It is the intent of these specifications to describe 96 and 45/48- gallon refuse and yard waste containers for the City of South Bend. All containers must be manufactured in the U.S.A. The City of South Bend reserves the right to reject any and all bids, which in its judgement, will be in the best interest of the City of South Bend. MANUFACTURING PROCESSES AND MATERIALS: Each XyS / NO rollout container shall consist of a body, lid, wheels, axle, and necessary accessories. The plastic resin material and the finished container must meet the minimum specifications herein. PLASTIC MATERIAL: Base plastic resin must be first quality linear low density polyethylene supplied by a national petrochemical producer. Please list supplier: Exxon Bidder must submit technical data sheet(s) from the resin producer, which verify that the resin to be used in the container body will meet the following minimum property levels: ESCR - > 1000 hrs Elongation - > 1000% Density - 0.937-0.940 RESIN ADDITIVES: The plastic resin must be enhanced with color Y46 / NO pigment and ultraviolet inhibitor, which must be uniformly distributed throughout the finished container. To ensure thorough distribution of these additives, the resin and additives must be mixed in a molted state using a hot -melt compounding process. Bidder must submit a statement certifying that all of the plastic resin and additives will be hot -melt blended. CONTAINER REQUIREMENTS: The rollout containers must be XFA / NO compatible with standard American semi -automated bar -locking lifters (ANSI type B) as well as automated arm lifters (ANSI type G) and function as follows: ANSI CONFORMANCE: Containers bid herein must meet the requirements of ANSI Z245.30-1999 and ANSI Z245.60-1999 standards for "Type B/G" containers. Bidder must submit independently certified copies of all ANSI test results with bid. Test results must state load (in pounds) under which tests were conducted. The load under which the tests were conducted must be the same as the load rating stated in all literature and specifications. The ANSI Appendix D test for "Loading and Unloading Test for Carts" must clearly state that the required 520 dump cycles under the cart's full rated load were performed on both a Semi -Automated Cart Lifter and a Fully Automated Grabber Arm. Containers must be made of material/texture or a gripping surface to prevent container from slipping out of the truck gripper arms. LOAD RATING: Containers must be designed to regularly receive VS / NO and dump the following pounds of waste materials, excluding the weight of the container, without permanent damage or deformation. The handles and handle mounts must be an integrally molded part of the container body. The handles shall be designed to afford the user positive control of the loaded cart at all times. The handles must not have the ability to rotate on their own axis at any time. Handles which are molded as part of the lid are unacceptable. Bolted -on handle mounts or bolted -on handles are unacceptable. LID: The lid shall be configured to ensure that it will not warp, 'J / NO bend, slump, or distort such an extent that it no longer fits the container properly or becomes otherwise unserviceable. The lid must be crowned in shape and designed to disallow entry of rain when in the closed position. The lid must open from a closed position through a full 270' arc. Living hinges and lid counter weights are unacceptable. Lid latches are unacceptable. The rim must also include a ledge on which the lid rests to create a tight seal between body and lid. BOTTOM: The bottom of the container must have a molded -in wear VS / NO strip to protect against dragging. Container base must be impact resistant at all points (four corners and the center) of the base for durability. Screw -on, bolt -on, or pop -on wear guards are unacceptable. WHEELS: Wheels shall be 10" diameter and 1.75" wide with )P / NO knobby treads. Wheels must be extra high molecular weight polyethylene capable of supporting 200 pounds per wheel. AXLE: The axle must be 27/32" or greater for 96-gallon containers F / NO and 45/48-gallon containers must be 3/4" or greater diameter zinc chromate plated solid high strength steel fully supported by cart body. Axle must slide through two molded -in plastic journals in the cart bottom and must not be exposed to contents inside of container. Each molded -in axle journal must be at least 1" wide. Axles attached by means of bolts or rivets are unacceptable. STABILITY: Each container shall be stable and self -balancing when YFV / NO in the upright position, either loaded or empty. The container must be designed to withstand winds of up to 25 mph when empty. Containers must be easy for a citizen to tilt to the roll position when fully loaded while keeping both feet on the ground. Any container which is judged as too difficult to tilt when loaded with 335 pounds (96 Gallon) and 160 pounds (45/48 Gallon) of material will be disqualified. Containers that require a foot fulcrum to assist in tilting the container are unacceptable. LIFT SYSTEM: Each container shall be equipped with attachment - / NO points which make it compatible with standard American semi - V automated bar -locking lifters and fully -automated arm lifters. The upper lift point must be integrally molded into the body of the container. The lower lift bar must be designed to withstand over ten (10) years of lifter attachment, and must be 1" diameter galvanized steel. It must freely rotate a full 360' on its own axis. The lower bar must be mounted in molded -in plastic bearings so that it is not exposed to the contents inside the container. The lower bar must be factory installed and cannot be attached by means of rivets, screws, bolts, fasteners, etc. Containers with bolted on lower bars or plastic lower bars are NOT acceptable. COLOR — The container body color shall be a dark green or tan to 'T' / NO match our existing carts. Bidder must supply sample chips of the colors available with their bid. Surface treatments, spray -on finishes and materials that are not homogenous are not acceptable. Color will be determined at the time of order. Required assembly limited to lids and wheels. O / NO MARKINGS: Each container must be permanently marked with YVS / NO letters/numbers, as follows: SERIAL NUMBERS: Each container must have a serial number hot stamped in white on the front face of its body. The serial number shall be preceded by a letter or number code which designates the year of manufacture. Serial numbers shall be in sequence beginning with a number designated by the City. The bidder will maintain a file that will identify the date of manufacture by the serial number. LOGOS: The Seal of the City of South Bend along with other messaging shall be hot stamped onto both sides of the cart body. LID MESSAGING: The container lid will include messaging provided by the City also the street side of containers shall be marked NO PARKING. The messages for all containers will be provided by the City. RFID tags compatible with Desert Micro Software be included. Y / NO USER INSTRUCTIONS: Instructions for the safe use of the / NO container must be molded into each lid. V v LOAD RATING: The load rating of the container must be raised- / NO relief molded into the lid. Load rating shall be stated in pounds. EXPERIENCE: / NO REFERENCES: Bidder must submit with its bid a reference list of municipalities currently using the bidder's products. The list must include at least ten (10) municipalities who currently have at least 20,000 carts in service. Include the name of the municipality, year of installation, contact person, phone number, and quantity for each reference. Failure to include these references will result in bid disqualification. WARRANTY: Bidder must submit with bid a document which V/ NO clearly states the exact warranty of the bidder. The warranty must be for no less than ten (10) full years and must specifically provide for no -charge replacement of any component parts which fail in materials of workmanship for a period of ten (10) years after installation. The bidders warranty is understood to include, whether stated in bidder's warranty or not, the following coverage: Failure of the lid to prevent rain water from entering the container when in the closed position. Damage to the container body, lid, or any component parts through y / NO opening or closing the lid. VVS Failure of the lower lift bar from damage during interface with lifters. 'VS / NO Failure of the body and lid to maintain their original shape. Y S / NO Damage or cracking of the container body through normal operating / NO conditions. Failure of the wheels to provide continuous, easy mobility, as / NO originally designed. Failure of any part to conform to minimum standards as specified V/S / NO herein. If bidder is owned by another business entity, then the owning entity YES / NO must also accept full financial responsibility for the warranty of the bidder. The bidder must submit with their bid a letter from the owning entity which clearly states its obligation and commitment to honor the warranty of the bidder, should the bidder ever be in a position to not do so. Bidders are expected to examine the Drawings, Specifications, Proposal and all Instructions. Failure to do so will be at the Bidder's risk. B. Each Bidder shall furnish all information required by the Notice, Instructions to Bidders and Specifications. Bids must be made on the form provided. Failure to submit a bid on an option may result in the entire bid being non -responsive, depending on the final configuration of the product. 8. In such cases, the same will be returned to Bidder unopened. 11. ESCALATOR OR CONTINGENT CLAUSES A. The use of escalator clauses or other contingent clauses by the Bidder is prohibited, unless requested or permitted by the Invitation to Bid. PRICES MUST BE DELIVERED PRICES A. The bid price shall be a delivered price. All materials shall be shipped F.O.B. destination as specified in the Invitation to Bid. No fuel surcharges accepted. 13. AWARD — WAIVER OF TECHNICALITIES A. The Award of Bid, if any award be made, will be made within sixty (60) calendar days after the opening of Proposals to the lowest responsible and responsive Bidder who's Proposal complies with all the requirements prescribed, exclusive of technicalities waived. Until the final award of the Bid, however, the right is reserved by the City to reject any and all Proposals and to waive technical errors. 