the recipient from the responsibility of complying with the requirements
of the zoning ordinances, building codes, safety codes, ADA or other
requirements of the City of South Bend, the County of St. Joseph, the
State of Indiana, or the United States Federal Government.
This certificate is good for one year from the date of issuance and
is effective from the date entered herein. Plans are on file and open for
public inspection at the office of the Historic Preservation Commission of

Important Information Regarding this Request
REQUIRED DOCUMENTATION AND SITE PLANS
The Historic Preservation Commission of South Bend and St. Joseph County cannot process an Application
without required documentation. Comprehensive documentation provides a complete understanding of the
project. Problems often occur during a project review or during the execution of the project when the
property owner, staff or commissioners are unclear as to project specifics. Applications will NOT be
processed without required documentation.
Photographs may be submitted in digital format or in photographic print. When a project involves
blueprints and/or site plans, one (1) set shall be submitted with the Application. Any documentation
submitted to this office cannot be returned to the applicant.
APPLICATION FEE
The application processing fee for any Application for a Certificate Of Appropriateness is $20
Payment must accompany the application at the time of submission. For an electronically submitted
application, payment must reach the HPC office within 48 hours following transmission. Payment can be
made by credit card by contacting
Business License Administrator Michelle Adams at (574) 235-5912; by cash in person in the Department of
Community Investment on the 14th floor of the County City Building; or by check made out to City of
South Bend. Applications will NOT be processed without the required fee.
MEETING ATTENDANCE
When an Application has been scheduled for any meeting, the owner, architect or contractor(s) retained for
the project shall attend the meeting where their project will be reviewed and a decision rendered. Failure by
the owner, architect, or contractor to attend such meetings may result in denial of the Application due to
insufficient representation.
CERTIFICATE ISSUANCE
Certificates of Appropriateness will be filed with the Building Department of South Bend and St. Joseph
County. A copy of the Certificate will be emailed directly to the owner and/or contractor(s) listed on the
application.
INSPECTION AUTHORITY
All projects will be inspected during and following execution for compliance with the decision(s) rendered
by the Historic Preservation Commission of South Bend and St. Joseph County.

Owner acknowledges that while the Historic Preservation Commission only considers Certificates of
Appropriateness for exterior features, under certain circumstances it may be necessary for the Commission
Staff to have access to the interior of the building in order to accurately assess the condition of the exterior
feature and that the lack of access to the interior may prevent the Commission Staff from making a
favorable recommendation.
Any work performed on a historic landmark or in an historic district which does not conform to the
Certificate of Appropriateness certificate shall be immediately halted by the Historic Preservation
Commission and the Building Department of South Bend and St. Joseph County. Fines may be levied for
projects not in compliance.

Description of work
After a vehicle has made impact with corner of front porch in 2024, Mr. Handyman team propose to
temporarily support roof system and remove and replace foundation and decking on front porch. New
porch planned to have 3 footer load points and post/joist system and pressure treated decking.
Because the impact happened on NW side of the porch, plan is to replace the corner footer and the
support near steps.
Structural repairs from stairs to E side of porch are not anticipated and block foundation is not planned to
be reworked.
Intention is to replace the shell/structure issues, support porch and roof with footers, rather than cinder
block walls, and replace decking with pressure treated 5/4 boards. Soffit, and painting are not planned to
be reworked. Before the impact, there were rails on low pitched porch roof. After the impact, the rails were
knocked loose and were hanging, so homeowner removed them. There are soft spots around the the
perimeter of the roof where the rail posts were previously installed. Additional pricing offered to replace
the damaged roof decking and then replace the rolled roofing on porch roof.

Description of work

Mr. Handyman works on a project basis, the actual final price could be more or less than the price estimated depending
on the unique characteristics of your project(s). Estimates are not a contract or guaranteed price. This estimate is
based on the information gathered and is subject to changes. Estimate of work is based on what can be reasonably
viewed from consultation. Unforeseen issues may arise during the completion of work. If an issue should arise Mr.
Handyman will inform the customer of the issue and possible solutions. Mr. Handyman is not responsible for any
underlying structural/ mechanical issues that may be uncovered as we work through the project. Any additional work or
change orders will be discussed with the homeowner and reviewed for approval of cost. If Mr. Handyman encounters
hazardous materials not identified in this Agreement, or materials that are reasonably believed be too hazardous like
lead paint, asbestos or biohazard materials. Mr. Handyman will review options and pricing with homeowner before
moving forward with project.

