East Res. * Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, then the authorization of the expenditure of such funds shall be void and of no effect. PURPOSE OF REQUEST: Budget request of $100,000 to fund a survey and site plan for the first phase of the Western Avenue Transformation District project. SPECIFICS: This request is to fund a survey and site plan for the first phase of the Western Avenue Transformation District (WATD), which includes 156 mixed income housing units on the site of the former Rabbi Shulman public housing development. While most of the engineering and site design for this project will be funded through the City’s Section 108 loan from the U.S. Department of Housing & Urban Development (HUD), the loan has not been made available yet due to the federal government shutdown. While we anticipate the loan funds will be available soon, there is an urgent need to complete the survey and master plan for this project so that the developer can apply for the state’s Low-Income Housing Tax Credit (LIHTC) program. The deadline for LIHTC applications is December 31, 2025, with applications reviewed on a “first come, first serve” basis.
