Staff Recommendation:
Current garage edition is not original and does not fit the style of the house.
Removal of the garage edition and replacement with the deck is appropriate.
Moving of the fence and changing the height to a lower picket style is
appropriate and the design of the porch and stoop are fitting with the style of
the house and do not harm the integrity of the house or surrounding
neighborhood. Staff makes a favorable recommendation.

Staff Recommendation:
The current rear deck is of modern construction and is deteriorated. Removal
of the deck is appropriate. Construction of the new porch roof fits with the
style of the house and is appropriate in scale and materials. A new fence
along a property line from the house to the eastern line will have no negative
implications on the property and is in line with other houses in the district.
Staff make a FAVORABLE RECOMMENDATION.

Staff Recommendation:
The applicant has requested approval to remove existing aluminum siding
and trim and recycle and install.
Mastic rigid vinyl 7-inch siding. Remove existing K style gutters and
downspouts and replace with new K style gutters and downspouts and
replace existing non-functional shutters with new.
Existing aluminum siding has an 8-inch reveal and the new vinyl siding would
have a 7-inch reveal to more closely resemble the original cedar clapboard.
The original siding beneath the aluminum is to be retained and preserved as
much as possible during the installation of the vinyl. The windows are not
original and there's likely not much historic material remaining, though South
Bend Roofing Siding and Window Co would like to retain historic material
found if possible. The gutter profile would not change, nor the appearance of
the non -historic, non-functional shutters. The visual impact of the home will
be kept intact. Based on the information provided prior to this public hearing,
staff makes a FAVORABLE RECOMMENDATION.

The staff report was presented by:

Staff Recommendation:
The applicant has requested approval to one extend the existing back addition by
roughly 5 feet to gain more kitchen and bath space and construct A roughly 9
by 9 mudroom and laundry room addition to the West of the existing.
Back addition related works include the following upper railing, existing
roofing to be removed, rubber roofing to be installed, back entry doors to be
replaced, the installation of a Marvin aluminum clad double hung window in
the location of existing second story exit and first story windows to be reused
in the extended edition. Staff makes a FAVORABLE RECOMMENDATION.

v. 2025-0707 1021 Hudson Avenue Riverside Dr LHD, Ord. #7469-85

The staff report was presented by:
Ross Van Overberghe, Historic Preservation Administrator
Staff Recommendation:
Project 1: Staff have reviewed a video supplied by the homeowner showing
the condition of the former garage. From the video it appears the garage was
in need of a roof, however, the concrete slab and walls and siding were in
restorable condition. Staff make a UNFAVORABLE RECOMMENDATION.
Project 2: The proposed front porch addition is not the full width of the house
making it unbalanced. The pedimented portico, the most character defining
feature of the facade, would be removed to construct the new porch. The
column switch from round to square, which is more craftsman in style, does
not fit the Colonial Style of the house. The Standards and Guidelines state
"Use materials that were available when the original porch was constructed, If
new alternate materials are proposed, then the new components must match
dimensions, profiles, detailing and finish of the historic components in the
design of the new porch." Due to loss of character defining features and an
unbalanced design, Staff make a UNFAVORABLE RECOMMENDATION.
Project 3: The Standards and Guidelines state "Screening with narrow wood -
framed screening or clear glass may be acceptable. Screens or glass should
be set back from porch columns and balustrade, so the porch still appears as
a porch, not as an enclosed room." The proposed project would enclose the
porch as a room. Staff make a UNFAVORABLE RECOMMENDATION.

applicant.

After due consideration the following action was taken:
Upon a motion by Joan Downs-Krostenko, and seconded by Kathryn Hough,
and carried by vote, the Historic Preservation Commission DENIES
Certificate of Appropriateness Application #2025-0707-1.
