The project encompasses the design and engineering of a ten-foot-wide separated multi-use path along W. Ewing Avenue, extending from S. Gertrude Street to S. Olive Street. This segment will connect two existing trail systems, enhancing east–west mobility and providing a safer, more inviting corridor for pedestrians and cyclists. The improvements will reconstruct W. Ewing Avenue to incorporate new pedestrian crossings, curb bump-outs, landscaped buffers, and ADA-compliant features, creating a visually cohesive and context-sensitive multimodal route. This project advances the City’s commitment to active transportation and Vision Zero principles, linking residential neighborhoods, schools, and existing recreational facilities while improving connectivity. Abonmarche understands that the success of this project lies in balancing innovative design with practical implementation. Integrating right-of-way constraints, utilities, drainage, and federal-aid compliance under INDOT oversight. PROJECT APPROACH DESIGN LEADERSHIP AND TEAM ORGANIZATION Under the leadership of Chad Knip, PE, Abonmarche will manage all aspects of project design and coordination. Chad brings more than twenty-six years of experience in transportation design, right-of-way management, and construction review for municipal and LPA projects. His recent work on federally funded trails and streetscape improvements in South Bend, Middlebury, and Goshen demonstrates his ability to deliver complex corridor projects efficiently and in compliance with INDOT standards. Michael Rozycki, PS, will oversee all survey operations. With over thirty years of experience in boundary, topographic, and right-of-way surveys, Mike will ensure accuracy and completeness in base mapping and title research, providing the essential foundation for design, right-of-way certification, and acquisition. Francisco Perez, Staff Engineer, will assist in plan preparation, design development, and cost estimating. A South Bend native and Riley High School graduate, Francisco brings both technical expertise and personal investment to this project. His familiarity with City and INDOT coordination processes will support efficient communication and timely submittals. ENVIRONMENTAL DOCUMENTATION AND PERMITTING Abonmarche will prepare all environmental documentation consistent with INDOT’s Categorical Exclusion (CE) process. Orbis Environmental Consulting will conduct Section 106 coordination under the Minor Projects Programmatic Agreement (MPPA) to streamline the approval timeline. Terracon will prepare a Waters of the U.S. Report (WOTUS) to document any jurisdictional waters or wetlands along the corridor. No significant environmental impacts are anticipated, and the project is expected to qualify as a CE Level 1. Coordination with INDOT’s Environmental Services Division will be continuous to maintain compliance and ensure timely environmental clearance. 5 Proposal for City of South Bend - PE Services for Ewing Trail (Des # 2500053) PROJECT APPROACH SURVEY, ROADWAY, AND TRAIL DESIGN Abonmarche will perform a Location Control Route Survey (6.1) capturing topography, utilities, drainage structures, and property boundaries. These data will establish an accurate base map for design, utility coordination, and ROW determination. Design development led by Chad Knip, PE, will focus on providing a safe and functional ten-foot separated trail along W. Ewing Avenue. The corridor includes several key intersections that will be carefully evaluated for pedestrian and vehicular safety improvements, including S. Olive Street/W. Ewing Avenue, Prairie Avenue/W. Ewing Avenue, Emerson Forest Parkway/W. Ewing Avenue, S. Brookefield Street/W. Ewing Avenue, Glen Street/W. Ewing Avenue, Dorothy Street/W. Ewing Avenue, and S. Gertrude Street/W. Ewing Avenue. Each intersection will be analyzed for optimal crossing locations, signal visibility, and curb ramp alignment in accordance with ADA and MUTCD standards. PRAIRIE AVENUE INTERSECTION STUDY Recognizing the complexity of the Prairie Avenue/W. Ewing Avenue intersection, Abonmarche will conduct a traffic engineering study to evaluate multiple design alternatives aimed at improving alignment and reducing conflict points. Alternatives may include: • Realigning Ewing Avenue’s east approach to align with Carlisle Street or Warren Street, thereby reducing or eliminating the existing skew. • Evaluating partial or total parcel takings necessary to accommodate such a realignment. • If realignment proceeds, assessing the west approach for complementary realignment or potential closure between the fire station and Prairie Avenue. • Determining the safest trail-crossing configuration, potentially at-intersection or mid-block, supported by Rectangular Rapid Flashing Beacons (RRFBs) or HAWK signals to enhance visibility and pedestrian priority. These alternatives will be analyzed in accordance with the INDOT Engineering Assessment Manual, ensuring data- driven, federally compliant recommendations. *S. Gertrude St.* S. Olive St.W. PKwy.* P ra i r i e A v e . 6 Proposal for City of South Bend - PE Services for Ewing Trail (Des # 2500053) PROJECT APPROACH PEDESTRIAN ENHANCEMENTS AND CORRIDOR TREATMENTS Throughout the corridor, Abonmarche will explore the use of curb bump-outs to shorten pedestrian crossings, clearly delineate parking areas, and calm traffic. One of the intersections between Prairie Avenue and S. Gertrude Street may be evaluated for a raised intersection treatment, enhancing visibility and reducing speeds. The design will integrate ADA-compliant curb ramps, upgraded drainage structures, pedestrian-scale lighting, and durable pavement markings, ensuring longevity and safety for all users. TRANSIT COORDINATION Abonmarche will coordinate closely with South Bend Transpo, as Route 12 operates along this corridor with active stops at Emerson Forest Parkway/W. Ewing Avenue and S. Gertrude Street/W. Ewing Avenue. Our design will maintain or improve access to these stops, ensuring safe rider movement during and after construction. Maintenance-of-Traffic (MOT) plans will prioritize service continuity and user safety. RIGHT-OF-WAY SERVICES Right-of-way plan development will be completed in compliance with INDOT Real Estate Division requirements. Abonmarche will prepare parcel plats, legal descriptions, and plan sheets needed for right-of-way certification. Meridian Title will conduct Title Searches (12.2), while David Deputy will prepare Appraisals (12.4) and Rita Ann Gabriel & Associates will perform Appraisal Review (12.5). ROW Jones will oversee Acquisition Services (12.6), ensuring that all negotiations follow the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA). This structured process ensures transparency, compliance, and efficiency throughout acquisition and certification. UTILITY COORDINATION Utility coordination will be performed by Abonmarche under INDOT Category 16.1, identifying potential conflicts and coordinating relocations with each utility owner early in design. Our proactive communication with local providers minimizes redesigns and avoids construction delays. Abonmarche worked with the South Bend Engineering Department and Community Investment staff to improve the Hill Street, South Bend Avenue, and Notre Dame Avenue corridors, which were completely reconstructed with new asphalt pavement, curbs, sidewalks, and multi-use paths. Safety and mobility for pedestrians and bicyclists were enhanced through lane narrowing, raised intersections and crosswalks, and bump outs to shorten crossings, while intersection realignments improved functionality and visibility. Planting beds, trees, streetlights, decorative brickwork, benches, bike racks, and wayfinding signage were added to enhance aesthetics and usability.