Mr. Handyman and HM Remodeling Service Technicians are covered by General Liability, Workers Compensation and are fully

Your technician will supply you with an estimate to complete your projects. Your estimate is based off our company’s price book
using National Labor Standards.
Estimate of work is based on what can be reasonably viewed from consultation. Unforeseen issues may arise during the completion
of work. If an issue should arise Mr. Handyman will inform the client of the issue and possible solutions. Mr. Handyman and HM
Remodeling is not responsible for any underlying structural/ mechanical issues that may be uncovered as we work through the
project. Any additional work or change orders will be discussed with homeowner and review additional charges for approval. Mr.
Handyman and HM Remodeling offers a one year warranty on labor, unless otherwise specified on the invoice.
Client agrees that Mr. Handyman and HM Remodeling can take before and after pictures of work for documentation and display on
social media without customer's name.
Client agrees to pay the agreed upon rate immediately following the completion of the service for each day.
All payments are due at the end of each day unless other arrangements have been made prior to starting the job. If all payments are
not made upon completion of the job and payment is not tendered within 30 days, interest will accrue at the rate of 9% per month
from the date work was completed. If legal action needs to be pursued for the process of collection, the client agrees to pay all costs
and expense of collection, including reasonable attorney fees. Client agrees to pay a fee of $35.00 for any returned check.
Client acknowledges that all technicians are employees of Mr. Handyman and HM Remodeling and will not solicit or attempt to solicit
any employee of Mr. Handyman or HM Remodeling. In the event the client chooses to schedule additional service, all scheduling
takes place through the office.
Mr. Handyman and HM Remodeling is homeowner friendly, allowing our customers to purchase their own supplies and materials.
Upon customers request, Mr. Handyman or HM Remodeling will install homeowner supplied materials consistent with the
manufacturer’s guidelines. Materials, products, and/or supplies provided by the homeowner are not warranted by Mr. Handyman or
HM Remodeling. If the homeowner asks the Service Professional to proceed with installation against their professional judgement,
the installation is not warranted by Mr. Handyman or HM Remodeling. Unless otherwise specified, the cost of additional materials,
permits or fees, are the responsibility of the customer. Changes or repairs due to faulty or incorrect materials purchased by the
customer will result in additional charges.
Water Leak Disclaimer. While our work may resolve pre-existing water damage through a window, in some cases leaks may still
occur. We take great care to caulk and seal window frames to prevent water infiltration through or around the window unit. However,
water leaks may still be present due to some other cause. We shall not be responsible for investigating or resolving water leaks at
your premises.
Mr. Handyman and HM Remodeling will not be liable for any unknown, unforeseen, or pre-existing problems with the existing
plumbing or electrical systems. Any of these said issues that may arise, or are discovered, during the course of our work (that are not
described as being part of or specifically mentioned in the job scope above) which need to be addressed in order to proceed, will be
discussed and agreed upon before any repairs, replacement, or re-configurations of the system is completed. The client will be
notified of any such situations before any access openings are cut.
When water supply to an older home has been shut down for a period of time, it can cause the water supply lines to release rust and
scale debris into the water supply system when the system is re-pressurized. The potential severity of this is not something that can
be expected or anticipated. If fixtures become internally clogged with debris or will not properly shut off when the water supply
system is re-pressurized, Mr. Handyman or HM Remodeling will not accept liability for these repairs. During the water testing, if there
are any leaks or other problems with plumbing fixtures discovered, those issues will be brought to the attention of our site contact
and will result in additional charges to repair or replace.
We take great pride in your project and do our best to keep the job site clean. Some of the job types may produce more dust than
others. We apologize in advance for any inconvenience this may cause.
Client has read and accepts the work agreement and has discussed with the Mr. Handyman or HM Remodeling technician the work
to be completed and authorizes Mr. Handyman or HM Remodeling to begin work.
