ORDINANCE NO. ro29 AN ORDINANCE APPROPRIATING $100,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR A DEMONSTRATION BLOCK PROJECT, TO BE ADMINISTERED BY THE COMMUNITY DEVELOPMENT PROGRAM AND THE DEPARTMENT OF PUBLIC WORKS STATEMENT OF PURPOSE AND INTENT: A successful neighborhood and housing conservation strategy is based on creative, well planned, and implementable housing rehabilitation, public works, parks and social service programs. In order to improve the effectiveness and efficiency of the existing housing, public works, and social service programs, the Division of Community Development has develop - ed a "demonstration block project." The objective of this project is to im- prove overall community development program effectiveness and efficiency by: coordinating the preparation and implementation of separate activities; in- creasing the impact of separate and singular community development programs; concentrating various activities within a limited area; and, establishing a viable partnership between neighborhood groups, residents, and city govern- ment. In order to implement the demonstration block activity, funds are required. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $100,000.00 is hereby appropriated for the program year starting July 7, 1978, from the City of South Bend's Community Development Block Grant Fund (Program Year 1978). The appropria- tion shall be used within the boundaries of the Community Development "target areas" as approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), of the Code of Federal Regulations, Part Five Hundred and Seventy (570) for the Community Develop- ment Program Year 1978. The appropriation shall be administered by the Community Development Program and the Board of Public Works as set forth below: COMMUNITY DEVELOPMENT PROGRAM PROGRAM -CD-78 -602 PURPOSE AMOUNT Public Works Improvements $100,000.00 For the Demonstration Blocks SECTION II. HUNT, COMMUNITY DEVELOPMENT DIRECTOR 1978 CDBG APPROPRIATION "DEMONSTRATION BLOCK" PROJECT DATE: MAY 9, 1979 � • II II � o • �bb0O'aa • 1440 County -City Building South Bend, I ndiana 46601 219/284 -9335 The Community Development Program in conjunction with the Department of Public Works and Bureau of Housing has developed a "demonstration block" activity consisting of the coordinated delivery of housing rehab and public works services to two or three block frontage within the C.D. "target areas." As you know, three such demonstration block projects are currently underway in the Northeast, Northwest, and Southeast CD "target areas ". The attached $100,000.00 appropriation request will enable us to implement similar projects in the Far Southwest and Near Westside C.D. "target areas ". The objective of the demonstration block activity is to improve over- all community development program effectiveness and efficiency by coordinating the preparation and implementation of separate activities; increasing the impact of separate and singular community development programs; concentrating various activities within a limited area; and, establishing a viable partner- ship between neighborhood groups, residents, and city government. The attached appropriation ordinance for $100,000.00 will provide funds for a variety of public works site improvements including street repaving, street reconstruction or construction, curb and gutter reconstruction or con- struction, street lighting, tree planting, sidewalks, street fixtures, drainage, sewer, or water facilities on an as need basis. In addition, the Bureau of Housing and Community Development Program will attempt to bring existing housing programs together in a coordinated and concentrated manner through local homesteading, 312 loans, South Bend home improvement loans, grants, and code enforcement. A.-list of alternative sites has been compiled by the Community Development Program, Public Works and Bureau of Housing for the proposed demonstration projects in the Far Southwest and Near Westside C.D. "target areas." Additional input in the form of alternative sites or general areas has been supplied by various neighborhood groups. rn Y Members of the Common Council Page 2 May 9, 1979 The $100,000.00 requested will be used for the Public Work's site improvements.
