At its December 16, 2025 meeting, the Board of Public Works approved the
above referenced contract to ratify time and materials contract for Emergency
Installation of Fire Hydrants along Darden Rd. & Lexington Ave. in the amount of
$255,500.

Emergency Hydrant Installation
Description of Work
On October 17, 2025, the City requested an emergency quote from HRP Construction Co. and
Selge Construction Co. The project was awarded to the lowest responsible quoter, Selge
Construction Co. The project consist of the installation of a total of nine fire hydrants along
Darden Road and Lexington Avenue. All hydrants installed have been tested and are fully
operational. The total project cost is $255,500.00. An itemized invoice is provided below, along
with Selge Construction Co.’s original proposal.
Rationale
This project was considered an emergency due to the lack of access to adequate fire
suppression for residents caused by lack of proximity to fire hydrants as per the City
Construction Standards.

Selge Construction Co., Inc. is pleased to respond to the City of South Bend’s request for emergency
hydrant installation along Darden & Lexington Avenue. We understand the critical nature of this
infrastructure and are committed to delivering timely, high-quality service in accordance with the City’s
specifications.
Thank you for the opportunity to provide you with a proposal for installing nine (9) new City supplied
hydrants on Darden & Lexington Avenue in St. Joseph County, Indiana. This proposal is based on plans
and specifications supplied by the City of South Bend via email dated 10/17/2025. The cost for each
option is listed below:
Option #1 – Installation of nine (9) City supplied hydrants with asphalt restoration.
Lump Sum Total: $255,500.00
Option #2 – Installation of nine (9) City supplied hydrants with permanent dyed concrete
pavement restoration.
Lump Sum Total: $251,000.00
Option #3 – Installation of nine (9) City supplied hydrants with temporary dyed concrete
pavement restoration and permanent asphalt restoration by 5/29/26.
Lump Sum Total: $335,500.00