14. SPLITTING OF AWARDS/DIVISIBLE BIDS A. Bids will be awarded on the basis of the total dollar amount for all items in the Proposal unless the bid is described by the City as a Divisible Bid. The City may award a Divisible Bid to the lowest responsible and responsive Bidder for each item or class of items as indicated in the bid documents. 15. BIDDER QUALIFICATION A. The City may require any Bidder to submit evidence of qualifications, and may consider any evidence of the financial, technical, and other qualifications and abilities of the Bidder. The City will not award a Contract to a Bidder who, in its opinion, is not fully qualified on the basis of financial resources and responsibility, possession of adequate equipment, personnel, experience, and past record of performance to perform the obligations to be undertaken competently and without delay. 16. PURCHASE ORDERS A. A Purchase Order will be issued to the successful Bidder after formal acceptance of the bid is made by the City. 17. NEW MANUFACTURE A. Unless otherwise specified in the Invitation to Bid, the items offered shall all be new and the latest model of manufacture. 18. SOURCE OF SUPPLY A. If the Bidder is not a manufacturer, the source of supply must be shown and all sub- contractors must be identified. 19. PACKAGING A. All items shall be delivered strongly packed and marked according to accepted commercial practice unless otherwise directed in the Specifications. No charge shall be made for containers and the City shall have no obligation to return containers unless otherwise provided by the Specifications or Special Provisions. Any items not received in good condition will be rejected. 20. INSPECTION OF GOODS A. The City of South Bend reserves the right to inspect and have any goods tested after delivery for compliance with the specifications. Notice of latent defects, which would make the item unfit for the purposes for which they are required, may be given at any time within one year after discovery of the defects. B. All items rejected must be removed immediately by the Contractor at the expense of the Contractor. If the Contractor fails or refuses to remove the rejected items, they may be sold by the City of South Bend. C. In some cases, at the discretion of the City, inspection of the commodities or equipment will be made at the factory, plant, or other establishment where they are produced before shipment. D. The above provision shall not be construed in limitations of any rights the City may have under any laws including the Uniform Commercial Code. 14 21. ASSIGNMENTS A. No person to whom a Contract has been awarded may assign his interest in the Contract without the consent, in writing, of the City. 22. CANCELLATION A. The City of South Bend reserves the right to cancel any Contract for failure or refusal of performance, fraud, deceit, misrepresentation, collusion, conspiracy, or any other misconduct on the part of the Contractor. 23. DEDUCTION OF DAMAGES A. If the City cancels the contract for any cause, it shall deduct from whatever is owed the Contractor on the Contract or any other Contract, any amount sufficient to compensate the City for any damages suffered by it because of the Contractor's wrongdoing. 24. METHOD OF INVOICING FOR PAYMENT A. Contractor shall bill the City of South Bend 1. On regular invoice form giving a complete and detailed description of the goods delivered, including purchase order number. 2. If the Contractor allows a discount, the period of time in which the City must make payment to qualify for the discounts shall be computed from the date the City received the invoice (completely filled out), or the date the goods are delivered and accepted, whichever may be later, and shall not be less than twenty (20) days. 3. If more than one shipment is made under the Contract and on the same purchase order, the City will make partial payments on a basis that is agreeable to both parties. 25. OWNERSHIP OF GOODS A. The goods which are the subject of the Contract shall remain property of the Contractor until delivered to and accepted by the City of South Bend. 26. ESTIMATED QUANTITIES A. If the quantity set forth in the Notice to Bidders and Proposal is approximate and represents the estimated requirements of the City for a specified period of time, the unit price and the extended total price thereof shall be used only as a basis for the evaluation of bids. The actual quantities necessary may be more or less than the estimate, but the City shall neither be obligated nor limited to any specific amount. The City will, if at all possible, restrict increases to twenty percent (20%) of the estimated quantity and will, if at all possible, restrict decreases to twenty percent (20%) of the estimated quantity. 27. TERM "OR EQUAL" A. Where the term "OR EQUAL" is used in these Specifications, the Bidder deviating from specified item shall file with his/her bid a letter fully explaining and justifying his/her proposed article or equal. The City of South Bend shall be the sole judge in determining if the "OR EQUAL" offered meets the Specifications. 