then the authorization of the expenditure of such funds shall be void and of no effect.
PURPOSE OF REQUEST: Staff will make a formal recommendation regarding the bid received for the
disposition of seven lots on Carroll St
SPECIFICS: On October 23, 2025 the Redevelopment Commission (RDC) approved the disposition of
seven (7) lots on Carroll St located at 502-524 Carroll St & 316 E Monroe. All submissions were due at
9:00 am on November 13, 2025, and one bid was received and read publicly at the RDC meeting that day
at 9:30am.
Staff have reviewed this proposal and determined that it does not meet the criteria for a proper
submission for disposition as required by the standards approved by the Redevelopment Commission and
State Law. At the November 24, 2025 RDC meeting Staff will give an overview of the submission and
recommendation on a path forward to the RDC.
