Rear window openings and balcony exits are appropriate for apartment buildings of this era and style. Based on the information provided prior to this public hearing, Staff make an UNFAVORABLE RECOMMENDATION. The applicant was represented by: Eric Ford, 709 Lincolnway East Mr. Ford: "Essentially the improper drainage by previous owners had rendered weather damage inside that wall and windows. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION I need to of course repair the brickwork and do repointing and I would like to use that back of the property in a way which doesn't necessitate windows and I am concerned with the area of drainage once that's repaired, that if there's leaks in the future, it may most affect that area of the building. So at this point it's not altogether feasible for me to repair those windows. So I would like to brick them in with a potential for the future to open them up and put new windows in." After due consideration the following action was taken: Upon a motion by David Wyncott, seconded by Michael Skaggs, and carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2025-0826 Roll was called. COA 2025-0826 APPROVED. ii. 2025-0827 710 Park Avenue Chapin Park LHD, Ord. 9574-05 (Audio Position: 00:14:05) The staff report was presented by: Ross Van Overberghe, Historic Preservation Administrator Staff Recommendation: The proposed deck on the rear of the house will not impact the integrity of the home. The change of the non -original fixed window to door on the rear of the house will have a minimal impact on the structure. Replacement of the duplex cottage window set with a 1/3-2/3 picture window will also have little impact on the integrity of the house. Staff make a favorable recommendation. The bay window on the north side of the house has sagged causing the windows to become inoperable. Raising and bringing the bay back into square and level is encouraged to maintain structural integrity and restore full function to the bay. The original design had an internal gutter at the meeting of the house and bay roof, not ideal for shedding water away from the structure. A reconstruction of the roof with an internal gutter at the edge of the roof away from the house will ensure better water management and preservation of the main house. The existing windows were retrofitted with double pane glass inserts. That process has altered the original sashes. Replacement with Marvin Ultimate aluminum wood clad windows will restore functionality to the bay windows. Staff make a Favorable Recommendation. COA 2025-0827-1 APPROVED. Upon a motion by David Wyncott, seconded by Michael Skaggs, and carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2025-0827-4 Roll was called. Commissioner Wyncott: AYE Commissioner Hough: AYE Commissioner DeKever: AYE Commissioner Downs-Krostenko: AYE Commissioner Skaggs: AYE Commissioner Andrews: AYE Vote: 6-0. Six in favor, none opposed. COA 2025-0827-4 APPROVED. iii. 2025-0902a 836 DuShane Court Chapin Park LHD, Ord. 9574-05 (Audio Position: 00:29:10) The staff report was presented by: Kate Himick, Historic Preservation Specialist Staff Recommendation: The 1975 sunroom is not original to the home, and is one of many major alterations that have occurred since the home's construction in 1907. The porch has been enclosed and wrapped around the southeast corner of the home, the western half of the home has been significantly extended, the sunroom constructed, and original features such as windows have been removed. As such, the construction of a new addition does not overshadow or detrimentally affect the original features or plan of the home, which have already been obscured. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION would be visible from the Leeper Park tennis courts, but Staff do not believe this would have a detrimental impact on the district as a whole. Based on the information provided prior to this public hearing, Staff make a FAVORABLE RECOMMENDATION. The applicant was represented by: Antonio Bajuyo, 413 Lamonte Terrace The public was represented by: Randy Davis 710 Park Avenue, spoke in favor of this application: Mr. Davis: "Tony did the drawing of the dining room for us. So I'm a fan of his and a friend of his. But I will say this is a house that most people don't see and and even when you're driving down Riverside, you really don't see it. My opinion when you do see it. You're not impressed, you're not happy with it. It's not a great looking thing. And I think what what Tony's suggesting is attractive and it would be an addition to the neighborhood as opposed to where it is now. So I'm a I'm a fan and I'm a supporter of it. Thank you."