28. INDEMNIFICATION CLAUSE A. The Contractor agrees to indemnify, defend, and hold harmless the City of South Bend, its agents, officers, and employees from all costs, losses, claims and suits, including court costs, attorney fees, and other expenses, arising from or out of the negligent performance of this Contract by the Bidder or because or arising out of any defect in the goods, materials or equipment supplied by the Bidder. The top of the container body is reinforced with a rim around its entire perimeter. This feature adds structure and stability to the container and provides a flat surface for the lid to close on. The top of the rim has a rain lip to prevent water from entering the container with the lid closed. The handles are integrally molded into the container body at the top rim. The underside of the rim on the Otto MSD-95M is reinforced with a total of forty (40) integrally molded -in gussets spaced around the entire circumference of the container. The front of the container has a molded recess that provides for the front "catch," or lower lift bar. The MSD-95M container is offered with a 1" rotating steel catch bar. The clip -style metal lower lift bar is freely rotating, 1" OD (outside diameter) roll -formed steel with formed ends for added strength. The wall thickness of this bar is .050", hot rolled steel with an iron zinc clear chromate top coat shielding for corrosion protection. The clip -style metal catch bar allows for speedy installation of the bar from the outside of the container without requiring the use of any hand tools. Metal spring clips are compressed during installation and spring back once inside the container for a solid stop once installed. The bottom of the container has molded -in wear ridges that extend around its perimeter. The wear ridges provide additional protection against abrasive wear if the container is slid on asphalt or pavement and improve impact resistance of the bottom of the container. There is a recessed area molded above the middle of the axle which allows a person's foot to be placed directly upon the axle to allow the container to be easily tilted, even with a full load. The inside bottom of the container has a spherically shaped energy absorbing detail, approximately 8" in diameter, integrally molded into its floor. This detail has been engineered to protect the floor of an empty container from impact when being loaded with heavy objects. The Otto MSD-95M rollout container has an integrally molded front "pouch" to facilitate semi -automated lifting. This upper pouch is reinforced with a pattern of eight (8) internal ribs. These ribs add strength and structure to the lifting pouch and front of the container. Otto containers are designed for nesting and easy stacking for shipment and storage. Stacking ribs are molded onto the top rim to prevent containers from becoming wedged together during shipment. The weight of the container body is 24.1 lbs. The lid rotates freely about the hinge a full 270 degrees. The lid, when closed, rests on the top rim of the container body, providing a secure tight fit around the entire perimeter between the lid and base. This prevents rain, insects and vermin from entering the container, as well as preventing the escape of most odors when the lid is closed. The lid is molded with a hand -hold lip that extends across the full width of the front of the cart and wraps around both corners. This allows the lid to be easily opened from three sides without contact with refuse or residue. The minimum material thickness in the lid is 0 .120". The weight of the lid is 4.1 lbs. The Otto MSD-95M lid Hinge Pins are injection -molded from HDPE. The hinge pins secure the lid to the integrally molded lid hinge and handle detail. Two (2) hinge pins are used to secure the lid. The hinge pins are installed at the factory using a rubber mallet. At installation, the truncated conical end of the hinge pin compresses and snaps into the pocket detail in the handle detail. This prevents vandalism and securely fastens the lid to the container base. The hinge pins can be removed with a special tool available from Otto. LID HINGE AND HANDLE DETAIL: The Otto MSD-95M Lid Hinge is integrally molded to the container body. The handle's diameter is 1.0" and provides 1.375" clearance for gloved hands. The MSD-45E rollout refuse container is compatible with fully automated arm lifter systems and standard, semi -automated bar lifter systems. The container body has smooth surfaces both on the interior and exterior. The interior is free of crevices and recesses where refuse could become trapped, in order to allow complete emptying. The average wall thickness is 0.15" on the container sidewalls and 0.15" on the bottom section. The high -density polyethylene has a density of 0.945 to 0.954 grams cm3. The Melt Index (MI) of the HDPE is 3.5 to 6.0. The top of the container body is reinforced with a rim around its entire perimeter. This feature adds structure and stability to the Otto MSD-45E container and provides a flat surface for the lid to close on. The top of the rim has a rain lip to prevent water from entering the container with the lid closed. The handles are integrally molded into the container body at the top rim. The underside of the rim is reinforced with a total of twenty-eight (28) integrally molded -in gussets/ribs spaced around