Maradik, Vice President Joseph
Molnar, and Board Members Gary Gilot, Murray Miller, Breana Micou, and Board Attorney
Michael Schmidt present. The Board of Public Works Clerk, Hillary R. Horvath, presented
the Board with a proposed agenda of items presented by the public and by City Staff.
Board members discussed the following item(s) from the agenda.
AWARD QUOTATIONS AND APPROVE CONTRACTS
Mr. Gilot asked about item 4.A: The Monreaux with Miller’s Building supplies. He asked if
engineering was confident that this bid was going to meet the specs considering it was almost
half the other quote’s price. Attorney Schmidt stated the project engineer assured him this was
within the expectation of price range and does match specifications.
Project Completion Affidavit
Mr. Gilot asked if the punch list was complete for item 6.A: MLK Dream Center with C.H
Garmong & Son Inc. Director Eric Horvath stated there was an issue with the basketball
courts that would be redone in the Spring, and a pressure valve they needed to figure out
how to use correctly for water control in the building.
Mr. Murray asked about the MWBE goals for the project. Attorney Schmidt stated he
recalled the overall goals were in line with expectations, but he would double check with
the engineer for the project.
CHANGE ORDERS
Mr. Murray asked about item 5.A. Pinhook Park EVSE with Angelin Electric and what it was
for. President Maradik referred to the memo that stated it was for adding concrete bollards
to protect the chargers and a delay due to TESCO cabinets.
SUBSTANTIAL COMPLETION AFFIDAVIT
Attorney Schmidt offered up information on item 7.A: WWTP Solar Guaranteed Energy
Savings Contract with Veregy, LLC. He stated current reporting shows them a little lower with
their MWBE goals, but there is still work in progress.
PRIVILEGE OF THE FLOOR
Board Member Gary Gilot brought up the intersection at Main and Marion. He mentioned
the conduit for traffic signal systems contains roughly 288 fibers which impacts a lot of
data-centric companies. He asked that construction was mindful of those conduits as there
is a high concentration of fibers in that area.
ADJOURNMENT
There being no further business to come before the Board, President Maradik adjourned
the meeting at 10:40 a.m.
December 16, 2025
