Bill No. 05-25-Amending the Zoning Ordinance for Property Located at 3527 Lincolnway West Committee Vice-Chair Rachel Tomas Morgan adjured the petitioner(s). Skip Morrell, Principal Development Planner, with offices on the 14th floor of the County-City Building, stated that Bill No. 05-25 requests to rezone property located at 3527 Lincoln Way West from Suburban Neighborhood One (Sl) to Urban Neighborhood Flex (UF) for the purpose of a day spa. The nearby properties are zoned Urban Neighborhood One (Ul ), S 1, and UF. Lincoln Way West is a mixed-use corridor, and Bill No. 05-25 is compatible with the South Bend Comprehensive plan. Committee Member Karen White asked how many clients would be served daily and requested information regarding parking. Cecelia Brown stated three (3) to six (6) clients would be served daily, and the property will have eleven (11) parking spots available. Committee Vice Chair Tomas Morgan asked if the parking spaces are located in the back of the property. Cecelia Brown answered yes. Council President Canneth Lee asked what date the spa could be open by. Cecelia Brown answered that the spa hopes to open by the end of April or the beginning of May. Council President Lee asked what services are offered at the spa's other location. Cecelia Brown stated that their Arizona location offers laser hair reduction, tattoo removal, laser lipo, radio frequency body contouring, light therapy, Geneo facials, hydro facials, spray tanning, and health coaching. At the new location the services offered will be intravenous (IV) therapy, health coaching, Geneo facials , spray tanning, hair, and nails. Councilmember Sherry Bolden-Simpson asked if the spa has a clientele base in South Bend. Cecelia Brown answered no but stated that finding clients should come fairly easily. Cecelia Brown stated that much of the spa's health coaching is done remotely. Committee Vice Chair Tomas Morgan held the public hearing, and nobody spoke. Councilmember Sharon McBride requested the name of the spa. Cecelia Brown answered Sea of Beauty Med Spa. Committee Member Troy Warner moved to send Bill No. 05-25 to the Committee of the Whole with a favorable recommendation, which was seconded by Committee Member White and carried by a vote of four (4) ayes with two (2) committee members absent. Committee Chair Dr. Oliver Davis -Absent Committee Vice Chair Rachel Tomas Morgan -Aye Committee Member Troy Warner -Aye Committee Member Karen L. White -Aye Citizen Member Stacey Odom -Aye Citizen Member Henry Davis Jr. -Absent With no further business, Committee Vice Chair Rachel Tomas Morgan adjourned the Zoning and Annexation Committee meeting at 6:56 P.M.
