AN ORDINANCE APPROVING MONEYS FOR THE PURPOSE OF DEFRAYING THE CETA TITLE IV SUMMER YOUTH EMPLOY - MENT PROGRAM EXPENSES OF THE BUREAU OF EMPLOY - MENT AND TRAINING FOR THE FISCAL PERIOD BEGINNING JANUARY 1, 1979, AND ENDING SEPTEMBER 30, 1979, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. STATEMENT OF PURPOSE AND INTENT The City of South Bend Bureau of Employment and Training is the recipient of funds allocated in accord with the Comprehensive Employment and Training Act (CETA). These funds are allocated for the specific purpose of training and employing the unemployed and economically disadvantaged of the Community. This ordinance is introduced in order to specify the line item expenditure of funds allocated for the CETA Title IV Program. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. For the expenses of the Bureau of Employment and Training for the Fiscal Period ending September 30, 1979, the following sums of money are hereby approved and ordered set apart out of the funds hereinafter.named, and for the purposes herein- after specified, subject to the laws governing the same. The sum herein approved shall be deemed to include all expenditures authorized to be made in said year, unless otherwise expressed stipulated or provided by law. SECTION II. Kelzenberg Executive Director - C A SUBJECT: Proposed CETA Title III Summer Budget for 1979 I am submitting for your consideration the proposed CETA Title IV Budget for the Summer Youth Employment Program (SYEP) for 1979. This Budget assumes total available funds of $695,658, including a carry -in from Summer 1978 of $14,585. I apologize for this late submission. Unfortunately, final allocation figures relating to the program were only recently made available. You will note that I have attempted to clarify the Budget by specifying Central Administrative Costs and specific Subgrant Costs. The amount reserved for the Administrative Pool will be utilized to affect a part of general Bureau Costs, as well as any specific Summer Program Costs. The detailed Administrative Budget was presented last fall in connection with the other CETA Title Budgets. If desired, I will be happy to supply further detail. There are seven (7) Subgrant Agencies participating in the Summer Program, the Youth Services Bureau, Urban League, YMCA, YWCA, Hansel Center, the School Corporation, and the Chamber of Commerce. For the most part, Subgrant Costs relate to Supervisory staff who work directly with the participating youth. I am resubmitting in shortened form Attachments I and II. The first shows the total estimated available funds from each CETA Title and the amount of Administrative Costs To: Common Council contributed to the Pool by each Title. I should emphasize that each Title has its own limitations relative to the amount that may be contributed to the Administrative Pool. Attachment II shows the allocation of administrative funds to account categories within the Bureau. We have found it necessary to increase certain line items in order to meet obligations.
