame. Ms. Laurent showed a drawing of the proposed plaza connecting the Hall of Fame with the Gameday project. Gameday will provide twelve spaces of free parking for seven years to Hall of Fame customers.. Thirty-six validations will also be available for the Hall of Fame's use. Also, there will be some on-street parking available on St. Joseph St. which can be used for Hall of Fame visitors. Ms. Greene noted that the way this works to the benefit of the Hall of Fame is that instead of the area serving just parking, which does nothing to bring traffic into the Hall, now there will be a project that brings visitors right to the door of the Hall. It allows for joint event planning for game weekends. Ms. Pfotenhauer asked about the first floor use---will it be retail? Ms. Laurent responded that the first floor will be retail, including a big restaurant. Gameday's goal is for the restaurant to be fun, high quality, somewhat pricey but not extravagant. Mr. Alvarez asked how may total parking spaces will be available in the garage. Ms. Laurent responded 404 spaces. . Mr. Alvarez asked about the seven-year limitation on the spaces. Mr. Inks responded that after seven years the Hall of Fame would need to renegotiate for any spaces it wished to maintain. Ms. Greene noted that the magnitude of this project and its impact on the downtown and Hall of Fame warrants the short term commitment. The downtown will change dramatically and the dynamics will be different. There could be another garage built by the time the parking agreement expires. Ms. Pfotenhauer asked what the components of the project are now. Ms. Laurent responded that there will be two floors of retail, six levels of parking and seven floors of condos. The developer wants to build condos. Gameday is only building the parking garage because we said they have to if they want to build in downtown South Bend. They are partnering with us on the public component, the 125 spaces we've requested. They don't have any more detail to offer about how it will work at this time. We have required that the parking spaces for the condo owners must be made available to the public when they are. not being used by their owners. The 125 public spaces will be available for the rate established by the Council for other city garages. The rate Gameday charges for use of the Gameday spaces will be set by Gameday and will be market-driven. Mr. Alvarez asked why the request for the agreement is addressed to the Redevelopment Commission only. Ms. Laurent responded that the development agreement is between the Commission and Gameday. The Commission sold the land for the original project. Ms. Greene outlined the terms in the Expansion Term Sheet that pertain to the Redevelopment Authority. Gameday will be required to indemnify the Hall of Fame and the Redevelopment Authority for any damage arising out of construction. The Authority will be asked later to approve either an ingress/egress easement or an access easement to allow Gameday access to the plaza area. To the extent that it involves giving up the twelve parking spaces, this lays out that idea of swapping and validating spaces in the parking garage. Mr. Alvarez asked if this project is generating excitement for other development in the downtown. Ms. Laurent said that it is. It has proved that there is a market for this type of development. Other developers are considering converting their buildings to condominiums, particularly the Colfax Place building. Ms. Pfotenhauer asked about the price of the Gameday condos. Ms. Laurent responded that the prices are $180,000 to $800,000. Upon a motion by Mr. Alvarez, seconded by Ms. Pfotenhauer and unanimously carried, the Authority approved the Expansion Term Sheet for the Gameday Centers project. 4.