the entire circumference of the container. The front of the container has a molded recess that provides for the front "catch," or lower lift, bar. The Otto MSD-45E container is offered with either an integrally molded plastic front catch bar or a 1" rotating steel catch bar. Both the steel bar and plastic bar versions are nestable with this feature fully installed/integrated. The plastic lower catch bar is integrally molded into the container base in the front recess. Plastic bar containers have no openings into the container bodies. The clip -style metal catch bar is freely rotating, 1" OD (outside diameter) roll -formed steel with formed ends for added strength. The wall thickness of this bar is .050", hot rolled steel with an iron zinc clear chromate top coat shielding for corrosion protection. The clip -style metal catch bar allows for speedy installation of the bar from the outside of the container without requiring the use of any hand tools. Metal spring clips are compressed during installation and spring back once inside the container for a solid stop once installed. The bottom of the container has molded -in wear ridges that extend around its perimeter. The wear ridges provide additional protection against abrasive wear if the container is slid on asphalt or pavement and improve impact resistance of the bottom of the container. There is a recessed area molded above the middle of the axle which allows a person's foot to be placed directly upon the axle to allow the container to be easily tilted, even with a full load. The inside bottom of the container has a cylindrical -shaped energy absorbing detail, approximately 4.5" in diameter, integrally molded into its floor. This detail has been engineered to protect the floor of an empty container from impact when being loaded with heavy objects. This weight does not include any other components. LID: The Otto MSD-45E container Lid is injection- molded from HDPE and is attached to the container body using two HDPE snap -lock hinge pins. The lid rotates freely about the hinge a full 270 degrees. The lid, when closed, rests on the top rim of the container body, providing a secure, tight fit around the entire perimeter between the lid and base. This prevents rain, insects and vermin from entering the container, as well as preventing the escape of most odors when the lid is closed. The lid is molded with a hand -hold lip that extends across the full width of the front of the lid, and wraps around both corners. This allows the lid to be easily opened from three sides without contact with refuse or residue. The Otto MSD-45E lid attachments are cylindrical -shaped and double -ribbed, creating an extremely robust attachment to the container body. The locking mechanism for the lid hinge pin, which is inserted into the attachments, is retained beneath a molded -in step feature within the lid. The minimum material thickness in the lid is 0.12". The hinge pins secure the lid to the integrally molded lid hinge and handle detail. Two (2) hinge pins are used to secure the lid. The hinge pins are installed at the factory using a rubber mallet. At installation, the truncated conical center portion of the hinge pin compresses and snaps into the open slot in each side of the handle detail. The axle is zinc plated to protect against rust and corrosion. The large diameter of the axle allows the container to be easily rolled on any surface and supports a fully loaded container. WHEELS: The Otto MSD-45E Wheels are slightly recessed into the container body and can be relocated to forward positioned hole setting, to allow for a fully assembled nestable cart. This test is useful in assessing the overall design (such as the lid fit, handle material and hinge mechanism, wheel assembly strength, etc.) and overall durability. MINIMUM PERFORMANCE STANDARD: ANSI standard Z245.30-2008 requires that after testing the cart - should not suffer any damage or permanent deformation such that it cannot be safely used in normal operation. ANSI Z-245.60-2008 establishes dimensional requirements for the cart. TEST PROCEDURE (Meets the requirements of ANSI Z245.30-2008): l . The test is conducted at room temperature. 2. A standard semi -automated lifting mechanism is used. This lifter is compatible with all currently used carts. The lifting mechanism is attached to a stationary frame which allows the cart to be emptied and then reloaded on each cycle. 3. The cycle time is greater than eight seconds, as required in the standard. 4. The cart is loaded with inert material at 3.5 pounds per gallon according to the rated size of the container. The loading material is to occupy at least 70% of the volume of the cart. 5. The cart is positioned in front of the lifting mechanism and is then engaged by the lifter and lifted to empty the cart into a bin. The cart is set down onto a concrete surface and is held stationary as it is reloaded by tipping the bin to allow the weights to re-enter the cart. 6. Inspections are made whenever any change is noticed and after every 100lifts. 7. This height affects the ease of operation of the cart. MINIMUM PERFORMANCE STANDARD: According to the ANSI standard Z245.30, when in the center -of - balance position, the minimum height is to be 29 inches. The maximum height is to be 40 inches when in the center -of -balance position. ANSI Z245.60 establishes dimensional requirements forthe cart. TEST PROCEDURE (Meets the requirements of ANSI Z245.30): 1. The cart is loaded with a standard load (3.5 pounds per gallon of rated capacity with the load occupying at least 70% of the capacity) or with the maximum rated load. 2. The test to be conducted on a hard, flat surface. I Block the wheels so that the cart will not roll. 4. Tip the cart slowly, rotating the cart on the wheels, to the center balance position, This position is determined as the position where the cart has a tendency to remain in a balanced (neutral) position, not tipping forward or backward. 5. When in the center balance position, place blocks under the container to maintain in balanced position. 6. Measure the distance vertically from the ground plane to the center line of the handle of the cart. The accuracy of measurement is to be f0.25 inches. 7. Repeat steps 4, 5 and 6 and then average the results for the three determinations. A spring scale or other force -measuring device is attached to the handle of the cart. (The force - measuring device to have an accuracy of less than ±3%.) The cart is then tipped by pulling on the force - measuring device, until the cart is in the balanced position. The angle of pull, that is, the tipping force direction, is to be horizontal with less than ±2E to all sides. (The position where the cart does not tend to move either forward or backward but remains in a balanced position.) The maximum force during the pull is noted. 5. Repeat step 4 so that three determinations are made. These results are averaged. 6. The test is to be conducted at room temperature. One way we accomplish this is through a series of tests that simulate the "true to life" abuses to which carts are subjected week after week. Otto's performance testing requirements were designed to simulate the effects of hard use in waste collection field conditions. The severity of some tests was scaled to anticipate an expected 10-year minimum life of the containers. Test Descriation 1. Loaded Cart Drop Test 2. Wheel Durability 3. Axle Strength Test 4. Cart Test Procedures The tests outlined in this document primarily focus on measurement of the container's ability to withstand the rigors of regular usage in a waste collection system. Additional consideration should be given to the testing described in ANSI Z245.30-1999. These ANSI tests focus to a greater extend on ease of use and safety issues. 1. LOADED CART DROP TEST The subject cart is loaded with 300 pounds of sand or other static ballast. The carts are then lifted to a height of 12 feet and dropped onto a concrete surface . The test is repeated five (5) times. Carts are then carefully inspected for evidence of any failure. The Loaded Cart Drop Test simulates the stresses that carts must endure through years of lift cycles, especially in fully -automated applications. This test provides a very good indication of the overall strength and durability of the cart. 2. WHEEL DURABILITY The test cart is fitted with the subject wheels. The cart is loaded with 336 pounds of static ballast. The cart is then rolled off of a standard curb with a dead drop of at least 6 inches, onto a solid surface. The test is repeated a minimum of 520 times. Wheels are inspected for cracks, flat spots or any deformation. 3. AXLE STRENGTH TEST The subject axle is positioned for testing with support 1" from each end. Weights are added to apply downward force against the center of the axle. Additional weight is added until a permanent deflection in the axle is noted. The amount of force it takes to bend an axle is a measure of how well it will hold up when being rolled while fully loaded. In conjunction with the wheel durability test, the axle strength testing also indicates how well a cart will perform when dropped onto the wheels, being rolled up and down curbs or stairs, or is rolled over rough surfaces. Cart Test Procedures (Paae 2). =3ollito] �1&VA*11V Carts are loaded with 100 pounds of water and dragged on a horizontal asphalt surface at a rate not to exceed 5 MPH. When water begins to leak, the test is discontinued and the distance is recorded. 5. WIND RESISTANCE An empty cart is placed in a wind test fixture. Wind velocity is increased to at least 40 MPH against the front, back, and either side. The point at which the cart tips over is noted. Wind on the street can come from not only inclement weather, but also from passing vehicles. This test shows not only how well a cart will stand up in the wind, but also indicates how easily it may be tipped over by dogs or other animals. 6. LOADING AND UNLOADING TEST The test cart is loaded with 336 pounds of static ballast and cycled at least 520 times, or until failure occurs. A cycle is defined as grab, squeeze, lift, dump, replace on ground, and release (re -load after each dump). The cart is visually inspected for cracks, any indication of stress failure, or any other indication of damage. This test is described in greater detail in the ANSI guidelines outlined in Z245.30-1999; Appendex D. The test simulates the approximate one pickup per week for a 10 year period.
